The regular monthly meeting of the Dryden Town Board was called to
order by Supervisor Gridley at 8 : 00 p . m . Present were Justices
Hoagland and Spaulding , Councilmen Baker and Saltonstall , Assesor
Abrams , Hwy . Supt . Case , and later Atty . Williamson and Mrs .
Constance Cook , newly elected assembly woman .
The minutes of the previous meeting were read and approved .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that
Generical bills totaling $ 4103 . 11 , and Youth bills totaling $ 551 . 98
be paid as audited . Roll call vote , all voting YES .
Moved by Clm . Baker ,i seconded by Justice Hoagland , that highway bills
totaling $ 1624 . 55 , bye paid as audited . Roll call vote , all voting YES .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that youth
. bill of $ 140 . 00 for baton twirling instruction be approved . Roll
call vote , all voting YES .
Justice Spaulding offered the following resolution and moved its
adoption : BE IT RESOLVED that there be paid to the Tompkins County
Treasurer the sum of $478 . 89 for the Town ' s share of election expense
f or the year 1962 ; xoatxStipixxxpa

voting YES .
Clm . Saltonstall offered the following resolution and moved its
adoption : BE IT RESOLVED that there be paid to the Tompkins County
Treasurer the sum of $ 2656 . 43 for compensation insurance for the
year 1962 ; said amount having been budgeted for the year 1962 .
Resolution seconded by Clm . Baker . Roll call vote , all voting YES .
Justice Spaulding Offered the following resolution and moved its
adoption : BE IT RESOLVED that the. :; sum of $ 284776 be appropriated
from surplus funds to the following budgetary items :
Election - other expense $ 478 . 89
Compensation insurance acct . 756 . 43
Attorney fees & litigation 307. . 36
Clerk 0 office & other expense 25 . 88

Justice Hoagland offered the following resolution and moved its
adoption : BE IT RESOLVED that the First National Bank Of Dryden ,
New York , be designated as the official depository for the year 1963 .

Clm . Baker offered the following resolution and moved its adoption :
BE IT RESOLVED that the Tompkins County Rural News be designated as
the official newspaper for the year 1963 . Resolution seconded by
Justice Spaulding . Roll call vote , all Voting YES .
Justice Hoagland offered the following resolution and moved its
adoption : BE IT RESOLVED that the salaries of the elected officials
of the Town of Dryden , including the salary of Highway Supt . Case , the
salary of Assessor Abrams , aid the salary of $ 100 . 00 to the Historian ,
be paid not later than December 17th . Seconded by Clm . Baker . Roll
call vote , all voting YES .
Clm . Baker offered the following resolution and moved its adoption :
BE , IT RESOLVED that bonds be purchased from the George B . Bailey
Insurance Agency , to cover the following Town officials for the year
1963 ; as required by law : Sup . Gridley , Town Clerk Korbas , Justices
Hoagland and Spaulding , Hr . Supt . Case , Collector Korbas , and
• Constables Fitts , Murray , and Sickmon . Seconded by Justice Spaulding .
Roll call votq , all voting YES .
Moved by Justice Hoagland , seconded by Justice Spaulding , that the
annual audit day be held December 29th at 9 : 30 a . m . Carried and so _
ordered .

Justice Hoagland offered the following resolution and moved its
adoption : BE IT RESOLVED that the Supervisor be empowered to
place on time deposit in the First National Bank of Dryden ,
available monies from highway and/ or general funds , not needed
for immediate use , and
BE IT FURTHER RESOLVED that the Supervisor cause said deposits
to be made as soon as funds are available in January , 1963 .
Resolution seconded by Clm . Baker . Roll call vote , all voting YES .
Sup . Gridley offered th e following nominations for constable :
Harold Fitts , James . Murray , and Raymond Sickmon . Moved by '
Justige Hoagland , seconded by Justice Spaulding , that the Town
Clerk be instructed to cast one ballot for these names . Roll call
vote , all voting YES .
Mrs . Cook came into the meeting to discuss any matters Board mem-
bers might wish to present for consideration by the state legis -
lature . Discussion included : dissatisfaction with the slowness
with which the State Traffic Commission operates , and in some
instances , its findings , on applications for speed zones , etc . ;
to .ation and assessment problems - increasing volume of exempt
property and need for new sources of revenue to relieve heavy tax
burden on real property owner ; and the - Uniform Commercial Code
which will require chattel mortgages and sales contracts to be
filed with County Clerk rather than Town Clerk after Spgt: , 1964 .
Supervisor Gridley pointed out that the consolidate tax rate for
1963 shows reduction of 610 on $ 1000 . 00 pf assessed evaluation over
1962 , outside the villages and of 890 inside the will lages . This
covers consolidates rate , except for light districts where applicable .
Letter from Mrs . Hugh Reed regarding flooding of Ringwood Brook _
was read , and clerk instructed to advise her thaf matter is being
referred to highway committee of county and county hwy . supt .
The problem of construction of private roads in developments was
discussed , and Atty . Williamson requested to check into Possible
means of control by the Town - i . e . requirement that acceptable
standards of construction be followed .
Moved by Justice Spaulding , seconded by Clm . Saltonstall , that
expemses of Justice Hoagland for meals and mileage be approved
during attendance at Magistrates ' School . Carried and so ordered .
The next regular meeting will be Thursday , January 3 , 1963 .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
meeting be adjourned until Dec . 29th at 9 : 30 a . m . Carried and
so ordered at 11 : 00 p . m .

for annual audit meeting
The adjourned meeting was called to order/at 9 : 30 a . m . Present
were Supervisor Gridley , Clm . Baker and Saltonstall , and Justice
Hoagland . Absent : Justice Spaulding . Moved by Clm . Baker ,
seconded by Clm . Saltonstall , that Justice Hoagland act as
chairman . Carried and so ordered .
Sup . Gridley raised the question of monies set aside for additional
garable space and town buildings , totaling $ 2000 . 00 . Clm . Salton-
sta11 offered the following resolution and moved its adoption :
WHEREAS , monies were appropriated in 1962 totaling $ 2000 . 00 for
additional garage space and town buildings ,
BE IT RESOLVED that the Supervisor is hereby authorized and directed
to deposit these monies in appropriate reserve accounts . Resolution
seconded by Clm.. Baker . Roll call vote , all present voting YES .
Absent : Justice Spaulding .
The McArthur Fund was discussed and the/ upervisor was requested to
see t e: To: ie r Traaafrer'_ D . s to find out what can be done
with it . This upon motion of Clm . Baker , second by Clm . Saltonstall .
Carried and so ordered .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that , having
examined the books and accounts of the Supervisor , and their being
found in order , these accounts be accepted and the account hook
signed . Carried and so ordered .
Moved by Clm . Saltonstall , seconded cby Clm . Baker , that the audit
meeting be adjourned . Carried and so ordered .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that the Planning
Commis/sion be asked to study the matter of subdivisions in the
Town of Dryden , with particular reference to highway , water , and
sewer , and to make a recommendation to the Town Board as soon as
possible . Carried and so ordered .
