October 10 , 1967
The regular monthly meeting was called to order by Supervisor Todd
at 8 P . M . Present were Supervisor Todd , Councilmen Lee , Jones ,
Ogden & Newhart , Attorney Amdur , Assessor Wells and Highway Supt .
Case .
WATER DISTRICT #1
Supervisor Todd reported that there had been a break in a pipe re -
cently and the City had notified the Town and taken care of it
promptly . The City reported that it had been a faulty pipe rather
than faulty installation and a rough estimate for this repair would
be between $ 175 . 00 - $200 . 00 . Supervisor Todd further reported
that the City would notify the Total when ever they had a break and
had to shut off the water , and he also reported that we have a
twelve month warranty , are presently holding 5% and repairs would
be paid out of this amount .
SEWER DISTRICT #1
Supervisor Todd reported that this district was functioning alright .
SEWER DISTRICT #2
Supervisor Todd reported that everything was in order and he was in
the process of getting a Bond Anticipation Note from the Bank until
we sell Bonds .
Herbert Snow & Bud Munch were present and presented the Board with
a petition from people in the Varna Area who were opposed to the
two laterals on the Taggin Wagon Park Property . Mr . Snow and Mr .
Munch had been in to see Supervisor Todd previously and had gone
over the working drawings and this was the first• the two laterals
had shown up on any of the maps . Supervisor Todd reported that he
had called Mr . T . G . Miller , Engineer for the Project after talking
with Mr .. . ..Snow_ and Mr . Munch and had been informed that these two
laterals could be deleted from the plans . Mrs . Amdur reported that
in her conversation with Mr . Miller he had called them Mains instead
of Laterals , and mains cannot be layed on private property but
laterals could . Supervisor Todd stated that an answer could not be
found tonight that we would have to wait until we have a legal
opinion . It was then turned over to Mrs . Andur for legal interpre -
tation . Supervisor Todd reported that he had the Contract for
Treatment with the City of Ithaca , and they had been very cooperative .
The Contract is for thirty years , and is similar to the Water Contract .
Meters will be supplies by the City at a fee , bills will come from
the City Chamberlains Office and inspection of work will be. done by
the City .
RESOLUTION #133 CONTRACT FOR TREATMENT
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that this Town Board authorize Supervisor Todd, to execute
the Contract for Treatment for Sewer District #2 with the City of
Ithaca .

RESOLUTION #131 . HIGHWAY BILLS
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Highway Bills be paid as audited .
2nd Councilman Newhart Roll call vote - all voting YES .
RESOLUTION #135. GENERAL BILLS
Councilman Lee offered the following resolution and asked its adoption . , ;,
RESOLVED that the General Bills be paid as audited with the exception �°
of the bill from the Secretary of the Planning Board .
2nd Councilman Jones Roll call vote - all voting YES
Councilman Lee reported that the bill from Mrs . Steger cannot be paid
as it is for 1966 and 1967 and we cannot take it out of this year
budget . Councilman Ogden felt that we would have to pay the bill
as the work was actually . perforfted . It was decided to pay the bill
and Clerk Luss was instructed to write Mrs . Steger and ask her to
either submit monthly bills or if she wished to be paid yearly to
submit in December of each year .
RESOLUTION #136 PLANNING BOARD BILL
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the bill to Mrs . Steger be paid with a letter inclosed
ladinstructing her to either submit monthly or yearly in December . e.
2nd . Councilman Jones Roll call vote - all voting YES
Supervisor Todd . asked if there were any additions or corrections to
last months minutes .
RESOLUTION #137 MINUTES
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the September Board Meeting Minutes be approved as sent
out .

