October 3 , 1961
The regular monthly meeting of the Dryden Town Board was called
to order at 8 p . m . by Supervisor Gridley . Present were Councilmen •
Baker and Saltonstall , Justices Hoagland and Spaulding , Highway
Supt . Beach , Asst . Highway Supt . Case , Assessor Abrams , and 2 guests .
The minutes of the previous meeting were read and approved .
Supervisor Gridley reported on a meeting he had been asked to
in Freeville on October 2nd , at which 12 to 15 people were
present ; Mr . Albert Genung acting as spokesman . Extreme dislike
for the present assessor and assessing system was expressed , and
the statement made that every means possible would be taken to
change it . Supervisor Gridley stated that he was brinftng this to
the attention of the Town Board , since it is a questiien in which i
all are concerned . He further stated that the implication is that
voting is to be not on a Supervisor , but on an assessing system .
Summary of discussion included the following comments :
Mr . Charles Downey asked to be heard , and stated that he did most
to promote the present appointive assessor system ; that it was not
a change made under the present Supervisor . He cited inequalities
he knew to be existent under the former system , pointing out that
those who complained on Grievance Day often had their assessments
lowered , while those who did not appear carried the tax load .
Under the present system every tax payer is paying more nearly
his fair share of taxes , and the Board was urged to look over the
o ld tax rolls before considering any decision to go back to the
o ld system . Mr . Downey further stated that if a group opposed
to the system is to be fair , it will not associate the problem
with the present election , but will go all out for a referendum
inin the fall to let the people decide .
Justice Spaulding stated that he had opposed the change originally
on the grounds that all Town offices should be elective , and that
still is his position . He stated that he had not agreed to " go
along with " the Freeville group , and pointed out that it should
have been opposed by them five years ago , rather than n� w .
Clm . Baker stated that he too believed that all Town offices should
be elective ; r,. , ._ that when the issue was mentioned to ,h1m raeently
he had said he would have an open mind on any problem to be pre -
sented to the Board .
Clm . Saltonstall stated that he believed assessments were more
o quitable under the present system . He pointed out that frith
the increased numbers and kinds of assessable properties an assessor
is needed who is technically able to do an equitable job throughout
the town . He also stated that such a trained person is better
able to give the town capable representation on such matters as
the equalization rate .
Justice Hoagland stated that he would not want to see the Town
o f Dryden under a three assessor system again .
The following letters were read and placed on file :

Clm . Saltonstall offered the following resolution and moved its
adoption :
Be it resolved that this Town Board authorize Atty .
Manley Thaler to settle the ceriorari proceeding brought by the
N . Y . State Natural Gas Corp . , on the basis shown in the refund
computations made by Mr . Thomas Payne , County Director of Taxes
and Assessment . Resolution seconded by Justice Spaulding .
Roll call vote , all voting YES .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that the
Supervisor be authorized to pay from the General Fund the sum
o f $ 586 . 95 to settle the refund to N . Y . S . Natural Gas Corp . on
the basis mentioned above . Roll call vote , all voting YES .
E stimates of revenues and expenditures for the year 1962 were
presented for all Town officers , and the matter tabled for later mew .
L etter from Assessor Abrams was read - regarding the need for tax
maps , and requesting an increase of $ 2000 . 00 in the Assessing Dept .
budget toward the initial cost . Copy of letter of Assessor Robert
Wells to the Town Board of the Town of Ithaca making a similar re -
quest also was read . ( assessment file ) In discussion the consensus
was that such an expense should not be undertaken for this pu;cpose at
this time .
Proposal for fire alarm system for Town garage was discussed , but
further details are necessary before a decision is reached .
Moved by Clm . Baker , seconded by Justice Hoagland , that Highway bills
total .. ing $ 4731 . 88 be paid as audited . Roll call vote , all voting YES
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that General
bills totaling $ 1031 . 02 be paid as audited . Roll call vote , all
voting YES .
Justice Hoagland offered the following resolution and moved its adop -
tion : Be it resolved that the sum of $ 1500 . 00 be transferred from
H ighway Fund Item 2 to Highway fund Item 3 . Roll call vote , all
✓ oting YES .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that this Board
✓ escind its motion of August 3rd by which election districts were
combined for registration days . Motion carried and so ordered.
Justice Hoagland offered the following resolution and moved its adoption
WHEREAS the resolution combing districts for registration has been
✓ escinded by this Board
BE IT RESOLVED that each district be open for registration in its
✓ espective polling place . Motion carried and so ordered .
Clm . Baker offered the following resolution and moved its adoption :
WHEREAS , the Federal Communications Commission has adopted a
notice of rule making proceedings and by Docket No . 14243 has proposed
the deintermixture of WNBF - TV , Binghamton , New York , and
I-aEREAS , WNBF -TV , UHF is at present the only station availafle
to many of the residents of the Town of Dryden , and is in fact the
station best received in said township , and
WHEREAS , the constituents of this township would be deprived
by the proposed rule making proceedings since it would deprive many
elderly people and shut - ins from their only source of entertainment ,
RESOLVED , upon recommendations of the Town Board , that this Board
goes on record as objecting to said rule making proceedings and urges
the Federal Communications Commission to set aside said proceedings , and
BE ITFURTHER RESOLVED that the Supervisor of the Town be and he
hereby is directed to file the original and fourteen ( 14 ) copies of
this resolution with the F . C . C . in Washington , D . C . , together with a
statement regarding the deintermixture of WNBF - TV on this township , and
BE IT FURTHER RESOLVED , that this Town Board requests a special
hearing in Binghamton on the proposed rule change by the F . C . C . and
authorizes the supervisor to appear at said hearing in protest of said
rule change in the interest of the public convenience and necessity
pursuant to Section 303 f of the Federal Communications Commission Act .
Resolution seconded by Clm . Saltonstall . Roll call vote , all
voting YES .
The Town Clerk was instructed to write to N . Y . S . Electric and Gas ,
N . Y . Telephone Co . , and Dryden Telephone Co . to advise them of the
roads to be included in the Erwin plan next year .
Moved by Clm . Baker , seconded by Justice Hoagland , that the meeting be
adjourned until October 10th .

