December 6 , 1960 •
The regular monthly meeting of the Dryden Town Board was
called to order by Supervisor Gridley , at 8 p . m . Present were
Clm . Baker and Saltonstall , Justices Boagland and Spaulding ,
Assessor Abrams , Hwy . Supt . Beach , Asst . Hwy . Supt . Case , and
Atty . Williamson .
The minutes of the previous meeting were read and approved .
Moved by Justice Spaulding , seconded by Clm . Saltonstall , that
General bills totaling $ 1818 . 19 and Youth Bills totaling
• $ 108 . 50 be paid as audited . Roll call voter;. all voting YES .
Moved by Clm . Baker , seconded by Justice Hoagland , that High-
way bills totaling $ 4753 . 02 be paid as audited . Roll call
vote , all voting YES .
ft Moved by Justice Hoagland , seconded by Clm . Baker , that
$ 1500 . 00 be transferred from Highway Fund Item IV to Highway
Fund , Item III . Roll call vote , all voting YES . Ill
Moved by Bustice Hoagland , seconded by Clm . Baker , that $ 1396 . 77
be transferred from surplus money in the General Fund to High-
way Fund , Item III . Roll call vote , all voting YES .
Justice Hoagland offered the following Resolution and moved
its adoption : WHEREAS , check #843 in the amount of $ 5 . 00 ,
issued to the Etna Community Assn . on Oct . 10 , 1958 , has never
cleared the General Fund account in the First National Bank of
Dryden ,
BE IT RESOLVED that the Supervisor issue a check in the amount
of $ 5 . 00 to the above named association and make the necessary
adjustment on his records .
Resolution seconded by Clm . Saltonstall . Roll call vote , all
voting YES . .
Justice Hoagland offered the following resolution and moved
its adoption ':
WHEREAS , there is owing to the County of Tompkins . the sum of
$ 629 . 66 for the Town of Dryden share of the 1960 election expense
BE IT RESOLVED that the Supervisor is hereby authorized and dip
rected to pay to the County Treasurer the sum of 1629 . 66 to
pay for said election expense .
Resolution seconded by Clm . Saltonstall . Roll call vote , all
voting YES . •
Clm . Baker offered the following resolution and moved its
adoption :
WHEREAS several budget items are low on funds ,
BE IT RESOLVED THAT there be transferred from the General Fund
to the following items :

Letters from Mr . Leigh Harden ( protest re : new assessment ) and
Mr . Loren Hardesty ( appreciation for work done on Genung Road )
were read and placed on file .
Upon motion made by Justice Hoagland , seconded by Justice
Spaulding , be it resolved , that tp.e Supervisor be and he hereby
is , authorized and directed to deposit $ 2 , 362 . 84 in a special
time deposit account in the First National Bank of Dryden , New
York , pursuant to Section 11 of the General Municipal Law , the
same being Town monies made up of $ 1 , 362 . 84 from • " Construction
and Permanent Improvements - Additional Garage Space " , and
$ 1 , 000 . 00 from " Contribution to Capital Reserve Fund - reserve
f or repairs , Town Buildings " ,
( aQ _ which funds are not proceeds of loans ,
( b ) which are not monies the investiment of which is
otherwise provided by law , and
( c ) which funds are not required for immediate expenditure .
Roll call vote on this resolution , all voting YES .
Supervisor Gridley reported a request for " Children at Play " signs
on Snyder Hill Road . This was deferred until the January meeting .
The following nominations were offered for constable : James
Murray , Harold Fitts , and Ray Sickmon . Moved by Clm . Saltonstall ,
seconded by Justice Spaulding , that the Town Clerk be instructed
t o cast one ballot for these names . Roll call vote , all voting YES .
Clm . Baker offered the following resolution and moved its adoption :
RESOLVED that the Town officers be bonded for 1961 as required by
law . Seconded by Justice Spaulding . Roll call , all voting YES .
Clm . Saltonstall offered the following resolution and moved its
adoption :
RESOLVED that the First National Bank of Dryden be designated as
d epository for the Town of Dryclen monies for 1961 . Seconded by
Justice Spaulding . Roll call voter all voting YES .
Clm . Saltonstall offered the following resolution and moved its
adoption :
RESOLVED that all bills and checks , including salaries , be drawn
by December 16th and the books closed for the year . Seconded by
Justice Spaulding . Roll call vote , all voting YES .
Three members of Neptune Hose Company , No . 1 , appeared to object
to the annual payment of $ 3000 . 00 in the proposed 5 year contract .
It is possible that Harford may not renew their contract with
N eptune Hose in 1962 , which would reduce anticipated income over
the 5 year period . Therefore , Neptune Hose may want to apply for
an amendment to the contract before its expiration . ( sec 184 -N . Y .
S tate Town Law )
The next regular meeting will be January 3 , 1961 .
Cim . Saltonstall offered the following resolution and moved its
adoption : RESOLVED that the Town of Dryden participate in the
Erwin ten year plan for the next ten years . Seconded by Justice
Hoagland . ,, Roll call vote , all voting YES .
Clm . Saltonstall offered the following resolution and Loved its
adoption : RESOLVED that the Town of Dryden participate in the
Erwin stabilization plan for topping of Erwin roads built prior
to 1957 . Seconded by Justice Spaulding . Roll call , all voting YES .
Moved by Clm . Saltonstall , seconded by Clm . Baker , that the Town
Clerk be instructed to advertise for bids for one used grader , bids
t o be opened at 10 : 00 a . m . Dec . 28 , 1960 . Roll call , all voting YES .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that the
meeting be adjourned until 9 : 30 a . m . December 28th .

The adjourned meeting was called to order by- Supervisor Gridley
at 9 : 30 a . m . Present were Councilmen Baker and Saltonstall , and
Justices Hoagland and Spaulding .
Moved by Justice Hoagland , seconded by Justice Spaulding , that
the bid of Syracuse Supply Company of $ 9750 . 00 for one used #12
motor grader be accepted . Roll call vote , all voting YES .
Moved by Clm . Saltonstall , seconded by Justice Spaulding , that
the Creek Road , from 8 square school to Etna , be included in the
1961 topping program . Roll call votes , all voting YES .
The Town Clerk was instructed to write a letter to Mrs . Sophie
Mattli , advising her that the road built for her by Tripp Brothers
complies with the specifications of the Irwin highway plan .
There being no further business , the meeting was adjourned for
the annual audit .