Councilman Ogden reported that he and Highwag wiglintRugg �Casee had

A bid had been submitted from A . L . Barnum for a Cinder Spreader at.
a price of $ 3 ! 572 . 00 and Superintendent Case had okayed the Specifi -
cations .
. RESOLUTION #138 PURCHASE CINDER SPREADER
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that this Town Board authorize the purchase of one Cinder
Spreader at a price of $ 3 , 572 . 00 .
2nd Councilman Newhart Roll call vote - all voting YES
Councilman Ogden reported that one bid had been received for a
4-Wheel ' Drive Truck from Charles J . Blackwell , Inc . for a truck and
plow ` at a price of $ 30 , 990 . 00 and specifications were in order as
okayed by Superintendent Case . He further reported that this truck
would need nothing more added when it was delivered it would be ready
to go on the Road .
RESOLUTION #139 PURCHASE TRUCK
Councilman bgden ' offered the following resolution and asked its adoption .
RESOLVED that this Town. Board authorize the purchase . of ' one ' new
4-Wheel Drive Truck and Plow at a price of $ 30 , 990 . 00 .
2nd Councilman Newhart . Roll call vote - all voting YES
Supervisor Todd reported that he had some correspondence in regard
to meetings be held on . Traffic Control in Syracuse , Rochester ,
Buffalo and many more places . He asked Superintendent Case if he
had received anything on it yet , and as it had not the literature
was turned over to him .
Supervisor Todd reported that he had a letter in regard to Workman ' s
Compensation whereby we would now need proof of Workmen ' s Compensation .
Supervisor Todd reported that he had received a letter from Albany
in regard to Park & Recreation Development and read it to the Board .
The letter will be turned over to Mr . Frank Thorpe , Commissioner of
the Recreation Commission .
Supervisor Todd reported that he had been over to the West Dryden
Church and the downstairs reallylooked nice , and they have done
quite a lot of work . He further stated that these people would like
to have a sign showing that they are the Greater West Dryden Rural
Community Co - op Inc : Councilman Ogden reported that the Planning
Board along with Mr . Neiderkorn would be at the West Dryden Church
411 on October 26th for an informal meeting on Zoning .
Councilman Lee reported that he had read in the NewsLetter that the
date to make application for a Special Census will be January 15th
and Clerk Luss was instructed to write and get information and
applications .
Councilman Ogden reported that the Planning Board along with Mr .
Neiderkorn would be at Houtz Hall in Etna , Monday Night October
16th for a Zoning Meeting .
Clerk Luss reported to the Board that she would like to have
another typewriter in the Clerk ' s Office as either she or Mrs .
Wallenbeck had to wait to use the one machine , and with the Board ' s
permission she would like to try out one or two machines and then
make a request .
RESOLUTION #140 TYPEWRITER
Councilman Ogden offered the following resolution and asked its adbplion .
RESOLVED that this Town Board authorize Clerk Luss to examine typewriters

and return to the Board with a recommendation .

Supervisor Todd reported that the Highway Department needs more room
for equipment and storage and had asked Assessor Wells to go out in
back to the land owned by the Livestock Association and rule off
350 ' , make a rought map , and check out cleminshaw ' s figure on price
per acre . He further reported that we presently own about 2 . 01 acres
and with the additional 350 sq . ft . it would be about 4 acres .
Assessor Wells reported that the ' Cleminshaw figure for this land was
$300 . 00 per acre . Supervisor Todd reported that we were to make a
proposal and submit it to the Livestock Association .
BUDGET
_ At this time Supervisor Todd : asked the Town Board0if they would like
to go over the 1968 Preliminary Budget . After the Board had gone
over the budgeted items only one change was made . The $4000 . 00
figure put in the budget for a Zoning Board of Appeals was transferred •
to Contingency Fund as the Board felt some people might misinterpret
this and think the Town of Dryden felt that Zoning was a sure thing .
On the other hand it must appear in the budget as if Zoning does go
through a Zoning Board of Appeals must be set up .
RESOLUTION #141 1968 PRELIMINARY BUDGET
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the Preliminary Budget foro1968 be adopted by this Town
Board and placed on file in the Clerk ' s Office . .

RESOLUTION #1142 PUBLIC HEARING - BUDGET
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the Public Hearing for the 1968 Preliminary Budget
be set for 7 P . M . on November 9 , 1967 at the Town Hall , Dryden .

RESOLUTION #143 ADJOURNMENT
Councilman Ogden offered the following resolution and asked its adoptio
RESOLVED that this Town Board Meeting be adjourned - 11 : 30 P . M .
