HomeMy WebLinkAbout1966-05-10 May 10 , 1966 PUBLIC HEARING . . The Public Hearing for1Dryden . Sewer District #1 was called to order by Supervisor Todd at 7 : 40 P . M . Present were Supervisor Todd , Councilmen Lee , Benson , Ogden , and Jones , Attorney Amdur and Assessor Wells . • - Supervisor Todd reported that Mayor Marcham of the Village of Cayuga Heights will accept the current plan under two conditions : one , the material is restricted to the current district , i . e . that there is to be no future expansion of the district ; and , two , that the service be limited to • private , single family dwelling units . Attorney Amdur reported that the boundaries of the district have. been revised to include the property belonging to Charles Uhl . Supervisor Todd reported that the .basiw for charging will be comparable to that of the Northeast Sewer District ; that it : will be done on a front - footage basis . with 100feet = l unit . Mr . Lucente discudded with the Board the possibility of a new proposal to the Town of Ithaca , or . the possibility of his erecting . his own treatment : plant . Mr . Lucente furls that the terms are too limiting because they do not include apartments . If the Village would approve a primary dwelling with, a secondary apartment , it would meet with Mr . Lucente ' s approval . . Councilman Lee moved to table the proposal and negotiate some more . Supervisor Todd . sconded . Attorney Amdur said that it would be • possible ' to sign the order at a later date without another heating . - BOARD MEETING ' Mr . Roberts , a representative of the Civil ' Service Employees Asso . , was present to discuss the State Health . Insurance Plan . He handed out the brochure to those present and explained it . The plan has three major parts : . Blue Cross for . hospital ' expenses , Blue Shield for Doctor ' s expe.nses ; . and : Major Medical for expenses incurred outside a hospital . 75% of the employees of a subdivision must accept the plan for itI to be- instated . Employees can continue the plan after they retire . If - they are on the State Retirement System the • premium is taken out of their retirementpaycheck . Mr . Roberts mentioned three - revisions to the plan . that , have taken place since the .brochure was 'printed . . On p . a , item 3 $750O be changed to $ 10 , 000 , and $ 15 ; 000 should be changed to $ 20 , 000 . On page 7 , Maternity Benefits for a Normal Delivery should be changed from , $ 75 to $100 . On page 12 , item d , 72 hours should be changed to 48 hours . The employees will be canvassed and a resolution will be passed at the next meeting , pending the outcome of the canvass . Supervisor Todd -reported that Tom Miller stated that following a . preliminary investigation that the downtown area of Varna : is thtaonly area where it is economically feasibleto put in sewers . RESOLUTION #7i . GEORGE JUNIOR REPUBLIC Councilman Lee offered the 'following resolution and asked . its . adoption . • WHEREAS , community relations between the George Junior I' Republic and areas of the Town of Dryden have seriously • deteriorated over the past several years , and WHEREAS , this unfortunate denelopment has been acknowledged and accepted by Director Donald T . Urquhart as dereliction of duty by the GeorgetJunior Republic to its neighbors , and WHEREAS , the officiala of the George Junior Republic , the Village of Dryden and the Town of Dryden acknowledge and support the necessity to pursue the critical objectives ' of improving relationships and communications between town neighbors and the George Junior Republic , NOW , THEREFORE , BE IT RESOLVED THAT a permanent Town Citizens be created . Immediatby membership of said committee shall 9 consist of three ' Village of Freeville -citizens appointed by the Village of Freeville Trustees ; two Village of Dryden citizens appointed by the Village of Dryden Trustees and two at- large Town of Dryden citizens appointed by the Town Board . ' ' The at - large representatives shall reside outside the Villages : BE IT FURTHER RESOLVED , that this Town Citizens Committee is specifically chargedwith the responsibility to explore all feasible means for improving relationships between- our community and the George Junior Republic ;. . -and k to hear and explore all Rproblems of individual condern between our community and the George • Junior Republic , and , . • That , as deemed _necessary , this Citizens Committee tha~ll: : " . . ". ;; convene eithervindependently or . °jointly with the appropriate George Junior Republic Officials , in fulfillment of its charged responsibilities . In any case , thes Committee shall meet quarterly at a minimum . . • That , this Committee shall determine the organizational structure and operational procedures that best serve its responsibilities . • 2nd Councilman Jones . Carried . • . , . _ RESOLUTION #75 SALTONSTALL Councilman Ogden offered the following resolution and asked kts ; adoption . . BE IT RESOLVED THAT the Dryden Town • . Board extend its heartfelt : sympathy to Mrs . Leverett Saltonstall , Jr . , and her family for their great loss in the untimely death of husband and father . All of us who knew him and . worked with him are unable to find words to express our high . esteem -.for him and for the fine principles . for which he stood- -.not . the least of which was the high regard he had for . the rights and feelings of his fellow man . 