February 10 , 1965
The regular monthly meeting was called to order by Supervisor
Gridley at 8 : 00 P . M . ,
° Present were Justice Hoagland , Clm . Benson , Hwy . Supt . Case ,
Assessor Abrams and later Atty . Williamson .
Absent was Justice Spaulding .
Minutes of previous meeting were approved as mailed .
The following correspondence was read :
Letter of Resignation of Clm . Saltonstall which was accepted with
regret .
Mrs . Lewis F . Pearsall wrote a letter of thanks and appreciation
• in regards to the lights at new Rt . 13 and Rt . 366 , to Mr . Gridley .
A letter from the Town of Dryden Republican Committee , voted
unanimously kilo , to present the name of Gary Lee , to fill the
unexpired term of Leverett Saltonstall , as Councilman .

Resolution #20_ - Resolution of Commendation
Councilman Leverett Saltonstall
Councilman Benson offered the following resolution and moved its
adoption :
WHEREAS Leverett Saltonstall has served as Councilman
for the Town of Dryden continuously since January 1 , 1958 , and
WHEREAS Councilman Saltonstall submitted , his resignation
to the Town Clerk effective February 1 , 1965 , and
WHEREAS Councilman Saltonstall served the Town diligently
and faithful during said period and gave untirely of his time for
the betterment of the Town , now therefor
BE IT RESOLVED that the Board goes on record commending
Leverett Saltonstall for his efforts on behalfthe Town of Dryden
and wishes him the best of health and good fortune for the future .
A copy of this resolution will be forwarded to Mr . Leverett Saltonstall .
Seconded by Justice Hoagland . Carried
Resolution # 21- Audit of Highway Claims
Justice Hoagland offered the following Resolution and moved its
adoption :
RESOLVED , that Highway Claims totaling $ 5735 . 19 be paid ,
as audited .
Seconded by Clm . Benson , Roll call vote , all voting yes .

Resolution # 22- Audit of General Claims
Clm . Benson offered the following Resolution and moved its adoption .
RESOLVED , that General Claims totaling $ 5721 . 24 be paid
as audited .

Resolution # g3- Lighting Claims
Justice Hoagland offered the following Resolution and moved its
adoption .
RESOLVED that bill for lighting of intersection Rt 366
at Rt 13 in amount of $ 1474 . 10 for year 1965 be paid .
AND BE IT FURTHER RESOLVED that the bill in amount of
$ 53 . 23 for December 1964 charges be paid .
AND BE IT FURTHER RESOLVED that the sum of $ 42 . 33 be approp -
riated from unanticipated revenues for the purpose of covering bill .

Resolution # 24- Lighting Districts
Clm . Benson offered the following Resolution and moved its adoption .
RESOLVED , that the total charges of 1965 for lighting
districts of Varna $ 660 . 40 , Etna $ 715 . 32 , and McLean $ 42 . 11 , totaling
$ 1417 . 83 be paid .
Seconded by Justice Hoagland , Roll call vot , All voting yes .

Resolution #25 - Collectors Bond
Clm . Benson offered the following Resolution and moved its adoption .
RESOLVED , that the Bond for Collector of Taxes , Mattie
Bayly , be signed and approved by all Board members present ,

Resolution #26 - Determining that the Office of
Receiver of Taxes and Assessments shall be appointive office , office
in the Town of Dryden
Justice Hoagland offered the following Resolution and moved its
adoption .
WHEREAS by Resolution duly adopted by the Town of
Dryden on the 5th day of May , 1964 , said Town is to become a Town
of the 1st Class effective January 1 , 1966 , and
WHEREAS the Town Board by Resolution subject to •
Permissive Referendum may determine that the Office of Receiver
o f Taxes and Assessments shall be appointive , now therefor be it .
RESOLVED by the Town Board of the Town of Dryden
that the Office of Receiver of • Taxes and Assessments to be filled
January 1 , 1966 , shall be appointive in the Town of Dryden ,
and be further
RESOLVED that this Resolution is subject to permissive
✓ eferendum .
Seconded by Clm . Benson and Carried .
The Board asked its Planning Committee to investigate the possibility
of renumbering houses in Town of Dryden , due to the constructing
o f new homes between older houses , resulting in numbers not
✓ unning in order .
Highway Supt . Case reported that the Hunt Hill Rd . would have to be
✓ ealigned in order to improve the highway , adding that this would
call for a survey to determine new rights of way . No action was
taken .
Mr . Gridley , Supervisor , reported on Potter versus Town , stating
he had been unsuccessful in obtaining anyone to evaluate the tree .
He would also contact again , Mr . Gorden Rice to complete survey . '
The claim of Stage versus Town of Dryden was concluded by payment
o f $ 5 . 00 to Dr . Farrel to Stage . The release was placed on file .
Clm . Benson suggested that a sign for the Town Dump be purchased and
e rected at dump , and requested a letter be sent to Mr . Saltonstall ,
on doing so .

RESOLUTION OF COMMENDATION .
CHAIRMAN EMMONS OGDENS
Councilman Benson offered the following resolution
and moved its adoption ,
WHEREAS , Mr , Emmons Ogdens was appointed to and
chairman of the Town of Dryden Planning Board in
August 1961 , in which capacity he gave unselfishly
of his time , therefore be it , '
RESOLVED , that the ' Dryden Town Board go on
record in expressing their appreciation to Mr . Ogdens
for the many hours of work given , in the best interest ir of the town , and further , wishing Mr . Ogdens to have

many healthy and happy years of retirement .
FURTHER RESOLVED , that ' a certified copy of
this resolution be forwarded to Mr . Ogdens ..
Seconded by Councilman Gary Lee , all present voting
yes .

RESOLUTION OF TOWN OF DRYDEN AUTHORIZING THE TOWN
OF DRYDEN PLANNING BOARD . TO FILE AN APPLICATION
FOR URBAN PLANNING ASSISTANCE FUNDS tlI 'r:II TII:IE NEM
YORK STATE DEPARTMENT OF COMMERCE AND GRANTING
SUBDIVISION CONTROL POWERS TO THE TOWN OF DRYDEN
PLANNING BOARD .

WHEREAS the Town of Dryden is . a member community in the Greater
Ithaca Urban Area , and
wilimiirkS RECENT DEVELOPMENT INDICATES a trend toward increased
urbanization of this now rural community , and
WHEREAS a long - range comprehensive plan for development would
guide the Town of Dryden officials in a continuing planning
program , and
WHEREAS this continuing planning program will aid the maint -
enance of a stable community in the face of increasing urban -
ization pressures ; now therefore be it
RESOLVED , that the Planning Board of the Town of Dryden
is hereby directed to file an application with the New York
• State Department of Commerce for Urban Planning Assistance funds
under Section 701 of the Housing Act of 1954 , as amended ; and
that the Town of Dryden Planning Board is hereby •authorized and
: directed to execute such application on. the Board ' s behalf ,
and be it
FURTHER RESOLVED that , the Town of. Dryden does not feel
that studies to meet the workable program requirements for Urban
Renewal are necessary , or that public housing is . desireable at
the present time . For this reason a neighborhood analysis is
not needed as a part of this comprehensive plan , and
,
WHEREAS Article 16 of the
Town Law provides that the Town . Board '
may establish a Town Planning Board and sets forth the duties
of such Planning . Board , and the procedures to be followed by it ,
and
WRERH.AS the establishment of a Town Planning Board has therefore
been accomlpished by this Board , now therefore be it .
RESOLVED , that said Planning Board shall have the power
to review and approve new subdivisions of land in the Town of
Dryden , consistent with the requirements of Article ' 16 of the
Town Law .
