April 3 , 1963
The regular monthly meeting of the Dryden Town Board was called
to order by Supervisor Gridley at 8 p . m . Present were Justices
H oagland and Spaulding , Councilmen Baker and Saltonstall , Hwy .
Supt . Case , Assessor Abrams , Atty Williamson , and 5 guests .
The minutes of the previous meeting were read and approved .
Four residents ,ofMill St , Freeville , were present and asked the
B oard ' s attention to that road and its bridges . Board members
and Hwy . Supt . ''Case stated their awareness of break-up on this
and many other town roads , and the fact that little can be done
until the frost is completely out of the ground . Spring road
t our was set four 9 : 30 am Saturday , April 6th , at which time Mill
Street and other town roads will be checked .
Letter from Mrs; . Emory Weibly re : water problem at intersection
of Lower Creek Rd . and Sheldon Rd . Ext . was received , and noted
for checking on road tour .
Mr . James Lacey , N . Y . State Electric and Gas , presented a plan
and map for proposed lighting of the intersection at the new
route 13 cutoff near Etna . This would provide for 14 20 , 0 ( •
lumen lamps on the main highway and 4 7000 lumen lamps , at a � n ,
cost of $ 1485 . 5 0 pier year , and would be taxed on a town at large
assessment .
Moved by Clm . Saltonstall , seconded by Justice Bpauling , that the
proposal for lighting of the new route 13 intersection be studied
and brought bef°ore the May meeting . Carried and so ordered .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that this
B oard empower the Supervisor to ask the N . Y . State Highway Dept . to
g ive serious consideration to making increase in the size of the
mall at the route 113 intersection from the four feet planned , to
provide greater, safety , particularly for vehicles making left turns
toward Ithaca . Cdrried and so ordered .
L etter from Mr . Donald McArthur re : use of McArthur fund was read ,
and Sup . Gridley reported on his conference with the Judge on the
same matter . Igt appears that use of the money must stay within
wording of the will .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that
interest from the McArthur fund be turned over annually to Dryden
Central School on July 1st for such purposes that would be within
terms of the will , with the suggestion that it be used for scholar -
ship purposes il'f possible . Roll call vote , all voting YES .
Letter was received from N . Y . State Traffic Commission rejecting
the Town ' s request, for speed zones on Lower Creek Road and Etna
Hanshaw Road in the hamlet of Etna , and om the Ellis Hollow Rd .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that the
Hwy . Supt . study the basic facts of traffic on Ellis Hollow Rd .
( time of peak loadlis ) in an effort to determine why this request
should be turned down three times . Carried and so ordered .

Letter receivell from Town of Ithaca re : Anumbering on route 13 .
Clm . Saltonstall offered the following resolution and moved its
adoption : Reso !lved that , pursuant to Sec . 1660 , ParJl , of the
✓ ehicle and Traffic Law of the State of New York , any vehicle
with the gross Weight in excess of posted tons per axle shall be
excluded from any Town Highway of the Town of Dryden when so
'ooted . Such exclusion shall take effect upon the erection of
signs on the section of Highway front which such vehicles are to
be excluded . Seconded by Clm . Baker . Carried and so ordered .
Supervisor Gridley reported on the public meetif}g held in Varna
✓ e : proposals for public water supply . ( See file -Water Districts )
Moved by Clm . S!'altionstall , seconded by Justice Hoagland , that if
n ecessary the Supervisor be empowered to obtain professional sere

vices to survey portions of land on hazardous corners of
e xisting Town roads needed to straighten same . Carried ;
and so ordered . .
Justice Hoagland offered the following resolution and moved
its adoption : BE IT RESOLVED that the Town Clerk is hereby
authorized and directed to advertise for bids for two ( 2 ) used
ten yard V bottom dump trailers ; specifications for which
will be available in her office during regulab hours . Bid
opening to be April 16 , 1963 at 5 : 00 p . m . at the Town Clerk ' s
o ffice ; the Board reserving , the right to reject all bids .
Seconded by Clm . Saltonstall . Roll call vote , all voting YES ,
Atty . Williamson detailed the differences between a first and
second class town , and advised that it would offer no advantage
to the Town of Dryden to become a first class town at this time .
Clm . Saltonstall reported on survey made by Mr . Harvey Krause
and Mrs . Louise Heimlich of residents of the Snyder Hill area ,
w ith reference to division of/District 1 .

Clm . Saltonstall offered the following resolution and moved
its adoption : Be it resolved that Election District ff11in the
Town of Dryden be divided into two districts as follows !:
D ist . 1 bounded as shown on attached map . 1
D ist . 7 ( new district ) bounded as shown on attached
map .

Resolution seconded by Clm . Baker .
Moved by Justice Hoagland , seconded by Justice Spaulding , that
this resolution be laid on the table for one month , so that
the reaction of people in the area , particularly those on
Snyder Hill Road , may be ascertained . Carried and so ordered .
Moved by Justice Spaulding , seconded by Clm . Saltonstall , that
Highway bills totaling $4443 . 97 be paid as audited . Roll call
vote , all voting YES . °
Moved by Justice Hoagland , seconded by Clm . Baker , that General
bills totaling $ 996 . 45 be paid as audited . Roll call vote ,
all voting YES . 1
Assessor Abrams distributed to Board members material re :
✓ equirement of permits for any new building , or changes to
e xisting buildings in the Town , so that it might be reviewed
for discussion at a later date .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that
the meeting be adjourned until April 6th at 9 : 30 a . m .

April 6 , 1963
The Town Board met as scheduled at 9 ; 30 a . m . for spring road
tour , all members being present .
The adjourned meeting was called to order at 1 : 50 p . m . by
Supervisor Gridley . Present were Justices Hoagland and Spaulding ,
Clm . Baker and Saltonstall , and Mr . Ogden og the Planning Board .
The next regular meeting was set for Friday , May 3 , 1963 .
The proposal for an ordinance relating to filing of permits for
new construction was discussed .
Moved by Justice Hoagland , seconded by Justice Spaulding , that
Mr . Ogden be asked to consult with Atty Williamson regarding the
porposed ordinance and its alteration ; and further that Atty .
Williamson be asked to present a rough draft at the May meeting .
Carried and so ordered .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that the meeting
be adjourned until April 16 , 1963 at 5 : 00 p . m . Carried and so
ordered .

April 16 , 1963
The adjourned Town Board meeting was called to order at 5 : 00 p . m .
by Supervisor Gridley , for the purpose of opening bids , as ad-
vertised on April 11 . Present were Justices Hoagland , and
Spaulding . Absent : Clm . Baker and Saltonstall .
Moved by Justice Spaulding , seconded by Justice Hoagland , that
the bid of VBottorn Trailer Sales of Harrison , Michigan , in amount
of $ 5150 . 00 for two used V bottom dump trailers be accepted .
Roll call vote , all present voting YES . Absent : Baker and Sa4. tonstal ]
There being no further business the meeting was adjourned .
