The regular monthly meeting of the Dryden Town Board was called to order
by Supervisor Gridley September 15 , 1965 at 8 : P . M .
Present were Supervisor Gridley , Councelmen Lee and Benson , Justices
H oagland and Spaulding , Assessor Abrams and Attorney Amdur .
There were no corrections made to last months minutes , however ,
Councilman Lee ' s report on the unsightly conditions on the Turkey Hill
Road were inadvertently omitted .
Mr . Brainard of the Turkey Hill Road read a statement and supplemented
w ith pictures a condition which exists on this road . ( Pictures attached )
H e , along with his neighbors would like to have this property cleaned
up . Mrs . Amdur reported that it was not a Junk Yard and could not
be defined as such as the person involved claims it is a private hobby ,
however , they could complain that it was an attractive or private
nuisance . It was recommended at this time that complainants leave
statement and pictures , so it might be given to the Planning Board .
RACE TRACK :
B ill Krantz and his associate Mr . Andy Andrews requested that a law
be passed by the Town Board permitting the Race Track to operate on
Sunday so they would not be violating the Sunday Blue Law . They were
informed that the Town Board could not do this , that a Public Hearing
w ould have to be held . Present were Mr . & Mrs . Robson and Mrs . Kiffin
of Dryden Road making a formal complaint about the increase of traffic ,
and the dust . Mr . Andrews then requested that this Sunday they be
allowed to race as it was a big race and many thousands had been spent
in advertising etc . Councilman Benson asked that the complainants
make a statement on the chances of the Speedway holding a race this
coming Sunday September 19th : Mr . Robson says negative , he lives to
close to be sympathetic . Councilman Lee asked Mr . Robson if he would
n ot be willing to let Mr . Andrews go p.headithis one particular Sunday ,
as they did not violate any law willfully , they had checlwith various
Enforcement Agents , then a hearing could be held on any. future
Sunday Races . It is not in order for the Board) to make a motion on
this . . Nothing Decided . .
VARNA FIRE DEPARTMENT :
B ill Crissy and Cy Ortin were present to discuss the Varna Fire
Contract being raised from $ 1500 to $ 2500 . Mr . Crissey stated that
the only income the Varna Fire Department has is their annual
Carnival along with the money received from the Town of Dryden .
Further that the Fire Department now belongs to the Varna Community ,
and that they ( Firemen ) would like to have a building and equipment of
their own in the near future . Mr . Gridley said he would like to see
the Department consider a one year contract for the present . It was
then suggested that they take a five year contract with a clause in
it for renegotiation in 1966 and they could then hold a public hearing
o n this for a new proposed contract . Mr . Crissey stated he would have
to go back and . ask the Board . Mr . Tillapaugh asked that the Town
B oard either write a letter or send a statement to the Board in Varna
in regards to this one year contract .
RESOLUTION #86 LETTER - BOARD OF DIRECTORS
Councilman Lee offered the following resolution and asked its adoption .
RESOLVED : That the Town Board send a letter to Mr . Frank Wurzel that thi ..
B oard is willing to approve a one year contract and this contract will
be reopened at the end of this period . 2nd Justice Hoagland . Carried
EAST LAKE ROAD - FRYDEN
A petition was sent in from seventeen people living on the East Lake
Road requesting that the speed limit be reduced on that road as many
children ( 26 ) resided there . Councilman Lee suggested that a letter
be sent to Mrs . Rita Harris telling her and the other petitioners
that the Town Board does not have any control ,p regulating speed
limits but this would be referred to Sherifftfoward fey and then
✓ eferred to the State Traffic Bureau .
Mr . Relyea was present and reported that he had received a very
satisfactory reply at the Board of Health Meeting regarding the filters
u sed at the Taggin -Wagon Trailer Park .
The Sewage Study for the Varna Area : Mr . Burton of Cornell University
assigned :; Mr . ^Jpe / J scH to work with Mr . Miller and a member of the Town
B oard Councilman Benson .
Councilman Benson made a report on the Amendments to the Sanitary Codes
f or Tompkins County . A copy of this is attached .
RESOLUTION # 87 Sanitary Codes
Councilman Benson offered the following resolution and asked its adoption .
