The adjourned Town Board meeting convened at Justice
Spauldings office in Etna on October 2 , 1964 at 5 : 20 P . M .
Present were Supervisor Gridley , Justice ' s Hoagland and
Spaulding
The Preliminary Budget for 1965 was received from the
Town Clerk by wa y of a sealed envelope .
_ There being no further business , the meeting was Adjourned .

The regular monthly meeting of the Dryden Town Board was
called to order by Supervisor Gridley on October 6 , 1964 at 8 . 00P . M .
Present were Justice ' s Hoagland and Spaulding ; Councilmen Benson
arid- Saltonstall and Highway Supt . Case .
Minutes of the last regular meeting were appreoved ; also/adjourn -
ed meeting minutes were read and approved .
Resolution No . 92 - Audit of general bills
Clm . Saltonstall offered the fo : llowing . resolution and moved its
adoption : Resolved : that general billsand', Y-outh Project bills , totaling
$ 2 , 561 . 41 be paid as audited . Seconded by Justice Spaulding and
carried by roll call vote ' all voting YES .
Resolution No . 93 - Audit of highway bills .
Justice Hoagland offered the following resolution and moved its
adoption : Resolved , that the highway bills , totaling $ 4 , 379 . 97 be paid
as audited . Seconded by Clm . Benson , Roll call vote , all voting Yes .

Resolution No . 94- Route 13 & town intersection
Councilman Saltonstall offered the following resolution and moved
its adoption : Whereas , the town board of Dryden .relines that there area
a number of dangerous intersections on town roads as they intersect
Route 13 , the town board requests the town highway superintendent to
place warning signs , such as " Dangerous Intersection Ahead " ,
Further , that copies of this resolution be sent to the Lansing , Ithaca
and County Highway Superintendents .
This resolution was seconded by Clm . Benson and carried unanimously .
Resolution No . 95 - Special Census
Clm. . Benson offered the following resolution and moved its adoption :
• Resolved that a special census be taken by the town od
Dryden and $ 1 , 071 . 00 be appropriated from unanticipated revenues for
such purpose and the Supervisor be authorized to complete transaction .

Resolution No . 96 - Joint Sewerage Survey .
Clm . Benson offered the resolution No . A as filed in minute book and
moved its adoption . Seconded by Justice Hoagland candflaatieLd by

Clm . Benson was delegated by the town to act on the sewage survey
committee . .
Resolution No . 97 - Town Dump .
Clm . Saltonstall offered the following resolution and moved its
adoption :
Resolved : that the town attempt to expediVte a contract
w ith a private individual for care and maintenanceof the Town dump ,
Further ; that signs be made forbiddingthe use of dump for dead animals .
Clm . Benson seconded the resolution and it was carried .

RESOLUTION ADOPTED BY THE TOWN OF w y,icn a
. WHEREAS-, the Town of Dryden ashes to join in a comprehensive
sewerage study of a joint area pursuant to Section 1263-a of the Public
Health Lam, and .
WHEREAS , the Town of . Dryden wishes for this purpose to join ,
with the other Towns named above in the title of this resolution,
NOW, THEREFORE , BE IT RESOLVErD THAT :
1 . The Town of Dryden agrees to take part in
forming a Joint Municipal Sewerage Survey Committee pursuant
to Section 239-n of the General Municipal Law to make applica-
tion for said study and to administer and to direct said study
on behalf of the . severai towns:°
2 . Thomas Benson is hereby appointed as a member -
of the Joint Municipal Sewerage Survey Committee with the power
to act in behalf of the Town of Dryden .
3 . The Joint Municipal Sewerage Survey Committee in conjunction
with the New York State Department of Health and the Tompkins
County Department of Health shall determine the exact limits
Of the area to be studied.

RESOLUTION ADOPTED BY THE TOWN OF Dryden
AREAS , Section 1263a , Article 12 of the Public Health Law of the
State of New York makes possible a study grant to finance the total cost
of -a comprehensive engineering study and report for the collection,

treatment and disposal of sewage , and
WHEREAS , the aforementioned Public Health Law requires that such
studies be carried out by the joint action of those municipalities
located. within areas of present or projected high densities• of popula-
tion . within a natural drainage area:, and

encumbered for payment of the study expense . nor bound. by any recom-
mendation which may be contrary to sound judgment and not in the best

. BE IT RESOLVED , that the duly established Joint Municipal Sewerage
Survey Con aittee of the Towns of Caroline , Denby, Dryden, Enfield and
Newfield , be hereby authorized ; directed and empowered to execute a
joint application on behalf of the Town of Dryden for a State

grant to finance a comprehensive study and report for the collection,
treatment and disposal of sewage in the five above named Towns , and execute
such other documents as are required for ' completion of such study and report , and

BE IT FURTHER RESOLVED, that the engineering fine of. Crandall and
iMiller, of Ithaca, N . Y , ; be engaged , hereby authorized and directed
to perform all engineering studies , surveys , investigations as re-
quired for the satisfactory completion of the comprehensive study
and report , and
BE IT FURTHER RESOLVED , that the study includes those areas as
indicated on the map attached to this application and which are in
. agreement with the requirements of the law, rules and regulations as
established for this program , and
BE IT FURTHER RESOLVED , that the Joint Municipal Sewerage Survey
Committee of the above five named Towne shall act for and behalf
of said Town of _ Dryden to .receive pents from the State .