Justice Spaulding reported that the members of the Etna Church
plan to present a replution in opposition to a suggestion that
L ower Creek Road he changed to eliminate the curve . Supervisor
Gridley explained that he and Justice Spaulding had recognized
o f a road being placed across the area in question (
) to elim-
inate the bad curve . The possibility was mentioned only as a
question to find out whether residents might be interested , and
with no intention to upset anyone or to say that it would be
d one . When it was apparent that the change was not wanted , it
w as not pursued any further .
Supervisor Gridley instructed Highway Supt . Beach to order new
larger reflective signs , with reflectorized arrows to be installed
at this curve in the Lower Creek Road .
Justice Hoagland offered the following resolution and moved its
adoption :
RESOLVED , that this Town Board does hereby prepare and
approve as the Preliminary Budget of this Town for the fiscal year •
beginning on _ thz_ _ f.ir.st- -d-ay-- of " January , 1962 , the itemized state -
ment of estimated revenues and expenditures hereto attached and
made a part of this Resolution , and be it
FURTHER RESOLVED , that such preliminary budget shall be
filed in the office of the Town Clerk where it shall be available
for inspection by any interested person at all reasonable hours ,
and be it
FURTHER RESOLVED , that this Board shall meet at 8 : 00 o ' clock
p . m . on the 3rd day of November , 1961 , for the purpose of holding
a public hearing upon such preliminary budget , and be it
FURTHER RESOLVED , that the Town Clerk give notice of such
public hearing in the manner provided in Section 113 of the Town
L aw , and that such notice be published and posted in substantially
. the following form :
NOTICE OF HEARING UPONPRELIMINARY BUDGET
Notice is here by given that the preliminary budget of
the Town of Dryden for the fiscal year beginning January 1 , 1962 ,
has been completed and filed in the office of the Town Clerk at
Dryden , where it is available for inspection by any interested
person at all reasonable hours .
Further notice is hereby given that the Town Board of
the Town` of Dryden will meet and review said preliminary budget
and hold a public hearing thereon , at the Town Office between the
hours of 8 : 00 p . m . and 9 : 00 p . m . on the 3rd day of November , 1961 ,
and that at such hearing any person may be heard in favor of or
against the preliminary budget as compiled , or for or against any
item or items therein contained .
• I Pursuant to Section 113 of the Town Law , the proposed
salaries of the following Town officers are hereby specified as
follows :

twice in the Ithaca Journal , as well as the Rural News , the first

the second publication on any day subsequent thereto and before
the day of such hearing .

Moved by Clm . Baker , seconded by Justice Spaulding , that a
public hearing be held on November 3 , 1961 at 7 : 30 p . m . for the
purpose of considering an amendment of the contract dated November 9 ,
1960 between the Dryden Town Board and the Neptune Hose Co . No . 1 , Inc . ,
to increase the amount payable by the Town of Dryden to Neptune Hose
Co . No . 1 , Inc . , to $ 3500 . 00 per year , from the present $ 3000 . 00 , for
the years 1963 , 1964 , and 1965 . The reason for the amendment increasing
the yearly payment is because the company is in need of said funds for
the maintenance of equipment and machines for fire protection . Roll
call vote , all voting YES .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that Mrs .
Katrina Morse be appointed to serve as Inspector of Elections in
District 1 to replace Margaret Wilber who has declined to serve .
Motion carried and so ordered .
The next regular meeting will be Wednesday , November 8th , 1961 .
Supervisor Gridley presented a chart showing number of living units
on each Town road - i . e . , xa units affected by dust , etc . on those
roads . Totals show 60 miles of unpaved roads , and no less than 272
living units affected . ( Highway file )
Attorneys Amdur and Williamson , and Mr . Walter Watson , were present
to discuss the application for TV cable franchise .

meeting be adjourned until October 24th , 1961 .