2nd - Councilman Benson . RESOLUTION ' #76 " HIGHWAY BILLS r Councilman Benson lffered the following resolution and asked its - adoption .. • "RESOLVED that the Highway Bills be paid as audited -. 2nd Councilman Ogden . Roll call vote . = all voting yes . RESOLUTION #76 * GENERAL—BILLS Councilman Lee offered the following resolution and asked its adoption.. ` RESOLVED that. the General Bills be paid as audited . 2nd Councilman Jones . RQ11 call vote - all - voting yes . The minutes of the last meeting were corrected as follows : Resolution #73 should read as follows : RESOLVED that Alton Reed be officially appointed to the Planning Board as the agricultural representative for a term of five years beginning January 1 . • In . the discussion about George Junior Republic , Councilman • Jones did , not represent the small delegation. . from . Freeville . The minutes were then approved as corrected . SCHOOL TAX COLLECTION • Supervisor Todd reported that Mr . Thomas G . Paine , the county tax coordinator , can not print ' the tax bills but can address them . The Board decided to continuing doing the bills this year the same way they have been done in the past . . Councilman Lee moved to table the problem for a month and discuss it further at the next meeting witha member of the School Board in attendance . MIRIAM FLETCHER • Councilman Benson moved that . Miriam FIetcher ' s resignation from the planning board be accepted . Councilman Ogden 2nd . Carried . SOUTH - EAST ROADS • The recommendations of the Planning ' Board are as follows : The Lake Rwad will start at the end of Lake Street in the Village of Dryden , tun south then east around Dryden Lake • to the Cortland County line , tsuperseding that portion of road now known as East Lake Road ; West Lake Road will start from 94 the- Lake 'toad and run south to Route 38 ; McClintock Road will start ftom the end of Lake Street in the Village . of Dryden and run to the Virgil Road , superseding what is : now called East Lake - Street ; the Dryden Virgil Road will be called just the ✓ irgil Road ; Southworth Road will run from the McClintock Road in the Village of Dryden south to the Lake . Road ; Keith L ane will run from Route 38 to the Lake Road ; the Harford Road sill continue from the Town of Caroline through to Route 384 superseding the Speed . Road ; Ferguson 'Road will run from S outh Street in the . Village of . Dryden to the Yellow Barn Road , eliminating the need for Ferguson Road Extension . Carried . ,_ . . r • 701 COMMITTEE • Councilman Benson reported on the progress of the 701 Committee . He discussed the press releases that . had been made and the questionaires that will be sent out . PLANNING BOARD . Councilman Ogden reported on the progress of the Planning Board . Councilman Benson moved thaflhe Town ' name and nyttber only those streets that are accepted by the Town as -town roads . Councilman Lee 2nd . Carried . • The problem of naming and numbering Route 38 from Freeville to Groton was discussed . • JUNK YARDS The enforcibility of - junk yard contol was discussed . . The problem was tabled for a month for further investigation of judicial feasibility . WATER DISTRICT Supervisor Todd reported that the Town of Dryden had permission from the State Controller to establish Dryden ' Water District #1 . RESOLUTION #77 - WATER- DISTRICT #1 • Councilman Ogden offered the} following resolution and asked - its adoption : RESOLVED that the Town Of Dryden accept the order - establishing ' Dryden Water District #1 . ( see attached order ) Councilman Benson` 2nd . Roll call vote - all vote yes . Councilman Ogden moved to execute the order establishing • Dryden Water District #1 . Councilman Benson 2nd : Carried . Councilman Benson moved to authorize the Town Supervisor to negotiate with the engineer in the matter of entering into ' completion of the Dryden Water District #1 . Councilman Ogden 2nd. Carried . Councilman Benson reported that Dr . Richard Kahrs is added to the Dryden Recreation Committee as a representative from District 4 . This completes the Committee with two representatives from each district . Councilman Lee reported . that the voting machines have been moved from the Varna Town Hall th the Varna Community Center . • . .VISUAL AID-' BOARD Concilman Lee reported that it is possible to purchase a visual aid board for the Town Hall . It would be a green metal chalk board - with a cork top and a map rack . It would extend from the vault • to the doorway on the north wall of the meeting room . The quote given by the Korok Corporation is $ 139 . 00 installed . Councilman Benson moved to purchase the board . Councilman Ogden 2nd : : Carried . Councilman Lee reported : that 28 mercury . vapor street lights have been installed along - Route 366 in the Hamlet of Varna . Councilman Lee and Councilman .Joned are developing an inventory of office equipment owned by the Town of Dryden . The meeting was adjourned at ' 11 : 15 . PM . Thomas Todd - Supervisor Lit.
