NOVEMBER 3 . 1949
The regular monthly meeting of the Town Board of the
Town of Dryden was held on November 3rd . , 1949 at 7 : 30 P . M .
Notice , as published , of the Public Hearing on the
Preliminary Budget was read at 7 : 38 P . M . opening the Hearing .
Present were Supervisor Charles Downey , Hwt . Sup ' t .
Stacy Beach and Justices Spaulding , Cornelius , Baker , Johnson and
Whitford . Supervisor Downey presiding .

The Public hearing declared closed at 9 : 00 P , m .
Minutes of the October 3rd . meeting were read for
information .
Moved by Justice Johnson and seconded by Justice
Baker that the General bills totaling # 241 . 15 - plus the Bethel Grove
Youth project bills totaling # 321 . 96 be paid as audited .
1/ Carried by a roll call vote . All Justices voting Yes .
Moved by Justice Whitford and seconded by Justice
Baker that the Highway bills totaling $ 1542 . 31 be paid as audited .
Carried by a roll call vote . All Justices voting Yes .
Mr R. W . Pease , Director of Dog Licensing and Mr W . B .
Mason , State Investigator , both from the State Department of
Agriculture and Markets , , were present to explain the New and amended
Laws in regards to Licensing Dogs that will be presentd to the
Legislative body next spring .

Cornelius that Mrs Belva Cornelius :; Freeville , N . Y . RI 2 be appointed
Enumerator of Dogs , to take the Dog Census for the year 1950 .
Carried and so ordered .
Supervisor Downey was appointed a Committee of One
to investigate the transfer of Fire Insurande coverage on the Highway
Buildings from the present Company to another Company .
Moved by Justice Johnson and seconded by Justice
Whitford to transfer $ 4000 from the General Fund to the Highway Fund ,
2000 . for Item 111 and 42000 . for Item 1W. .
Carried and so ordered'; .
Justice Whitford offered the following resolution
and asked its adoption .
WHEREAS , this Town Board has met at the time and
place specified in the Notice of the Public . Hearing
on the Preliminary Budget and heard all persons
desiring to be heard thereon ; ; now be it
RESOLVED , that the Preliminary Budget be amended by
making the following changes therein
That- the appropriation for Item 111 in the estimate/
o f expenditures for Highways be reduced from $ 12 , 000
to # 10 , 000
That the appropriation for Item 1V . in the estimate
o f expenditures be reduced from $ 13 , 950 to. #" 11 ,950
and be it
FUTHER RESOLVED , that such Preliminary Budget as
herein before amended „ be and hereby is adopted as the
Annual Budget of this Town for the fiscal year
beginning on the 1st . day of January , 1950 and that
such budget as so adopted be entered in detail in the
minutesr- of the proceedings of this Town Boards ; and be it
FUTHER RESOLVED , that the Town Clerk of this Town:
shall prepare and certify , in duplicate , copies of said
Annual Budget . as adopted by this Town Board , together
w ith the assessment rolls for the benefit improvements , ;
if any , adopted pursuant to Sec . 202 •A subd . 2 , of the
Town Law and deliver one copy thereof to the Supervisor
o f this Townmto be presented by him to the Board of
Supervisors - of this County . •

Baker that the Supervisor be empowered to purchase the Edna Stevens,
property of 159 acres at the Tax Sale for the Amount of the
delinquent Taxes ;
Carried by a roll call vote; All Justices voting Yes& .
Moved by Justice Cornelius and seconded by Justice
Johnson that the General bills . totaling # 1008 . 56 be paid as :
' audited . Carried by a roll call vote . All Justices voting Yes .;
Moved by Justice Baker and seconded by Justice
Johnson that the Insurance on the West Dryden Church be increased
to U3000; Carried and so ordered ;

Justice Johnson offered the following resolution
and asked its adoption
RESOLVED , that the Town Board of the Town of Dryden
does hereby sponser Three ( 3 ) Youth Recreational
Projects as approved by the New York State Youth Commission as?
requested by the Bethel Grove Community Home , Inc ; ;; West Dryden:
Community Center and the Etna Community ;
Seconded by Justice Baker .
Carried by a roll call vote , All Justices voting Yes .
Members of the Board set November 12th . at 9 : 00
A . M . for the Fall road tour . .
