The regular Board Meeting was ' called to order by Supervisor Todd at the
W est Dryden ' Church at 7 P . M . Present were Supervisor Todd , Councilmen
L ee , Jones , Newhart & Ogden , Attorney Amdur and Assessor Wells .
Supervisor Todd reported to the thirty residents present that the Board
would conduct its regular monthly meeting at this time .
PETITION -YELLOW BARN ROAD
Supervisor Todd reported that he had received a petition from residents
on Yellow Barn and Ferguson requesting a lower speed limit due to the
twenty - five homes with a total of thirty children who played in or near
the road . They would like to have signs erected warning motorist of
children at play and to specify a speed limit of 30 M . P . H . Supervisor
Todd further reported that a resolution would have to be sent to County
H ighway Superintendent Howard Stevenson who would sent it to the State .
RESOLUTION #79 REDUCED SPEED ON SECTIONS OF
. YELLOW BARN & FERGUSON ROAD
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Town Board of the Town of Dryden requests the County
Superintendent of Highways and the State Traffic Commission pursuant to
Article 37 of the Vehicle and Traffic Law , to establish a lower maximum
speed at which vehicles may proceed on sections of Yellow Barn Road and
Ferguson Road . '

DUMP
Supervisor Todd reported that he had been contacted by Charlie Collins
with a proposal to use Mr . Collins Dump for $ 250 . 00 per month , and to
make his dump the official dump for the Town of !Dryden . Mr . Liguori of
the Health Department was contacted and was not adverse to this , and
advised the Town to ' close its dump but not to abolish it . Superintendent
Case had advised Mr . Todd that this would be cheaper than maintaining the
Town Dump as it was very expensive to furnish cover , men and equipment .
Supervisor Todd further reported that cards would be made out and mailed
to all property owners . This would serve as identification for dumping ,
as Mr . Collins did not want people outside of the Town using his dump .
RESOLUTION #80 COLLINS DUMP
Councilman Jones offered the following resolution and asked its adoption .
that this Board accept Mr . ' Charles Collins proposal on a six
month trial period starting July 1 , 1967 . The Board directed Mrs . Amdur
to prepare a Contract and authorized Supervisor Todd to sign it when it
was ready .
2nd Councilman Ogden . Roll call vote - all voting YES
Supervisor Todd reported that he had contacted Mrs . Hughes in regard to
selling Hunting and Fishing License for the Town . Mrs . Hughes was not
sure whether she wanted to sell them , and will let Supervisor Todd know
at a later date .
Supervisor Todd reported that he had application for $ 2000 . 00 for the
Recreation Program , and when submitted to the State should bring a return
of $ 1000 . 00 .
RESOLUTION #81 $ 2000 . 00 RECREATION PROGRAM
411 Councilman Lee offered the following esolution and asked its adoption .
RESOLVED that the Town appropriate $2000 . 00 for the Recreation Program ,
hopefully with a $ 1000 . 00 return from the State .
2nd Councilman Newhart Roll call vote - all voting YES
ELECTION INSPECTORS
Supervisor Todd reported that Mr . Gilman Dedrick , Chairman , Town of
Dryden Democratic. Committee and Mr . Edward Newhart , Chairman , Town of
Dryden Republican Committee had submitted their list of Election
Inspectors .

RESOLUTION #82 ELECTION INSPECTORS ► .
Councilman Jones offered the following resolution and asked its adoption .
RESOLVED that these people be -:' appointed Election Inspectors for 1967 .

An hourly rate of pay was discussed for these people . It was raised - last
year from $ 1 . 25 to $ 1 . 50 and the Board wondered if this was the rate received
in other Towns . The questions of the Chairmen receiving an additional $ 5 . 00
was also raised . Clerk Luss was directed to find out what the other Towns
were paying their Inspectors .
The Minutes of the last meeting having ho additions or corrections 'were
approved . •
Councilman Ogden reported that he and Superintendent Case had opened the
bid for a Tractor. and Mower at 1 P . M . today . The bid had met the
specifications , the Waiver of Immunity Clause had been signed and the bid
price was $ 3 , 980 . 00 .
RESOLUTION #83 TRACTOR & MOWER
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that this Board instruct Highway Superintendent Case to buy one
Tractor and Mower for $ 3 , 980 . 00 .
2nd Councilman Lee Roll call vote - all voting YES
Supervisor Todd reported that he had a Contract or Agreement whereby the
George Junior 'Republic - Union Free School District #27 wanted to buy a
2 - way radio and if the Town of Dryden being a Municipality would sign they
would be able to get a better wave length . Supervisor Todd gave the
agreement to Attorney Amdur who went over it making sure it did not specify
that the Town would own , operate or maintain the equipment . The Board
being satisfied they were not bound in any way decided they could do so .
RESOLUTION #8L AGREEMENT - RADIO
Councilman Jones offered the . following resolution and asked its adoption .
RESOLVED that this Board authorize Supervisor Todd to sign the request to
the FCC for a Radio Station at the George Junior Republic .

Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Highway Bills be paid as audited .

Councilman Jones offered the following resolution and asked its adoption .
RESOLVED that the General Bills be paid as audited .

WEST DRYDEN CHURCH
Supervisor Todd reported to the residents of the area who were in
attendance at this meeting that he and Councilman Ogden had been over
to the Church and gone over it from top to bottom , and other than one
bad corner , and one broken window it was in pretty good shape . Clm .
Ogden reported that it was a remarkable old building and as long as it
had a sound roof it would probably stand there as long as it has already .
Supervisor Todd stated to these people that he had gone into the history
of the Church since it was purchased by the Town and at times one group
o r another had taken it over - and done repairs .which had - been paid for
by the Town . He did not at this time feel that what these people wanted
was a formal agreement . The Budget had $ 1000 . 00 set aside for repairs
which also was used on the Hall and Garage , however , if these people
got together and decided to paint if they came to the Board with a
request , and there was money enough they would probably be able to do
so . He was not in a position to promise anything right now . Those
present seemed to be . satisfied .
• Councilman Lee reported that Attorney Amdur , Highway Superintendent
Case and himself had attended the meeting at Cortland State on Local
Government . He reported that some of the interesting topics touched on
w ere the Constitutional Convention , NextStep Program , Junk Cars ,
Re - Apportionment and Justice Courts . He further stated that he would
like to see the Board write a letter to our Constitutional Convention
Delegate and request that we be kept abreast of what is going on .
Mr . Gilman Dedrick reported that parts of Lower Creek Road were bad
and that . a sign was almost down . Other area residents reported on
the conditions of their roads . Supervisor Todd informed them that
Superintendent. Case was aware of the problems in all areas and would
be working on them soon .
Mr . Dedrick also asked the assessment on the New York State Gas and
Electric . He was informed they had a 42% increase over last year .
Last year it was 31 million , and this year it was 5 million and did
not include the sub - stations or transmission property etc . He then
asked if the Town could pass an- - ordinance whereby the lakes and streams
w ithin the Town boundaries would not be littered . Councilman Ogden
stated that we could have an ordinance after the necessary steps of
Public Hearings for the control of pollution within the Town . Supervisor
Todd reported that some work was going on in the Town in the direction
of diverting some of the water behind the School .
