The regular monthly meeting of the Town Board of the Town of Dryden
was called to order by Supervisor Gridley at 8 p . m . Present were
Councilmen Baker and Saltonstall , Justice Hoagland , Asst . Hwy . Supt .
Case , Assessor Abrams , and Attorney Williamson .
The minutes of the previous meeting were readiand approved .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that . General
bills totaling $ 291 . 34 an , be paid as audited . Roll call vote ,
all voting YES . youth Bills totaling $ 276 . 50
Moved by Justice Hoagland , seconded by Clm . Baker , that highway
bills totaling $ 2358 . 77 be paid as audited . Roll call rote , all
voting YES .
Material from the Tompkins County Health Dept , regarding rat control
was read and placed on file .
Inasmuch as Mrs . , Hazel Neigh has not answered communications regarding
her appointment as Democratic election inspector in District 1 , it is
assumed that she does not wish to serve , thus leaving a vacancy in
that district . Andy. inasmuch as Mrs . Patricia Niemi and Mr . John
Ockay have declined appointment as Democratic election inspectors in
District 4 , two vacancies exist tfi that district . Letter from Mr .
Chandler Morse suggesting names for these vacancies was read ( see
e lection file ) .
Moved by Justice Hoagland , seconded by Clm . Saltonstall that the
following appointments be made :to fill the vacancies :
D istrict 1 - Mrs . Frank Hanshaw
Districj 4 - Mrs . Venia Ketola and Mrs . Ann Moravec.
Motion carried and so ordered .
Moved by Clm . Saltonstall , that election districts be combined for
registration days , the places of registration being as follows :
D istrict 1 - Varna Town Hall
D istricts 2 , 4 , qnd 6 - Freeville Village Hall
D istricts 3 and 5 - Dryden Town Hall - East Main Street
Motion seconded by Justice Hoagland . Roll call vote , all voting YES .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
following polling places be designated for the coming year :
D istrict No . 1 - Town Hall , Varna
D istrict No . 2 - Houtz Hall , Etna
D istrict No . 3 - Village Hall , Dryden
D istrict No . 4 - West Dryden Church
D istrict No . 5 - Town Office , Dryden
D istrict No . 6 - Village Hall , Freeville
Roll call vote , all voting YES .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that notices of
✓ egistration and polling places should be published in the Ithaca
Journal , in addition to the Rural News . Notion carried and so ordered .
Clm . Saltonstall offered the foll.& wing resolution and moved its adop -
tion : Be it resolved that $ 1300 . 00 be transferred from Highway
Fund Item 2 to Highway Fund , Item 3 , heading " Machinery Repair . "
Motion seconded - by Clm . Baker . Roll call vote , all voting YES .
It was noted that the base has been placed on one portion of the
. G_ enung Road and the gravel top has been started . The topping of
Thomas Road probably will be completed in about two weeks .
Letter from Mr . Stanley Tsapis regarding Wider Hill Court was read .
( See correspondence file ) Supervisor Gridley advised that when Mr .
Prince first offered the deed to this road , it was not accepted be -
cause some requirements as to culverts. , etc . had not been met . The
✓ oad now has been approved as acceptable by the highway supertntendent
( town ) . Moved by Clm . Saltonstall , seconded by Justice Hoagland ,

that the deed for Snyder Hill Court be accepted , and that it be
forwarded to Atty . Williamson for proper recording . Roll call vote ,
all voting YES . The Town Clerk was instructed to advise Atty .
Tsapis of this action by the Dryden Town Board .
The next regular meeting will be Wednesday , Sept . 7 , 1960 at 8 : 00 p . m .
Assessor Abrams reported that all of the grieMances , other than those
being handled by Atty . Taylor , have been reviewed , and , if an adjust -
ment was warranted , it has been made as agreed at the discussion
w ith the Town Board following Grievance Day . Word stilllt is
awaited from Atty . Taylor regarding the group of gtievances he is
h andling from the Village of Freeville . Corporation
Assessor Abrams read the letter from New York State Natural Gas , in
which they ask a reduction in pipe line assessment , based on a 2'
d epreciation rate . ( See assessor ' s file ) The affects the Towns
o f Newfield , Danby , Groton ,. and Ithaca , as well as Dryden , and has
been discussed by the assessors , and some of the supervisors , of
those towns . They believe this figure should not be accepted .
After discussion Clm . Saltonstall offered the following resolution
and Loved its adoption :
WHEREAS , the New York State . Natural Gas Corporation has
petitioned the assessor for a reduction in pipe line assessment , and
WHERAS , the assessors in the various towns have mutually
agreed to refuse the offer ,
BE IT RESOLVED that the Supervisor of the Town of Dryden be
e mpowered to enter into an agreement with the other towns as regards
cost of litigation , and/ or cost of an evaluation engineer and/or
o ther experts , which may result from any action brought by the New
York State Natural Gas Corporation against one or more of the towns
involved , and
BE IT FURTHER RESOLVED that a copy of this resolution be
f orwarded to the Supervisors of the Towns of Newfieldri Groton , Danby ,
and Ithaca ; and
BE IT FURTHER RESOLVED that the assessor advise the attorneys
for the New York State Natural Gas Corporation of the refusal of the
proposed settlement submitted August 1 , 1960 .
Resolution seconded by Clm . Baker . Roll call vote , all voting YES .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
meeting be adjourned until August 4 , 1960 , at 8 ; 00 p . m . Motion
carried and so ordered .

The meeting adjourned from August 4 , 1960 , was called to order at
8 : 00 pm . Present were Supervisor Gridley , Clm . Saltonstall , Justice
Hoagland , and Assessor Abrams .

The meeting was adjourned to discuss fire contracts informally .

August 18 , 1960
The special meeting set for this date was called to order at 8 p . m .
by Supervisor Gridley . Present were Councilmen Baker and Salton-
; stall , Justice Hoagland , and representatives of the various fire
districts . The meeting was recessed for informal discussion .
When the meeting was resumed Clm . Saltonstall offered the following
resolution and moved its adoption : " Whereas the Town Board was in
error in appointing Mr . Case as Deputy Highway Superintendent at
the January 5 , 1960 , meeting , Be it resolved that said motion be
rescinded . Motion seconded by Justice Hoagland . Roll call vote ,
all voting YES .
Justice Hoagland offered the following resolution and moved its
adoption : Whereas Highway Superintendent Mr „ Beach has appointed
Mr . Richard Case Deputy Highway Superintendent, Be it resolved that
the Town Board confirm said appointment . Motion seconded by
Councilman Baker . Roll call vote , all voting YES .
Moved by Clm . Baker , seconded by Clm . Saltonstall , that the meeting
be adjourned . Motion carried and so ordered .
