December 2 - - 1954 .
The regular monthly meeting of the Dryden Town Board was held
at the Town Office Building on December 2 , 1954 at 7 : 30P . M .
Present were Supervisor Downey , Highway Superintendent Beach ,
and Justices Baker , Whitford and Spaulding .
The minutes of the November 3rd meeting , also the special meet -
ing of November 18th were read for information .
Communications were read from the State of New York Board of
Equalization , regarding the postponement of the hearing meeting on
equalization rates to be held at Albany , N . Y . , scheduled for Dec . 2nd
and 3rd , to a later date ; a letter written by Town Attorney , Charles
H . Newman , to Charles R . Stewart , Attorney for Carl James , in the
matter of the Application for a Review of the Tax Law of an assess -
ment on the Carl James Trailer property ; also a . communication from
Edward G . Welser , director of the Dryden & Groton Fire Insurance Co . ,
with a renewal application of a policy on the West Dryden Church . A
communication was also read from the Association of Towns , in connect -
ion with the Niagara Power Development .
Justice Baker offered the following resolution and asked
its adoption :
Resolved that the Town Board of the Town of Dryden
record itself in favor of the development of addit -
ional hydro - electrical power from the Niagara River
by Private Enterprise Electric Companies .
Seconded by Justice Whitford . Roll Call vote , all justices voting YES .
Moved by Justice SpauIdi•rig , seconded by Justice Whitford ,
Project bills
that the General bills , totaling � ) t3 • 91 , and the Youth Pro j bills ,
4 o �cib • 4r be paid as audited . Carried by roll call vote , all voting
YES .
Moved by Justice Whitford , seconded by Justice Baker , that
the Highway Bills , totaling 41432 . 92 , be paid as audited . Roll
call vote , all voting YES . _
Supervisor Downey stated that the tax rate for 1955 was
as follows ; Town Rate - - 420 . 70 : Village Rate - - 18 . 00 and Fire
Dist . Rate . 42 . .
Moved by Justice Whitford , seconded by Justice Spaulding ,
that # 5200 . 00 be sent to the County Treasurer , to reduce taxes .
Carried by roll call vote , all voting YES .
Moved by Justice Baker , seconded by Justice Spaulding ,
that the First National Bank be designated as a depository . for the
Town of Dryden Monies for 1955 . Carried and so ordered .

annual audit be held December 27 , 1954 at 9 : 00 A . M . Carried and so
ordered. .
Moved by Justice Whitford , seconded by Justice Spaulding , that the
Town Clerk be bonded for the full amount of the tax warrant , Motion
was carried .
Moved by Justice Spaulding , seconded by Justice Baker , that i375 . 00
be transferred from the Contingent fund to budget item Litigation .
Carried by roll call vote , All voting YES .
Moved by Justice Whitford , seconded by Justice . Spaulding , that all
bills and checks , including salaries , should be drawn by December
16th , 1954 , and the books for the year closed . Motion Carried .
Moved by Justice Baker , seconded by Justice Spaulding , that the
Constables be reappointed as follows : Ira W . Reed , Ithaca , N . Y . , R . D . # 2 ;
Edward Weiser , Etna , N . Y . ; Freeman Carpenter , Freeville , N . Y . ; and
Clyde Stevens , Freeville , N • Y . , R . D . #f2 . Carried and so ordered .

Kate Downey be appointed Deputy Supervisor . Motion Carried .
Moved by Justice Whitford , seconded by Justice Spaulding , that
Ezra Williams be appointed Deputy Highway Superintendent . Motion
Carried .
Moved by Justice Whitford , seconded by Justice Spaulding , that the
Historian be paid 4100 . 00 as her salary , Motion Carried and so ordered .
The minutes of this meeting were read and approved .
Moved by Justice Whitford , seconded by Justice Baker , that this
meeting adjourn . Motion carried .

December 27 , 1954 .
°i The members of the Town Board of the Town of Dryden met at
the Town Clerks Office on December 27 , 1954 at 9 : 00 A . M . for the
Annual Audit of the year 1954 .
Present were Justices Baker , Spaulding , Shaw and Whitford .
Justice Spaulding acted as chairman .
All books of the Supervisor , Charles Downey ; Highway Supt .
Stacey Beach ; and Town Clerk , Leona Fortner were checked .
All justice dockets were inspected and checked ,
As all the books and dockets were found to be in order , they
were accepted as audited .
At the close of the audit , Supervisor Downey was present and
discussed with the Board the new equalization rate . He was deleg -
ated to attend a meeting to be held at Albany , N . Y . on January 19th ,
1955 , for the purpose of being heard against the new equalization
rate set by the State for the Town of Dryden .
All members of the Town Board expressed themselves as being
in favor of County reappraisal of property .
At 4 : 15P . M . the meeting adjourned .
