The regular meeting of the Dryden Town Board was held February 3 , 1960
at 7 : 30 p . m . ? 1 at the Town Office . Present were Supervisor Gridley ,
Justices Spaulding and Hoagland , Councilmen Baker and Saltonstall ,
D eputy Highway Supt . Case , Assessor Abrams , and Atty . Williamson .
The minutes of the meetings of January 5 and 12 were read and approved .
Moved by Justice Spaulding , seconded by Clm . Saltonstall that
General Bills totaling $ 869 . 26 and Youth Project Bills of $ 108 . 13
be paid as audited . Roll call vote , all voting YES . .
Moped by Justice Hoagland , seconded by Clm . Baker , that Highway
B ills totaling $ 1319 . 11 be paid as audited . Roll call vote , all
voting YES .
D ep . Highway Supt . Case reported that there has been a hold -up in
delivery of the cinder spreader , because the engine was not ready ,
though the spreader was . It should be delivered mext week , within
the time limit specified .
Clm . Saltonstall offered the following resolution and moved its adop -
tion : Whereas there has been appropriated a sum of $ 3950 . 00 in the
1960 budget for the purpose of paying the five fire departments , be
it resolved that same be paid to the respedtive fire departments on
or about February 5 , 1960 . Resolution seconded by Justice Spaulding .
Roll call vote , all voting YES .
It was mentioned that contracts for all fire districts will come
up for renewal in December , 1960 , and the Board discussed possible
arrangements for receiving renewal applications .
Supervisor Gridley read the letter from Mr . J . Matthysse re : complaint
about taxes , and asked that it be entered . ( See 1960 Correspondence
file )
Clm . Saltonstall offered the attached resolution regarding an
ordinance to permit the conduct of bingo and at ed its adoption .
Resolution seconded by Justice Spaulding . Roll call vote , all
voting yES .
Justice Spaulding offered the following resolution and moved its
adoption : Be it resolved that a special election of the Town of
Dryden , County of Tompkins , New York , be held on the 7th day of
April , 1960 , the polls to be open between the hours of 2 p . m . and
8 pm . for the purpose of voting on the following proposition :
" Shall the ordinance authorizing the conduct of bingo
games within the Town of Dryden , duly adopted by the Town
Board of the Town of Dryden , after tublic hearing duly
held by the Town Board of said Town pursuant to notice ,
be approved ? "
And be it further resolved that there shall be three voting places
as follows :
( a ) One voting place at the Village Hall , Dryden , N . Y . for
the qualified voters in Districts 3 and 5 , Town of Dryden .
( b ) One voting place at the Town Hall in Varna , E . Y . for the
qualified voters in District 1 , Town of Dryden .
( c ) One voting place at , the Village Hall , Freeville , N . Y . for
the qualified voters in Districts 2 , 4 , and 6 , Town of Dryden .
Resolution seconded by Clm . Saltonstall . Roll call vote , all
voting YES .
N otice of the Special Town Election is to be published in Tompkins
County Rural News , March 23 and 30 , and notice is to be posted in
f ive places in the Town for ten days preceeding the Special Election .
It also was suggested that information be released to the Ithaca
J ournal as news items , and that mention be made that the date is
00 set in April in the hope that weather will permit more people to
get to the polls than might be the case, in the winter .
Moved by Justice Hoagland , seconded by Clm . Baker that the Town
Clerk be instructed to advertise for bids for the purchase of a
f ive yeard dump truck , not to exceed $ 16 , 000 . 00 less an allowance

for one 1945 FWD truck . This is to be published on February
10 , 1960 , and bids opened on February 17th at 8 p . m . Roll
call vote , all voting YES .
Supervisor Gridley mentioned , as an item mf interest to Board
members , that on or about January 18 , 1960 around 11 p . m . a
passenger car ran into the back of the town grader . It was a
clear night , though there was snow on the road , and all of the
lights required for a grader were on and in order .
Moved by Justice Hoagland , seconded by Justice Spaulding that
the meeting be adjourned until February 17th at 8 : 00 p . m .

