March 14 , 1967
The. regular monthly Board Meeting was called to order by Supervisor
Todd at 8 P . M . in the Bethel Grove Community Hall . Present were Supv .
Todd , Councilmen , Lee , Jones & Ogden , Attorney Amdur and Assessor Wells .
Supervisor Todd introduced Mr . Dennis Moran of O ' Brien & Gere to the
thirty - five residents present . Mr . Moran went over the feasibility
study done last year in that area for Sewer and Water . The same report
was given to these residents as reported to the Town Board at the monthly
meeting held June 14 , 1966 Page 96 in the Minute Book . Mr . Moran went
on to report that some Federal and State Aid was available to cover
from 500 - 90% of the cost , however , his firm felt that residents should
not count on this , they should be able to swing it themselves and then
ilethey did receive a grant it would be just that much better . Questions
were raised from the floor as to location . of lines , • depth of lines ,
property lines , piping and soil . Mr . Moran answered all questions and
closed his talk by informing them: that it was not economically
• feasibleat the present time as there was not enough houses along the
S laterville Road , that they would need at least three times as many and
f our times would be much better .

DRYDEN WATER DISTRICT #1
S upervisor Todd asked Mr . Moran for a report on ' ryden Water District #1 .
Mr . Moran reported that he had talked with the field inspector and that
the work was nearing completion . Bridge Crossing on the Freese Road had
not been completed and individual - services would be hooked up in the
next couple of weeks , and then they would be testing the lines . Mr .
Russell Sutphen , Chief Engineer would be meeting with the Town Board
in the near future for finalization of this District .
RESOLUTION #48 GENERAL BILLS
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the General Bills be paid as audited except for the bill
from T . G . Miller for Dryden Sewer District #2 , and the bill to the
Tompkins County Treasurer for Post Cards and Postage .
2nd Councilman Jones . Roll call vote - all voting YES
Supervisor Todd reported that T . G . Miller had 1 / 3 of the work completed
on Dryden Sewer District #2 . The Surveys were done and was into the
Construction Drawins , and we could let out the bids by the end of April .
Assessor Wells reported that it had been a Board Resolution to send
a card to each of the property owners with the new assessment on it
prior to the Cleminshaw Public Hearing . The County had printed lists ,
and the Board had decided it would be to expensive to mail _them out to
each individual property owner .
RESOLUTION #49 GENERAL BILLS
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the bills to T . G . Miller , and Tompkins County Treasurer
be paid -
2nd Councilman Jones . Roll call vote = all voting YES
RESOLUTION #50 HIGHWAY BILLS
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Highway Bills be paid as audited .
2nd Councilman Lee . Roll call vote - allvoting YES
Supervisor Todd asked if the Board Members had all received the minutes
and if there were any corrections . He was asked to hold this for a
month .
Councilman Jones reported that he had checked ou the Brand X Copy Machine
and found it quite reasonable , however ; he did not feel it would do the
job it was needed for . Councilman Lee reported that he had a brochure
on the Zerox 813 Copier , and the Zerox man * was waiting to hear from us .
Supervisor Todd asked Councilman Lee If the Bill signed last month by
the Town on the Education Law had passed legislation ? Councilman Lee
reported that it had passed the legislature and is now in the Senate .
Councilman Lee went on to inform the people present that Assemblyman
Cook had taken a bill to the legislature in regard to the University
allowing the transportation of Dryden Sewer District #2 affluent through
its sewer mains and not jeopordize there tax exempt status .
', DRYDEN SEWER DISTRICT #1
S upervisor Todd reported that this district is presently functioning .
SCHOOL TAXES
Supervisor Todd reported that he had a letter from Mr . William Deming ,
District Principal of Dryden Central School in regard to collection of
S chool Taxes . The School would like to collect the taxes in the same
manner utilized for the current year .
RESOLUTION #51 SCHOOL TAXES
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that this Town Board abdicate and delegate the duties of
collecting. taxes to the School as per last year .