. Resolution No . 98 - Election Inspectors Salary .
Justice Hoagland offered the following resolution and moved its
adoption : Resol ed , that the rate of pay for election inspectors
be $ 1 . 25 per hour , and that they be allowed two extra hours beyond
the hour polls are open on election day and that the pay for in -
struction meeting be $ 1 . 25 plus 80 per mile one way .
Resolution seconded by Justice Spaulding and carried .
Resolution N o . 99 - New Construction .
Clm . Benson offered the following resolution and moved its adoption :
Resolved , that copies ' of the two ordinances , as compiled by
'k the planning board and filed in the minute book , be printed and sent
to all tax payers in the town of Dryden .
Resolution seconded by Clm . Saltonstall and carried .
Resolution No . 100 - Town Hall Remodeling .
II) Justice Hoagland offered the following resolution and moved its adopt -
ion :
Whereas , the town board did accept the bid of Doll& Streeter
for the remodeling the town hall , and
ulherea s , it became unadvisable to do the remodeling in the
fall of 1964 , and
WhereasyDoll & Streeter have expressed their desire to
commence the job in the early spring of 1965 at the price
as set forth in their bid .
Therefore , be it resolved that the Supervisor be authorized
to sign the contract on behalf of the town of Dryden with
the said Doll & Streeter for the remodeling of the town hall
at the bid • price of $ 4 , 950 . 00
Clm . Saltonstall seconded the resolution and it was carried by roll
call vote , all voting YES .
Resolution No . 101 - Deputy Clerk .
Clm . Saltonstall offered the following resolution and moved its
adoption :
Resolved , that Ronald Kellogg be appointed deputy clerk of
the town for the purpose of issuing conservation licenses .
Clm . Benson seconded the resolution and it was carried .
The public hearing of the Preliminary Budget will be held Nov . 5 ,
1964 at 7 : 30 P . M .
Changes made in election inspectors in District No . 1 , Josephine
Talbot ( Dem . ) instead of Vienna Curtis , who declined and Elizabeth
Reed ( Rep . ) instead of Margaret ' Eddy . ; District No . 7 , Donna
Marvin ( Dem . ) instead of James Lissaman

Resolution, Preliminary . Budget .
Justice - Hoagiand. : offered tYYe : following resolution and , subject to
audit , moved its adoption :
Resolved , that this Town Board does hereby prepare and
approve the Preliminary Budget of this Town for the fiscal year
beginning on the first day of January , 1965 , the itemized state -
II, ment of estimated revenues and expenditures hereto attached and
made a part of this rresolution , and be it
Further resolved , that such preliminary budget shall be
rfile'd ' i ? the office of the Town Clerkwhere it shall be available
for inspection by any interested person at all reasonable hours ,

Further rezolved , that this board shall meet at 7 : 30 P . M .
on the 5th day of November , 1964 , for the purpose of holding a
public hearing upon such preliminary budget , and be it ,
Further resolved , that the Town Clerk give notice of such
public hearing in the mannerprov .ided in Section 113 of the Town
Law , and that such notice be published and posted in substantially

NOTICE OF HEARING UPON TIMIMINARY BUDGET .
Notice is hereby given that the preliminary budget of the Town
o f Dryden for the fiscal year beginning January 1 , 190% has been
completed and filed in the office of the Town Clerk at Dryden ,
where it is available for inspection by any interested person at
all reasonable hours .
Further notice is hereby given that the Town Boardof the Town
o f Dryden will meet and review said preliminary budget and hold
a public hearing thereon , at the Town Office at 7 : 30 P . M . on the
5th day of November , 1964 , and that at such hearing any person
m ay be heard in favor of or against the preliminary budget as
compiled , or for or against any item or items therein contained . 0
Persuant to Section 113 of the Town Law , the proposed salaries
o f the following Town officers are hereby specified ;

Be tt further resolved , that such notice shall be published
twice in the following newspapers, having general circulation
within the ' Town : Tompkins County Rural News and Ithaca Journal ,
the first publication to be on or before the 29th day of October -
and the second publication on any day subsequent thereto and
before the day of such hearing .

The Supervisor stated that he received a phone call from
Mrs . Harvey Jayne , Lower Creek Rd . , Etna ; expressing concern
regarding dangerous problems with respect to the new Rt . 13 .
Also expressing concern that the Lower Creek Rd . was not

She was informed that if this road were to be em phasized
there could be more traffic , thus causing additional problems
within the hamlet of Etna . Therefore it was concluded that this
problemshould remain in the background for the present .
SShe also expressed concern regarding the following :
( 1 ) Proposed ditch across from their residence , ( 2Qthe fence
along Creek road , ( 3 ) Drag racing on this road .
Justicec Hbagl 'and' 'moted , seconded by Clm . Saltonstall , thatif
deemed necessary after the audit of the preliminary budget ,
the Board reconvene on October 10 , at 9 : 30 A . M . The motion
was carried .
Meeting adjourned at 11 : 45 P . M . .