The Town Board meeting adjourned from February 3 , 1960 , was
called to order on February 17 , 1960 at 8 : 00 p . m . by Supervisor
Gridley . Present were Clm . Baker , Justices Spaulding and
Hoagland , Highway Supt . Beach , Deputy Highway Supt . Case , and
Assessor Abrams .
° Bids for dump truck were opened and read . Brockway Motors was
the Jolt bidder with a price of $ 14 , 480 . 00 , less an allowance
of $ 1980 . 00 for one used FWD Model M7 ( 1945 ) truck less snow
plow , as per specifications filed under Highway Equipment .
Moved by Justice Hoagland that the bid of Brockway Motors for
a Brockway 260 dump truck for $ 14 , 480 . 00 , less $ 1 , 980 . 00 allow-
ance for a 1945 FWD truck minus plow „ be accepted . It is further .c, .
agreed that , should the Town of Dryden have an accident or ° 1
mechanical failure making it inadvisable to trade in the used
FWD truck , $ 1000 . 00 will be added to the net bid price , making
a net total of *13 , 500 . 00 . It is further agreed that the High-
way Superintendent be empowered to complete the transaction .
Seconded by Justice Hpaulding . Roll call vote , all voting YES .
Supervisor Gridley reported about the bond anticipation note ,
for which Fitzgerald and Taylor have wanted a renewal . A re -
newal certificate has been drawn up and will be signed by Sup .
Gridley to take care of this .
The March meeting will be held on March 3 , 1960 .
Moved by Justice Spaulding that the meeting be adjourned .

RESOLVED that the Town Board of the Town of Dryden enacts AN ORDINANCE
AUTHORIZING CONDUCT OF BINGO GAMES and pursuant to authority of Section 130 of
the Town Law, Article ]L-G of the General Municipal Law ( as added by the Laws
of 1957 , Chapter 8510 , Article 19 -B of the Executive Law and Article I ,
• Section 9 , Subdivision 2 , of the State Constitution , the Town Board of the
Town of Dryden , Tompkins County , New York , does ORDAIN AND ENACT as follows :
Section. 1 . TERRITORY AFFECTED .
This Ordinance shall be °applicable to all territory within the limits
of the . Town of Dryden .
Section 2 . LEGALIZATION OF "BINGO "
p.
It shall be lawful for any authorized organization , namely, a bona fide
religious , charitable , or non-profit organization of veterans , volunteer fire :.
men , and similar non-profit organizations , upon obtaining a License therefor
•
as provided by the General Municipal Law, Article 11.E-G, and rules and regula-
tions adopted by the State Lottery Control Commission pursuant to the State
Lottery Control Law to conduct the game or games of Bingo in the territory of
the Town of . Dryden .
Section 3 . RESTRICTIONS UPON CONDUCT OF BINGO GAMES
( a) No game shall be conducted on the first day of the week commonly
called Sunday .

( b ) No person , firm, association, corporation or organization , other
than an " authorized organization " licensed under the provisions of said
Article l4-G of the General Municipal Law, shall be permitted to conduct such
games .
( c ) The entire net proceeds of any game shall be exclusively devoted to
the lawful purposes of the organization permitted to conduct the same .
L ( d) No single prize shall exceed the sum or value of Two Hundred Fifty
Dollars ( $250 . 00 ) . •
( e ) No series of prizes on any one occasion shall aggregate more than
One Thousand Dollars ( $ 1 , 000 . 00 ) .
( f) No person except a bona fide member of any such Organization shall
participate in the management or operation of such game .
( g) No person shall receive any remuneration for participating in the
management or operation of any such game .
( h ) The unauthorized conduct of a Bingo game and any wilful violation of
any provision of this Ordinance , shall constitute and be punishable as a
. Misdemeanor .

( i ) No bingo game shall be held , operated or conducted on or within
any leased premises if rental under such lease is to be paid , wholly or
partly, on the basis of a percentage of the receipt or net profits derived
from the operation of such game .
Section 4 . DELEGATION OF AUTHORITY
The Town Board of the Town of Dryden may, pursuant to Section 498 of
the General Municipal Law, delegate to an officer or officers of such
Township designated by the Town Board for such purpose any of the Authority
granted to such Governing Body by said Article 14-G of the General Municipal
' Law in relation to the issuance , amendment and cancellation of Licenses ,
the conduct of investigations and hearingsr,n the supervision of the operation
of the Games , and the collection and transmission of Fees ..
Section 5 . PENALTIES FOR VIOLATION
The making of any false statement in any application for a License or
in any statement annexed thereto , or any other violation of the provisions
of said Article l4 -G of the General Municipal Law or any violation of the
terms of such a license , shall constitute a Misdemeanor, and shall subject
the offender to forfeiture of license , and shall render the offender
ineligible to apply for a license for one ( 1) year thereafter, all pursuant
to the provisions of Section 495 of the General Municipal Law . ,
Section 6 . EFFECTIVE DATE
This Ordinance shall become effective :
( a) Upon approval of same by a majority of the Qualified Electors
of the Town of Dryden , voting on a Proposition therefor duly submitted at a
ft.Netki3lExktr Special Election held within the Town as provided by Law; and
( b) Upon filing with the State Lottery Control Commission a copy of
such Ordinance , within ten ( 10 ) days after its adoption as above provided.