RESOLVED : That a copy of this Sanitary Code for Tompkins County be for -
warded to the Towns of Lansing , Ithaca , Ulysses and all other Towns in
the County . 2nd Justice Hoagland . Carried .
Mr . Curtis reports that the Planning Board is deep in the problem of
naming roads in the Town of Dryden , as a great deal of confusion now
exists and this would be a great help to the Fire Departments .
411 LIGHTING DISTRICT : Petition was sent in to the Town Board requesting
an increase in the amount of money , several new lights and the increase
of lighting on the originals . Councilman Lee then moved we set a
hearing date to hear the outlines of this petition . Date was set for
September 2 $ , 1965 .
RESOLUTION # 88 PUBLIC HEARING - LIGHTING
Councilman Lee offered the following resolution and moved its adoption .
RESOLVED : That a public Hearing be held at the Varna Town Hall , Sept .
2 ; th at 7 : 30 . 2nd by Justice Hoagland . Carried .
WATER DISTRICT : Councilman Lee gave a very hurried and brief history
of the Water Study for the Hamlet of Varna .
RESOLUTION # 89 PUBLIC MEETING -WATER STUDY
Justice Hoagland offered the following resolution and moved its adoption .
RESOLVED : That a public meeting be held along with the Lighting District
H earing so that O ' Brien and Gere could be present to discuss this .
2nd Councilman Benson . Carried .
Meeting to be held the same night September 28 , 1965 at 8 : P . M .
The Town Board ratified a motion made at their Special Meeting August
30 , 1965 that the Etna district :, be opened for Registration Day .
Carried .
A letter was read from Mr . Thomas Butler concerning the Box Cars on
Route 366 . He feels its an eye sore , and they should not be allowed
to go ahead with this project . As there is no zoning , the Town of
Dryden Board cannot act on this , and a letter will be sent to Mr .
- Butler with this information .
Mrs . Amdur gave a report on the meeting with Mr . & Mrs . Ted Hulslander .
A Survey has been ordered to be done by Mr . Rice , and no action can be
taken until the Board hears from him .
Mrs . Amdur then reported on the Potter complaint . She stated that the
Town was covered by Insurance and the matter was now in the hands of
the Insurance Adjustor .
RESOLUTION # 90 GENERAL BILLS
• Justice Spaulding offered the following resolution and moved its
adoption .
RESOLVED : That the General Bills be paid as audited . 2nd Justice
H oagland . Roll call vote - all voting yes .
RESOLUTION # 91 HIGHWAY BILLS
Councilman Benson offered the following resolution and moved its
adoption .
RESOLVED : That the Highway Bills be paid as audited . 2nd Clm . Lee
Roll call vote - all voting yes .
Justice Hoagland reported that a Zerox Machine could be rented by the
month for $ 10 . 00 per with paper supplied for a minimum of 500 copies
at 41/41 a copy . An Apeco Automatic could be rented by the month , but
we would have to supply our own paper at $ 30 . 00 per . It would cost
approximately $ 900 . 00 to buy the Apeco , which uses a roil of paper and
cuts off at the desired length .
RESOLUTION # 92 Copy Machines
Councilman Benson made the following resolution and moved its adoption .
RESOLVED : That Justice Hoagland continue his study of copy machines and
report at the next meeting . 2nd Councilman Lee . Carried .
Mr . Hoagland requested milage to go to Lake George to a States Magistrates
Conference .
Motion was made that he receive milage for this . 2nd . Carried .
Resolution #74 A .banding Town Hall in Varna ;
Mr . Hoagland recommended this be tabled until the next meeting .
Mr . Gridley pointed out that the lock on the Board Room would have to
be changed as it was not practical nor did it serve any particular
purpose . The door locks and can be opened only from the inside , and
this can create a problem at such times as Election , Registration , etc .
when the Town Clerks Office is locked , and people can only enter from •
that door .
BRIDGE : EAST MAIN STREET
The Village of Dryden has appropriated $ 800 . 00 to make improvements at
each end of this bridge if the Town replaces the bridge . Suggestion
was made that this be referred to the Highway Department . Mr . Case to
get plans and figures for a culvert to replace this bridge .
A date was set for a meeting for preliminary budgets . to be held October
9 , 1965 at 9 : A . M . in the Town Hall
The next regular meeting of the Town Board will be held October 12 ,
1965 .
The meeting was adjourned by Mr . Gridley at 11 : 15 .