- . GREATER WEST DRYDEN RURAL COMMUNITY ASSOCIATION
Supervisor Todd reported that he had a letter from Mr . William D . •
Sherwood , President of this organization requesting a. 99 year lease on
the West Dryden Church , and listing the uses they planned - such as
S cout Meeting etc . He also received a letter from Mr . John Morey ,
Director again asking for a 99 year lease at a legal consideration of
$ 1 . 00 per year . Mr . Morey ' s second request was for materials to be
furnished such as furnace , cement , toilet facilities ., plumbing , roofing ,
doors , paint etc . The Board discussed this and decided they would
rather lease it by the year, and the materials requested would take a
f ew meetings to iron out . Supervisor Todd reported that Mr . Morey had
told him they expected to receive their Legal Charter anytime in the
immediate future. Attorney Amdur reported that we could sell the Church
f or a reasonable fund and reserve the right to use it as a polling place .
RESOLUTION #52 WEST DRYDEN CHURCH
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that this matter be tabled until the Association receives
their Charter fom the State , and the Town Board can meet with them and
d iscuss this further .

STATE DIVISION OF YOUTH
Supervisor Todd reported that the Town is still out reimbursement from
the State for last years Youth Programs . As there are three separate
organizations it is not manageable , he would like to cover the entire
Town with one organization namely theRecreation Committe . This
Committee is now active for the entire Town and will tontine to be
active . A report will be forthcoming at the next regular Board Meeting .
Councilman Lee discussed the road name changes and address changes .
He reported that since route #2 in Ithaca had been split that residents
o f that area were advised to change their Driver License . Attorney Amdur
was asked if they must reregister to vote , and stated that she thought
n ot as long as these people had not actually moved . It was further
stated that the Town Board can name a Town Road if they so desire .
Councilman Jones reported that he had received some communication on the
u nsightly Town Dump . Supervisor Todd told the Board that Highway
Superintendent Case had reported that we were rapidly running out of
- room , and that the 701 Program will have suggestions on dumping . It
w as suggested that the Town see if the County would take over and maintain
the Dump as they not only had the funds available but the equipment as
well . The only other solution would - be Ito have certain days it is
o pen and keep it locket' the rest of the time . .
Councilman Ogden reported to the Board that 60 acres of land in the
Ellis Hollow Area had gone on the market and been sold for a Sub -
D ivision .
S upervisor Todd reported that the 701 people will be a meeting
in the .Dryden High School Cafeteria at 8 P . M . on March 21 , 1967 and
he would like all the Board Members to attend .
S upervisor Todd asked if we have received anything from Cheracche T . V . ?
The clerk informed him that she had not received any correspondence . It
w as suggested that Attorney Amdur write a letter and inquire into the
1% gross income payment due the Town January 1 , 1967 .

Mr . Edward Newhart again asked about the Town doing something at the
intersection of the Slaterville Road and the new road coming out of
Brooktondale . He suggested that a light be place there so people could
see it at night without having to slow down and search for it . Supervisor
Todd informed Mr . Newhart that he had checked the intersection out with
. the State Highway Engineer and was informed that it was properly identi -
f ied both ways as far as the State was concerned according to Law . The
residents were informed they could form a lighting district and all
pay for a light at this intersection , or the Town Board could move
such action , and everyone would pay for it .
Attorney Amdur reported that the two new roads submitted to the Town
B oard by Mr . Sadd had been approved by Highway Superintendent Case and
met the specifications of the Highway Department , and she had in her
possession the Legal Deed . These two new roads to be called Corn Crib
Road , and Spring Run Road .
aRESOLUTION #551 ACCEPT NEW ROADS
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Town Board accept these two roads .

Supervisor Todd read a letter of resignation from Councilman Benson
who is leaving this area to accept a position in Pennsylvania .
RESOLUTION #54 RESIGNATION BENSON
Councilman Ogden offered the following resolution and asked its adoption .
RESOLVED that the Town Board accept the resignation of Councilman .
B enson with regret .

Supervisor Todd at this time stated that he had received the names of
two people to replace Councilman Benson . They are as follows :
From The Town of Dryden Republican Committee the name of Edward Newhart .
Greater West Dryden Rural Community Association - Mr . Alexander Wade .
RESOLUTION #55 APPOINT COUNCILMAN
Supervisor Todd offered the following resolution and asked its adoption .
RESOLVED that Edward Newhart be appointed to fill the unexpired term of
Councilman . Benson .
2nd Councilman Lee Roll call vote - all voting YES
RESOLUTION #56 ADJOURNMENT
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED that the Town Board Meeting be adjourned - 10 : 15 P . M .
