The regular monthly meeting of the Dryden Town Board was called to
order by Supervisor Gridley at 8 : 00 p . m . Present were Clm . Baker
and Saltonstall , Justices Hoagland and Spaulding , Hwy . Supt . Beach ,
Asst . Hwy . Supt . Case , Assessor Abrams , and Atty . Williamson .
The minutes of the last meeting were read and approved .
Bids , as advertised , for stone spreader were opened , the only one
being from Mid State Equipment Co . for $ 1770 . 00 . Same was referred
to highway committee for later action .
Frank Stelick and Bradford Harrison presented a petition for TV fran-
chise , and same was referred to Atty . Williamson/
Twenty three individuals were present to discuss the question of
zoning . Among those who spoke were Mr . E . R . Lemon , Mrs . Southgate
Hoyt , Mrs . Stuart Brown Jr . , Mr . Henry Landsberger , Mrs . A . W . Dimock ,
Mrs . Lewis Pearsall , Mrs . Katrina Morse , Mr . Harvey Krause , Mr . K . C .
Parsons , and Mr . William Smith . Summary of comments may be found in
more detail in file on Zoning , but consensus seemed to be that there
is an interest in having the question reexamined and that a series of
community meetings in various sections of the Town would be a helpful
part of planning .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that a Zoning
Commission be established ; its members to be appointed by the Town
Board . Motion carried and so ordered .
It was suggested that it might be wise to get advice of experts and
from places like the Town of Ulysses before deciding whether a Planning
Board is needed yet . Clm . Saltonstall was asked to pursue this insofar
as possible .
Clm . Baker reported on the spring road tour . Discussion of Mt . Pleasant
Road included the possibility of straightening and of making a
steadier grade for heavy vehicles .
Justice Hoagland offered the following resolution and moved its
adoption : Be it Resolved that the Town Board approve ( for the ten
year Erwin program the list of roads submitted to the State by the
Highway Superintendent . Seconded by Jutsice Spaulding . Roll call
vote , all voting YES .
Justice Hoagland offered the following resolution and moved its
adoption : Be It Resolved that that portion of Mt . Pleasant Road
between Baker Hill Road and Turkey Hill Rd . ( #53 westerly to County
road #161 ) be placed on the Erwin plan for 1962 , and
Be it Further Resolved that that portion of the Pinckney Road between
State Route #13 and Lower Creek Road ( Town Rd . #58 ) also be placed on
the Erwin plan for 1962 . Resolution seconded by Clm . Baker . Roll
call vote , all voting YES .
Clm . Saltonstall offered the following resolution and moved its adop -
tion : WHEREAS the Highway committee has recommended that the bid of
Mid State Equipment Company in the amount of $ 1770 . 00 for one stone
spreader be accepted , Be It Resolved that same be accepted . Seconded
by Justice Spaulding . Roll call vote , all voting YES .
Question of painting Town Garage this year was mentioned , and Hwy .
Superintendent and the Building and Grounds Committee asked to report
on this at June. meeting .
Letter of proposal for janitorial service at Town Hall by Clean- it of
Owego was read . Moved by Clm . Baker , seconded by Justice Spaulding ,
that this proposal be accepted at the quoted price of $ 25 . 00 per month
for an indefinite period . Motion carried and so ordered .
Letter from Mr . Peter Curtiss was read - requesting information about
use of Town Dump ; information to be used during clean-up week . It
was agfeed that this information should be made available , and that
the need for cooperation in not dumping garbage and other offensive
materials be stressed .

L etter from Supervisor Ben Boynton of the Town of Ithaca was
✓ ead - re : joint request to the state for consideration of es -
tablishment of a speed zone on the Sapsucker Woods Road .
Clm . Baker offered the following Resolution and moved its adop -
tion : Be It Resolved that the Town Board proceed with the Town
B oard of the Town of Ithaca in requesting the New York State
Traffic Commission to make a survey of the Sapsucker Woods Road
and determine whether a speed zone would be advisable . Seconded
by Clm . Saltonstall . Roll call vote , all voting YES .
Letter from State Conservation Department :re : license sales by
Hughes Hardware was read . Town Clerk was :instructed to explain
to Mrs . Hughes that there is no action the Town Board can take ,
and that they should ask assistance of Game Protector Hoover ,
w ith whom they made the original arrangement to sell licenses .

Supervisor Gridley advised that an estimate in excess4of $ 1000 . 00
was given for work to be done on West Dryden Church . Therefdrq ,
upon recommendation of the committee an ad for bids has been
published .
Assessor Abrams reported that in the course of his field work he
is findiag building conditions that emphasize the need for a
building code . The increase in number of trailers and junk yards ,
e ven near better homes , also is a concern . It appears that out -
side firms are coking in an doing inferior work on roofs , etc . -
is there a possibility of requiring a peddler ' s license ?
Clm . Saltonstall reported on survey of junk yards . Upon Atty .
Williamson ' s suggestion it was agreed that those places operating
d efinitely as: a junk yard business be approached first , and ques -
tionable ones followed up later . Four known owners are to receive
letters from the Town Clerk with a copy of the ordinance and
application form , for which a temporary license will be issued at
no fee , and giving one year within which to comply with the re -
quirements of the ordinance for a permanent license .
The question of sports car racing on Sunday may come up - is
covered under Sec . 2145 of the Penal Law .
The next regular meeting will be June 7 , 1961 .
The meeting was adjourned until 8 p . m . May 10 , 1961 .

The matter of TV franchise petition was discussed . Atty . William-
son expressed concern that the request was for an exclusive
franchise and in perpetuity . Possibility of Public Service
Commission jurisdiction in such a matter was discussed . Question
also was raised as to whether there is anything in Town law per-
witting a town to regulate and control the placing of utility poles .
It was agreed that Atty . Williamson ( 1 ) write the State to ask if
a franchise can be exclusive ; ( 2 ) ask the Public Service Commission

if their office now is , or may be , active in regulating this kind
of problem ; and ( 3 ) check into the type of franchise granted by
Cayuga Heights to Cerrache Television .
Moved by Clm . Baker , seconded by Justice Hoagland , that Hewitt
Brothers , Inc . of Locke , with a bid of $ 1079 . 81 for work on the
West Dryden Church , be granted the contract as the lowest bidder .
Roll call vote , all voting YES .
Supervisor Gridley recommended that extended coverage ( insurance )
for this building be considered , and also that plans be made to have
the work checked as it progresses . The Town Clerk was instructed to
write to Mr . Gerald Cooper of the West Dryden Road , asking him to
take the responsibility for inspecting the job .
There being no further business the meeting was adjourned .
