The regular monthly meeting was called to order by Supervisor Gridley at 8 : 05 p . m . Present were Justices Hoagland and Spaulding , Councilmen Benson and Saltonstall , Hwy . Supt . Case , Assessor Abrams , and later Atty . Williamson . The minutes of the previous meeting were approved as mailed . Mr . Gordon Read , of the Dryden Speedway , was present to ask permission , for Sunday races on several Sundays in April and at the end of the season in September . The matter was deferred until the March meeting , prior to which Mr . Read is to file a written request . • The next regular meeting will be March 10 , 1964 . The following correspondence was read : Miss Lois Plimpton - request for guard rail on German Cross Rd . Hwy Supt . to review with County H /y Supt . as to best protection ; Town Clerk to write Miss Plimpton of action being taken . Copy of letter to Mr . Claude Holden from International Assn . of Machinists re : highway employees . G ov . Rockefeller - acknowledging receipt of resolution re : opposition to Uniform Commercial Code . S en . Metcalf - aknowle.dging receipt of resolution re : opposition , . to Uniform Commercial Code . G eorge Moore , Jr . - stating opposition to county sales tax . Resolution No . 29 ' Audit of General Claims Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that general claims , totaling $4496 . 56 , be paid as audited . Seconded by Justice Hoagland . Roll call vote , all voting YES . Resolution No . 28 - Audit of Highway Claims Justice Hoagland offered the following resolution and moved its adoption ; RESOLED , that highway claims , totaling $ 4213 . 42 , be paid as audited . Seconded by Clm . Benson . Roll call vote , all voting YES . Resolution No . 29 - Inventory of Town Highways Clm : Saltonstall offered the following resolution and moved its adoption WHEREAS , the New York State Department of Public Works , assisted by the Town Superintendent of Highways , has made an inventory of the Town Highway System in the Town of Dryden , County of Tompkins ; and has provided the Town with a map and a list of said highways stating the name and length of each , and WHEREAS , the Town Superintendent of Highways did recommend approva : of said inventory and map , now therefore be it RESOLVED , That the Town of Dryden at a meeting held on February 18 , 1964 accepts and approves said inventory of Town Highways as sub - mitted mitted by the New York State Department of Public Works and filed in the Office of the Town Clerk and hereby adopts the same as the official , Town record and map of Town Highways , and be it further RESOLVED , That four certified copies of this resolution be forwarded to the County Superintendent of Highways , who will retain one copy for his record and forward three copies to the District Office of the State Department of Public Works . Seconded by Clm . Benson . Roll call vote , all voting YES . • Resolution No . 30 - Comprehensive Sewer Study Clm . Benson offered the following resolution and moved its adoption : WHEREAS , the Town of Dryden wishes to undertake a comprehensive sewerage study of the greater Ithaca area , , pursuant to Section 1263 - a of the Public Health Law ; and WHEREAS , the Town of Dryden wishes to jointly undertake said study with the City of Ithaca , Village of Cayuga Heights , Village of Freeville , Town of Ulysses , Town of Lansing , and Town o f Ithaca : NOW , THEREFORE , BE IT RESOLVED THAT : 1 . A Joint Municipal Survey Committee be formed , pursuant to Section 239 -n of the General Municipal Law , to make application for said study and administer and direct said study on behalf of the several . municipalities . 2 . Thomas Benson is hereby appointed as a member of the Joint Municipal Survey Committee with the power to act in hehalf o f the Town of Dryden . 3 . The exact limits of the area to be studied shall be de - termined by the Joint Municipal Survey Committee in conjunction with • the New York:'c.State Department of Health , Tompkins County Department o f Health , and the Engineer . Seconded by Clm . Saltonstall . Roll call vote , all voting YES . Clm . Benson nominated Frederick W . Lengemann , 20 Niemi Road , to fill the unexpired term of Dir . Benson on the Planning Board . Resolution No . 31 - Planning Board Member Clm . Benson offered the following resolution and moved its adoption : RESOLVED , that the nominations be closed and the Town Clerk in- structed to cast one ballot for Frederick W . Lengmemann for member - ship on the Planning Board . Seconded by Clm . Saltonstall . Carried . Clm . Benson reported that , following the public hearing on proposed subdivision regulations , the Planning Board plans to make further review preparatory to another public hearing , before submitting the proposal to the Town, Board . The Highway committee recommended that since one bid was toss re - ceived for truck , and that said bid meets specifications , it be accepted . . Resolution No . 32 - Truck Purchase Justice Hoagland offered the following resolution and moved its adoption : RESOLVED , that the recommendation of the highway committee be accepted and purchase approved of one new 1964 Chevrolet truck as bid by Ray Stafford ' s garage at cost of $ 3679 . 10 . Seconded by Clm . Benson . Roll call vote , all voting YES . Resolution No . 33 - Fire Wardens Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the Supervisor be empowered to act in appointing fire wardens as necessary , after discussion with counsel . Seconded by Clm . Benson . Carried . Resolution No . 34 - Multiple ' Housing Inspector Clm . Saltonstall offered the following resolution and moved its adoption : 110 RESOLVED , that Grant Abrams be appointed multiple housing inspector at an annual salary of $ 200 . 00 . Seconded by Clm . Benson . Roll call vote , all voting YES . • Resolution No . 35 - SPeed Zone ( Snyder Hill ) ,Clm . Saltonstall offered the following resolution and moved its adoption : WHEREAS , residents of the Snyder Hill area of the ' Town o f Dryden have informed the Board that there are a number of families w ith small children residing on said road , and WHEREAS , this Board is informed that there is heavy traffic on said Town highway throughout each and every day of the week , and . WHEREAS , this Board has been advised that vehicular traffic is travelling at excessive speeds on said road , NOW , THEREFORE , BE IT RESOLVED , that thesState Traffic Commission be requested by this Board to make a survey of said road , • d jV and authorize a reduced dpeed limit of 35 miles per hour on said Snyder Hill Road from its intersection with Pine Tree Road in the Town of Ithaca , extending easterly along Snyder Hill Road for approx- imately 1 . 7 miles , and BE IT FURTHER RESOLVED , that this Board respectfully request the Town Board of the Town of Ithaca to join in this request for that portion of Snyder Hill Road lying in the Town of Ithaca , and BE IT FURTHER RESOLVED , that the clerk forward a copy of this resolution to the Town Clerk of the Town of Ithaca . Seconded by Clm . Benson . Carried . The matter of becoming a first class town is to be reviewed at the April meeting . Supervisor Gridley reported that a tentative equalization rate of 44 • has been received , as compared to 47 last year , and that he has taken steps to appeal the rate . Supervisor Gridley reported that , according to a letter from Senator Metcalf , legislation has been introduced to delay the effective date of the Uniform Commercial Code until October , 1965 . Justice Hoagland reported that work at the Highway building is pretty well completed ; and that the Town Hall has been discussed with Peter Levatich , Architect , who will submit suggested plans . Resolution No . 36 - Junk Cars Clm . Saltonstall offered the following resolution and moved its adoption : WHEREAS , the Town Board of the Town of Dryden believes that the matter of disposal of junk cars is a rowing problem that extends beyond the boundaries of the township of Dryden , RESOLVED , that this Board respectfully request that the Tompkins County Board of Supervisors study the problem of disposal of junk cars on a county wide basis .
