September 5 , 1961

The regular monthly meeting of the Town Board of the Town of
Dryden was called to order at 8 p . m . by Supervisor Gridley .
Present were Justices Hoagland and Spaulding , Councilmen Baker
and Saltonstall , Highway Supt . Beach , Deputy Highway Supt . Case ,
and Assessor Abrams .
The minutes of ! the previous meeting were read and approved as
corrected .
Moved by Clm . Baker , seconded by Justice Hoagland that highway
bills totaling 4313 , 815 . 55 be paid as audited . Roll call vote ,
all ' voting YES .
Moved by Justice Spaulding , seconded by Justice Hoagland , that 1 .
General bills totaling $ 331 . 30 be paid as audited . Roll call
vote , all voting YES .
Moved by Clm . Baker , seconded by Justice Hoagland , that the re -
quest of Charles Campbell to use the Varna Town Hall one night
per week for interdenominational Bible study or seminar , and to
place a picnic ; table . in back of the building , be approved .
Motion carried and so ordered . .
Placement ofcvarious road signs :; including a name sign on Simms
H ill Road , was discussed .
L etter from N . Y . State Traffic Commission stating that a study
would be made , in response to request for speed restriction on
S apsuckerWoods • Road , was read and placed on file .
Letter from Mr . William K . Sanford of the Association of Towns
regarding TV franchises was read and placed on file .
Justice Hoagland offered the following Resolution and moved
its adoption :
WHEREAS Bradford Harrison and Frank Stelick have applied
for a franchise for TV cable in the Town of Dryden ,
BE IT RESOLVED that the Town Board of the Town of Dryden
take steps to hold a public hearing on this matter , the necessary
d etails to be worked out by the Supervisor after consultation
with the Town Attorney . Not ' . on can- o i a
Resolution . seconded by Clm . Saltonstall . Carried and so ordered .
The Town Clerk was instructed to write . to Mr . Harvey Jayne in
answer to his questions about correction of his assessment in 1959 .
Said correction , in the amount of $ 10 , was made before the warrant
was issued , so ! that taxes were paid on correct assessment .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that the
Supervisor be empowered to take steps toward updating the present
brochure about the Town of Dryden . Motion carried and so ordered .
The following names were presented for the Planning Board :
G eorge Hanford , Alex Saroka , and Gordon Nesbitt . Moved by
Clm . Saltonstall , , seconded by Justice Hoagland , that these three
men be appointed to the Planning Board . Motion carried and
so ordered .

Moved by Clm . Baker , seconded by Clm . Saltonstall , that Justice
Hoagland be, authorized to attend the conference of the N . Y .
State Magistrates', ' Association at Saranac Inn , and that Highway
Superintendent . Beech be authorized to attend the conference of -
S tate Town Highway Superintendents in Albany , both conferences
to be during the month of September . Motion carried and so ordered .

Moved by Clm . Saltonstall , seconded by Clm . Baker , that the
Deputy Highway Superintendent be authorized to accompany Super-
✓ isor Gridley on a trip to the Philadelphia area on September 29th ,
e xpenses to he met by the Town . Motion carried and so ordered .
Supervisor Gridley commented about his attendance at a sale of
machinery in New Brunswick , New Jersey ; and the low prices at
which equipment was purchased in comparison to the new market
✓ alue .
Assessor Abrams reported on the totals on the completed assessment: :
roll , showing a gross increase of $433 , 593 , with an increase in
e xemptions of $ 111 , 233 , and the loss in Natural Gas settlement of
$ 85 , 790 , leaving a net increase of $ 236 , 570 . Tabulat ' g also
shows that the increase in the Ithaca school districtvigtes for
the Town of Dryden over the last six years has been 33% , and 31%
for old Dryden District # 1 , one of the lowest increases in the
county during that period . The low increase is a direct result
o f equalizing assessments . Y4Full details of this report will be

Moved by Justice Hoagland , seconded by Clm . Saltonstall , that
Assessor Abrams be authorized to attend the meeting of the Inter -
national Assessors Association in Montreal in October . Motion
carried and so ordered .
Assessor Abrams read the program of the Annual Conference of the
New York State Federation of Official Planning Organizations to
be held in Syracuse this week . Supervisor Gridley and Assessor
Abrams will attend and any other Board members who can do so .
The next regular meeting will be Tuesday October 3rd .
Moved by Justice Spaulding , seconded by Clm . Baker , that the
meeting be adjourned . Motion carried and so ordered .
