HomeMy WebLinkAbout1963-05-03 414 ' . May 3 , 1963 The regular monthly meeting of the Dryden Town Board was held at 8 p . m . Present were Justices Hoagland and Spaulding , Clm . Baker and Saltonstall , Hwy . Supt . Case , Assessor Abrams , and three guests . Moved by Justice Spaulding , seconded by Clm . Baker , that in the absence of Supervisor Gridley Justice - Hoagland act as Chairman . Carried and so ordered . The minutes of the previous meeting were read and approved . Memo from Sup . Gridley was read , advising that a special tee.ting o f the Board of Supervisors required his being in Ithaca this e vening . Mr . Lacey of NYS Electric and Gas was present to review the plan for street lighting at the ntersection of new route 13 bypass . It was pointed out thatfthe cost of $ 1485 . 50 , as shown in April minutes , was for the exact number of lamps shown on suggested layout , and that provision for adjustment might be advisable in the event that one or two more lamps might seem necessary for adequate safety . Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED that \ the written contract submitted by the N ew York State Electric and Gas Corporation for lighting the streets and public places of the Town of Dryden , dated May 3rd , 1963 , be , and the same hereby is , approved , and that the Super - visor and the Clerk of this Board be , and they hereby are , authorized , empowered and directed to execute the same in the name and in hehalf og the Town of Dryden . Seconded by Clm . B aker . Roll call vote , all present voting YES . Absent : Sup . Gridley . Report was read from Sup . Gridley re : . question raised last month about safety of the mall as proposed at the new route 13 turn- off . After discussion with Mr . Towlson , State Hwy;. Dept . in Syracuse , and seeing drawings of the intersection , Sup Gridley stated it appears that there will be space for several cars to stay to the left to turn toward Ithaca , at the same time permitting through traffic to keep right and pass those waiting to make left turn , with comparative safety . The supervisor also stated he realized it is most difficult to make any changes once the contract is let . Roy Sanderson asked to be heard with respect to the old town road on his property (Irish Settlement Rd . ) , and an approach he has built . Both are in need of repair ( bridge ) and he is asking whether the Town would rather maintain the old right oftway , or d eed that over to him and he would deed to the Town the approach he has built . Hwy Supt Case agreed to check with County Hwy . Supt . what can be done in this kind of situation . Moved by Justice Spaulding , seconded by Clm . Baker , that General bills totaling $ 3276 . 28 be paid as audited . Roll call vote , all present voting YES . Absent : Sup . Gridley . Moved by Cim . Baker , seconded by Clm . Saltonstall , that highway bills totaling $ 2314 . 40 be paid as audited . Roll. earl vote , all present voting YES . Absent : Sup . Gridley . Moved by Clm . Saltonstall , seconded by Clm . Baker , that the resolution regarding division of election district #1 , tabled on April 3rd , be adopted . Roll call vote , all present voting YES . Absent : Sup . Gridley . Letter from Atty . Henry J . Shirey , re : Yellow Barn Water Co . , Inc .. was read , requesting consent of Supt . of Hwy . and Town Board on Certificate of Incorporation for this company . The members . of the Board and Hwy Supt signed the Certificate for return to Atty . Shirey , with the understanding that this consent " creates no obligation on the part of the Town in any manner whatsoever . " ( File - Housing Developments ) 415 Claim against Town of Dryden for injuries incurred by Ina Stage was read , and referred to Atty . Williamson . L etter from Mr . Joseph Borowitz . re : condition of Caswell Road was read and placed on file . Card of thanks from the family of the late Orrie S . Cornelius to members of the Town Board was read . P ossibility of Town participation in the publication of the next Dryden Directory was discussed , and it was agreed this should be, studied further before the next meeting . Moved by Clm . Saltonstall , seconded by Clm . Baker , that the Supervisor be requested to set a date for a hearing on the proposed building permit ordinance , as soon as he receives a draft of said ordinance from the Town Attorney . Carried and so ordered . 'mow 1' Justice Hoagland reported that Sup . Gridley . ' tentative plans for a meeting with Mr . Liguori of the County Health Dept . , the Town Board , and ,, trustees of the two villages , to discuss a possible comprehensive sewage disposal plan , the possible date being May 15th at 8 p . m . The possibility of setting meetings of the Town Board on a set day of each month , rather than a day , was suggested , and the matter re - f erred to the Supervisor for his opinion , with the suggestion that the first Tuesday after the first Monday be considered . Assessor Abrams reported on the map he is making to show building and sales and to indicate market price as compared to assessment . Already this shows a great increase in new building and in transfers of property , according to the assessor . Assessor Abrams also mentioned the possibility of considering work on the Besemer Hill '' Road , thus openning it for new development . Hwy . Supt . Case reported on use of the V bottom trailers which were d elivered last week , noting that it is apparent theiruse will result in considerable cost saving . It was noted that no reply has been received from the State Traffic Commission for speed zone on the Dryden portion of the Slaterville Road ( route 79 ) , and that Atty . Williamson be asked to check on it . Moved by Justice Spauldin , seconded by Clm . Saltonstall , that the meeting be adjourned until 8 p . m . May 15th . Carried and so ordered .
