April 3 , 1962
The regular monthly meeting of the Dryden Town Board was called
to order at 8 : 00 p . m . by Supervisor Gridley . Present were
Justices Hoagland and Spaulding , Councilmen Baker and Salton-
stall , Hwy . Supt , Case , and Assessor Abrams .
The minutes of the previous meeting were read and approved . .
Supervisor Gridley reported that after a discussion with Hwy .
Supt . Case the respective members of the Board were polled ,
and all agreed that Lower Creek Road should be posted immediately ,
as provided in Sec . 1660 , N . Y . State Vehicle and Traffic Law .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that
the foregoing action be confirmed and made a part of the minutes , .
and that said road be posted until- such time as the Hwy Supt .
deems it to be in a settled condtion . Motion aarried and so
ordered .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that the resi ;r-
nation of Foster English as fire warden be accepted . Motion
carried and so ordered .
Moved by Justice Spaulding , seconded by Clm . Saltonstall , that
General bills totaling $ 875 . 96 be paid as audited , and that the
bill of Budzinski Electric of $ Sys, be paid when the system
shall have been inspected and approved . Roll call vote , all
voting YES .
Moved by Justice Hoagland , seconded by Clm . Baker , that highway
bills totaling $ 1270 . 88 be paid as audited . Roll call vote , all
voting YES .
The problem of junkyards and enforcement of the junk yard ordi -
nance were discussed . Among questions raised on present ordinance
were : on what grounds can a license be refused - can it be on
grounds of location, or number of already existent junk yards ;
what is anzt:.auto graveyard ; can owners be prosecuted on basis the
area is a public nuisance ( Sec . 1 ) ; will present ordinance stand
up if steps are taken to require licenses ? Enforcement first was
started with actual bona fide junk yards . Can anything be done
now about " junk areas " not a business , under this ordinance ? The
discussion was tabled pending advice of counsel . If counsel deems
it advisable , the Town Clerk is instructed to send reminder no -
tices to holders oftemparary junk yard licenses expiring in
June and July .

Highway Problems Clm . Baker reported having received a complaint
about work done on Bone Plain Road with the grader . Hwy . Supt .
Case advised that work done was a temporary measure , since heavy
maintenance cannot be done until the frost is completely out of
the ground .
The Highway Supt . reported on work being done on German
Cross Road where a narrow bridge has been replaced with a large
culvert . Some finish work remaint to be done at the ends .
Re : Mt .
Pleasant Rd . Hwy . Supt . reported on his discussion with Mr . Schaufler ,
who said that his letter read at the last meeting was
merely an expression of an opinion , and that the arrangement as
outlined was agreeable . Re : Mr . Heimlich ' s hedge - the Town
probably will assist in moving it back , this being satisfactory
to him . Re : water problems - engineering advice has been
sought through County Hwy . Dept .
Hwy . Supt . reported that considerable work will have to be
done on Kirk Rd . when weather permits . This , and similar problems
on other roads , may make it wise , he suggested , to apprppria.te
money for heavy maintenance for wider area , rather than for the
Erwin plan , another year . This suggestion will be reviewed after
further studly .
The spring road tour was set for Saturday , April 7th ,
weather permitting .

Moved by Justice Hoagland , seconded by Clm . Saltonstall , that , as
recommended by Hwy . Supt . Case , an increase of 5 ¢ per hour be
approved for Robert . ' Davenport and Donald Huislander , effective
April 2nd . Roll call vote , all voting YES .
Supervisor Gridley reported that effort is being made to get an
option on land to cut the corner on Snyder Hill Rd . at the English
property . This will be pursued further .
Hwy . Supt . Case reported that Roy Sanderson , Irish Settlement Rd . ,
states that a portion of the old road entering his property , cut off
when the road was relocated , still is a Town road . This matter will
be taken up with counsel .
Clm . Baker reported that the officers of Willow Glen Cemetery have
asked for an opinion as to whether the Town could offer help in topping
the cemetery roads . This matter will be taken up with counsel .
Assessment Assessor Abrams reported that the County Assessor ' s Assn .
is pushing for a county wide reappraisal and that there is increasing
support for the plan . In quoting a report of the County Tax Coordinatbr
he stated that property values over the county have shown an increase
from a low of 5/ to a high of 24/ in Dryden , over the past seven/Years .
There also is an'increase in the number of transfers and of new
parcels each year . All of these factors , stated the assessor , point up
the great need for tax maps . After discussion , the assessor was author -
ized to get the advice of representative firms as to the possible cost
of tax maps .
Election Districts Clm . Saltohstall mentioned need for consideration
of realignment of election districts , with particular reference to the
large size of District 1 . It was the consensus that there is need for
review of the total districting problem , and the Supervisor agreed to
check into the best means of approaching it .
Supervisor Gridley repprted on his recent discussion at the Syracuse
firm of O ' Brien and Gere , regarding water , and planning for future
development .
The next regular meeting will be May 4 , 1962 .
There being no further business the meeting was adjourned at 10 : 25 p . m .
