The regular monthly meeting of the Dryden Town Board was held
January 5 , 1960 at 7 : 30 p . m . at the Town Office .
Present were Supervisor Gridley , Justice Hoagland , Justice
Spaulding , Councilmen Saltonstall and Baker , Deputy Supt . of Highways
Case , and Assessor Abrams .
The minuted of the meetings of December 5 and 31 were read and
approved , with the correction noted on page 309 ., regarding appropria-
tion for mailing directories .
Moved by Clm . Baker , seconded by Justice Spaulding that Highway
bills totaling $853 . 83 , be paid as audited . Roll call vote , all
voting YES .
Moved by Clm . Saltonstall , seconded by Justice Hoagland , that
General Bills totaling $ 1039 . 63 be paid as audited . Roll call vote ,
all voting YES .
Justice Spaulding offered the following resolution and asked
its adoption :
WHEREAS several budget items of the General Fund are low on
funds , BE IT RFALVED that there be transferred from the Contingent
Fund the sum of $ 250 . 00 for purchase of furniture and equipment .
Resolution seconded by Clm . Saltonstall . Roll call vote , all voting YES
Justice Hoagland offered the following resolution and Moved its
adoption :
B e it Resolved that the Tompkins County Rural News be desig-
nated as the official paper of the Town of Dryden for the
year 1960 .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Baker offered the following resolution and moved its adoption
B e it Resolved Y . at the monthly meetings of the Dryden Town
B oard be held on the third day of each month . However , the
Town Board may set meeting dates inconsistent with the above ,
when deemed necessary .
Resolution seconded by Justice Spaulding and carried .
Justice Spaulding offered the following resolution and 'moved its
adoption :
Be it Resolvedthat mileage paid to town officials , including
e lection inspectors , shall be at the rate of 8 ¢ per mile , when
u sing their own cars for Town purposes .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Baker offered the following resolution and moved its adoption :
Be it Resolved that Leona Fortner and Jane A . Gridley be
appointed Deputy Town Clerks .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Baker offered . the following resolution and moved its adoption :
Be it Resolved that Richard Case be appointed Deputy Highway
Superintendent .
Resolution seconded by Justice Spaulding and carried .
Justice Hoagland offered the following resolution and moved its
adoption :
Be it Resolved that Grant E . Abrams be appointed Assessor for
the years 1960 and 1961 .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Saltonstall offered the following resolution and moved its
adoption :
Be it Resolved that Jane A . Gridley be appointed Deputy
Supervisor .
Resolution seconded by Justice Spaulding and carried .
Justice Hoagland offered the following resolution and moved its
adoption :
Be it Resolved that Betsey L . Clark be - appointed Town Historiar
for the year 1960 .

Clm . Baker offered the following resolution and moved its adoption :
B e it Resolved that Lewis H . Gridley be appointed to act as "
Service Officer .
Resolution seconded by Justice Hoagland and carried .
Clm . Baker offered the following resolution and moved its adoption :
B e it Resolved that the Supervisor be empowered to obtain legal
counsel as necessary . ( Note : see Sec . 20 , _paragraph 2 , sec . B ,
N . Y . State . Town Law . )
Resolution seconded by Clm . Saltonstall and carried .
Clm . Saltonstall offered the following resolution and koved its adoptio •
Be it Resolved that the salaries of the elective and appoin. `
tive officials of the Town be paid at the end of each month , '
with the exception of the Councilmen , who shall be paid at
the end of each three months , and the Town Historian , who "
shall be paid annually . This Resolution is not meant to
include the Highway Superintendent , who shall be paid from
funds raised for Highway purposes .