Gentlemen:
This letter is sent to you to protest the running of the race
track at Dryden this Snnray.
Although the car racing nights, haven1t been too bad during
the past weekends , I can ' t see why I should have to put up with this
on a Sunday-ay day of rest. I am the sole support of any family and
feel that the noise from the track and the added traffic on and around
Kirk Road on a Sunday is more than any resident should have to put up
with. .
� , I thought there was some kind of a blue law which prevented
this type of thing ant. don ' t understand how it came about. I do hope
that you can do something about this before it starts '

RESOLUTION CONCERNING PROPOSED AMMENDMENTS TO THE TOMPKINS
COUNTY SANITARY CODE
WHEREAS ammendments have been proposed to the Tompkins
County Sanitary Code originally adopted Jan . 1 , 1964 , and
WHEREAS members of the Town Board of the Town of Dryden have
e xamined these proposed ammendments and found them to be just
and proper , and
WHEREAS these same Board members have attended a public hear-
ing in regard to these ammendments , and
WHEREAS planning activities have been initiated in the Town
o f Dryden which we believe will have direct bearing on the
orderly , progressive developement of the Town in the follows
ing manner :
a . formation of an active Planning Board which is study-
ing the heeds of the Town by
1 . joining the Greater Ithaca Regional Planning
Board .
2 . making application for 701 assistance , said
studies to be conducted by the Greater Ithaca Regional Plan-
n ing Board .
b . joining with other governmental bodies within the
County to form the Jo nt .: MuflicipalS,urvey Committee which is
currently engaged in studying the sewage needs of the Northern
part of the County .
c . , formation of a Varna lighting district
d . aiding the formation of a proposed Varna water
district
and • •
WHEREAS an adequate tax base must be available to formulate
service districts , and a
WHEREAS liasson must be established with Cornell University
in order to work out our common problems , and •
WHEREAS we believe in and work to achieve progressive , reason=
able , orderly , continuous developement within the Town od
Dryden , now therefore
BE IT RESOLVED that this Board go on record as favoring a
delay in the implementation of these ammendments so as to
permit continuous , orderly developement , particularly that
already in process , according to existing regulations , with-
out causing undue hardship and impediment

III We the undersigned feel that due to the increasing number of
new homes that have been built and the number of homes that are
being built a reduced speed limit should be established on the
East Lake Road , Tompkins County Highway No . 157 , Town of Dryden .
There are a large number of children ( 26 ) in a . 6 mile stret_nh
of highway from the Village of Dryden line .
In the past two months a dog has been killed and one has been
injured . Fortunately a child has not been injured as yet .
For the safety of our children and pets it is imperative that

NOTICE OF HEARING UPON PRELIMINARY BUDGET
Notice is hereby given that the preliminary budget of the Town of Dryden
for the fiscal year beginning January 1 , 1966 , has been completed and
filed in ,the office of the Town Clerk at Dryden , where it is availbale for
inspection by any interested person at all reasonable hours .

Further .notice is hereby given that . the Town Board of the Town of Dryden . .
will meet and review said preliminary budget and hold a public hearing
thereon , at the Town Office at 7 : 30 P . M . on the 4th day of November 1965
and that at such hearing any person may be heard in favor of or against ' ' r
the preliminary budget as compiled , or for or against any item or items .

To the Town Board of the Town of Dryden , Tompkins County ,
New York :
We , the undersigned , being owners of taxable real property
situate in the existing lighting district in and for the Hamlet of
Varna , and owning in the aggregate more than one - half of the assessed
valuation of all the taxable real property of said aforesaid district ,
as shown upon the latest completed assessment roll of said town , and
including resident owners of said district owning taxable real
property aggregating at least one - half of all the taxable real
• property of the aforesaid district owned by resident owners , accord
ing to the latest completed assessment roll , do hereby petition

PUBLIC HEARING
IIIA Public Hearing was held September 28 , 1965 in the Community Hall
in the Hamlet of Varna for a new proposed Lighting District . Present
were Councilmen Benson & Lee , Justice Hoagland and Attorney Amdur .
Councilman Benson called the meeting to order at 7 : 30 P . M . and read
a discription of the cost , lights and area involved to the public .
A map showing the lighting district and the lights were available for
the public to view . .
The Plan was favorable to everyone present .
A motion was passed at this time .
RESOLVED : That the proposed petition for the Lighting District for
the Hamlet of Varna was passed at a Public Hearing . 2nd . Carried .
Meeting was adjourned by Councilman Benson at 7 : 40 P . M .
