March 6 , 1962
The regular monthly meeting of the Dryden Town Board was held at
7 : 45 p . m . Present were Justices Hoagland and Spaulding , C :auncilmen
B aker and Saltonstall , Hwy . Supt . Case , and Assessor Abrams .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that
Justice Hoagland act as chairman of this meeting until the
arrival of Supervisor Rridley . Roll call vote , all voting YES .

The ? meeting was recessed at 8 : Od p . m . for public hearing regarding
amendment to TV franchise . Meeting called to order at 8 : 15 .
The minutes of the previous meeting were read and approved .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that highway
bills totaling $ 1495 . 29 be paid as audited . Roll call• vote ,
all voting YES .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that
G eneral bills totaling $ 608 . 55 be paid as audited . Roll call
vote , all voting YES .
Supervisor Gridley conducted the meeting from this time .
L etter from Mr . Gordon Deibler regarding name of Kingdom Road
was read and plac{,ed on file .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that the road
taking off from Upper Creek Road at Gilesville corner , and running
northerly to Town Highway #7 , not being a part of the Caswell
Road , be named Kingdom Road . Motion carried and so ordered .
Justice Hoagland 'offered the following resolution and moved its
adoption : WHEREAS a $ public hearing was held on this date regarding
the application of the Dryden Community Antenna Corporation for
amendment to its franchise , and
WHEREAS no ,ane teia s re§ent to offer objection to said
amendment ,
BE IT RESOLVED that the franchise granted to the
Dryden Community Antenna Corp . be amended to include , at the option
of any subscriber ., and as an alternate plan for the installation
and monthly rental charges which are now set forth in the franchise , ,
the first or initial installation charge shall be $ 25 . 00 , and the
monthly rental charge for the first installation shall be $4 . 50
per month , such alternate charges to apply to residential ,
commercial and multiple dwellings alike . -
Resolution seconded by Clm . Saltonstall . Roll call vote , all
voting YES .
Letter from Mr . Ernest Schaufler was read , with reference to work
to be done on the , Mt . Pleasant Road . Hwy . Supt . Case reported
that , as stated in the letter , he had agreed with Mr . Schaufler
to bring in flat rockand to help in building a retaining wall
as compensation for the land to be taken for the road work .
P lanning for the Mt . Pleasant Road was discussed and Hwy . Supt .
Case was instructed ( 1 ) to talk with Mr . Schaufler regarding
any property settlement in connection with this road , and with
Mr . Heimlich regarding possible encroachment on his hedge ;
( 2 ) to seek the services of County Hwy . Engineer Stevenson
and County Supt . Miller to resolve potential water problems
resulting from the rebuilding of the hill section of the road ;
and ( 3 ) report at the April Board meeting . Further , the Town
Clerk was instructed to write to Mr . Schaufler , explaining to
h im some of the considerations that went into decisions about
planning for this road .
Reports about the conference of the NYS Association of Towns
were given by Constable Murray , Assessor Abrams , Supervisor
Gridley , Justice Hoagland , and Hwy . Supt . Case . All spoke
h ighly of the efforts of the Association in making the meetings
helpful .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that the
following fire wardens be appointed :
LA-O/Q Llgd Schutt , Sibley Stewart , Allen Lamont , Ralph
Whittier ,' Henry Prince , Foster English , Harry
Whipple , and Llloyd Hart .
Motion Carried and so ordered .

The Town Clerk was instructed to notify these ment of their
appointment , and to forward the information to the Board of
Supervisors .
Supervisor Gridley advised that he had attended a meeting of the
✓ illage Board of Freeville this evening , aid that that Board had
appointed Sidney Jones , of Freeville , to represent that village
withthe Town Planning Board .
Notification from the New York State Board of Equalization and
Assessment , giving the Town of Dryden a tentative state equaliza-
t ion rate of 47 , was present by Sup . Gridley and placed on file .
Assessor Abrams stated his belief that this rate can be appealed
on the basis of disagreement in classifications of property as
used by the State Dept . , and that he is preparing the necessary
d ata for appeal .
The assessor further reported on the need for county wide reappraisal ,
pointing out that the last appraisal was made in 1955 , and that real
e state values , building materials , and labor costs have changed to
such an extent since then , as to make values eet then not realistic
today . He expressed his opinion that such a county wide reappraisal
could be made by men now in the field in the towns of the county ,
✓ ather than bringing in an outside firm . The assessor also reported
o n the work of the County Assessors ' Association with particular
reference to its plans in the public relations field .
The next regular meeting will be Tuesday , April 3rd .
Supervisor Gridley reported that the Ithaca Town Board expects to
select soon a firm to study their water sources and problems . Plans .
will be worded to permit extension beyond the Town lines if the
situation indicates , and then we may want to look toward possibilties
for Dryden .
Hwy . Supt . Case reported that he had talked with County Hwy . Supt .
Miller regarding signs at the intersection of Chicahominy and West -
D ryden Roads , and the County Supt ' s . decision was that if any
w ign were to be placed it should be a T sign .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
Hwy . Supt . be instructed to place a T sign at this intersection .
Motion carried and so ordered .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that the
meeting be adjourned . Motion carried and so ordered at 10 : 05 p . m .