Clm . Saltonstall offered the following Resolution and moved its adoptio

the year 1960 as follows :
Supervisor $ 1700 . 00
Clerk 2700 . 00
Dep ' y Clerk 1 . 00 per hour
Justice Hoagland 1200 . 00
Justice Spaulding 2400 . 00
Councilmen 400 . 00 each
Assessor 4500 . 00
Highway Supt . 5000 . 00

Clm . Baker offered the following Resolution and moved its adoption :
Be it Resolved that the Town of Dryden shall accept State
price for purchase of gasoline to be used for Town equipment .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Baker offered the following resolution and moved its adoption :
Be it Resolved that the Town of Dryden shall accept State
price for the purchase of pipe for Town Highway purposes .
Resolution seconded by Clm . Saltonstall and carried .
Clm . Saltonstall offered the following resolution and moved its adoption
Be it Resolved that telephone tells incurred by the Justices
of the Peace that are necessary for the conduct of their legal
business be a Town charge when certified .
Resolution seconded by Clm . Baker and carried .
Justice Hoagland offered the follwwing resolution and moved its adoption
Be it Resolved that Lewis Gridley be appointed as delegate to
the Association of Towns meeting to be held in New York Feb -
ruary 8th through 10th , and be it further desolved that the
expenses of other Town officials , including Justices ,
Councilmen , Assessor , Town Clerk , and Highway Supt . be paid
from General Funds of the Town of Dryden .
Resolution seconded by Clm . Saltonstall and carried .
Moved by Justice Hoagland , seconded by Clm . Baltonstall that the
Febryary meeting • shall be held on the 3rd day of the month at 7 : 30
p . m . Motion Carried .
Supervisor Gridley reported that Brooktondale Fire District agreed
to renew their contract at the old rate of 3500 . 00 , since their
application for an increase had come in too late for 1960 budget .
New contract is for one year , so that contracts with all fire dis -
triits will expire at the same date .
Supervisor Gridley reviewed a petition being circulated in an effort
to prevent present moves to abolish Justice Courts . It was requested
that petition be copied so that it can be studied , and then offered
for Board Member signatures .
After discussion of the Bingo issue , Clm . Saltonstall moved that Sup -

visor _ Gridley be empowered to pursue the Bingo question and make
arrangements to set a date for a Public Hearing . Seconded by
Justice Hoagland and carried .

Supervisor Gridley presented a map , made by the Gas and Electric
Co . , of the propeed Baker Hill Rd . and it was discussed . Moved by
Clm . Saltonstall , seconded by Justice Hoagland that Sup . Gridley
be empowered to proceed with negotiations for rights of way for the
proposed Baker Hill Rd . Roll call vote , all voting YES .
Moved by Justice Spaulding that meeting be adjourned to January 12th ,
when sealed bids for cinder spreader are to be openned . Seconded
by Justice Spaulding and carried .

The meeting adjourned from January 5 , 1960 was held January 12th
at the Town Office . Present were Supervisor Gridley , Justice
Hoagland , Clm . Saltonstall , Dep ' y . Highway Smpt . Case , and
Attorney Williamson . .
Clm . Saltonstall offered the following resolution and moved its
ache t Whe there has been appropriated the sum of $400 for the
B itt td &6144d that the Supervisor be and he hereby is auth-
orized and directed to pay said sum to the Southworth
• Library Association on or about January 31 , 1960
Seconded by Justice Hoagland . Rol'1 call vote , all voting YES .
Moved by Justice Hoagland that a working drawing of the Baker
; Hill proposed new road be made : Seconded by Clm . Saltonstall
and carried .

Moved by Justice Hoagland that a public hearing regarding the
bingo ordinance shall be held on the second day of February at
8 : 00 pm . m . in the Dryden Village Hall . And that notices be
published in the Rural News and Ithaca Journal on at least two
occasions . Seconded by Clm . Saltonstall . Roll call vote , all
voting YES . .
Whereas the Clerk has duly advertised for bids with specifications
for equipment , and whereas ATR . Barnum and Son is the lowest
responsible for an Ice Control Spreader with equipment , as speci -
fied , for $ 2100 . 00 , Clm . Saltonstall offered the following reso -
lution and moved its adoption :
Be it resolved that the bid is hereby and the same
accepted .
Seconded by Justice Hoagland . Roll call vote , all voting YES .
Motion made and carried that the meeting be adjourned .
