7 : 10 Discussion on Land Fill Ordinances, possible modifications of existing
Town of Ithaca Ordinance for adaptation of Town of Dryden ,
Copies of the ordinances were issued to all members present. It was
Suggested that committee invite the 'town of Dryden Members,
Mr. Henry Slater, Mr. Mark Varva_vanis, and Attorney Mahlon Perkins to
The next meeting, also possibly a Torvn of Ithaca member, to advise
committee.
7: 24 Mr. Nancy Munkenbeck arrived, Chair Mr. Dan .Kraig advised on

Continued discussion on Land Fill Ordiance. Concerns addressed were
Regulations present appear to mail on qualitative and duanitative and time
restraint issues.
7 : 35 Motion to invite Town Supervisor, Attorney and Zoning officer
Made by Chair Mr. Dan Karig. 2nd by Mr. Nancy Munkenbeck.
All agreed. Motion carried.
7 :40 Ms. Deb Grantham arrived and was advised by Chair.
7:45 Right To Farm Law No further in formation to discuss. Closed
7 : 55 Notify Your Neighbor Law is still being studied by State
Legeslation . Nothing will be avalible until November of this
• Year. Matter closed until that time.

8 : 05 Ms. Nancy Munl:enbeck offered information on an Enviromental
Survey and the new chemical decomposition of waste in Ithaca_
Ms. Jovice Gerabasi continues to studv the CAC. Sighting Toxkms
Di f iier in many respects suggested that the Town attorney
Be consuled when altering and if adopting, a format. OSI issue
discussed briefly all agreed again legal advise would be regired.
Ms. Nancy Munkenbeek volunteered to obtain more information .

Dear Members of the Tompkins County Board of Representatives :
The Town of Dryden Conservation Advisory Council strongly, supports the recent
request to the BOR by the Tompkins County Water Resources Council for funding to
conduct groundwater and aquifer studies . Because the Dryden Town Board has already
written in support of this project we have decided that their response is sufficient.
The study proposed should be, by all means carried out, but the BOR must be made
aware of the fact that very few and entirely insufficient data exist concerning
groundwater resources in Tompkins County . Studies by the USGS , while useful , are
based on sparse information and general principles . Proposed measurements will be
limited and expensive . What are lacking are adequate well data , including water levels
and the nature of the material penetrated . The County as yet has no requirement that these
data be recorded for every well drilled , both public and private. Without a large amount
of such data , no reliable determination of direction and velocity of groundwater flow can
be made nor can confident conclusions be drawn concerning recharge rates and areas.
Discussions during our Council meetings lead us to propose that the County Board of
Representatives consider adopting regulations requiring the recording of data from wells
drilled in the County.
A minimal list of information that might be required from each well drilled could
include date, location, depth to water, and depth to bedrock, if applicable . Additional
information concerning the nature of material penetrated and rate of water flow would be
useful if of adequate accuracy . One must recognize that even these basic data can be of
lesser accuracy than those collected by agencies such as the USGS , but they are still very
useful and should cost relatively little .
Cortland County relies on groundwater for a large fraction of its municipal supply and
has legislation requiring the recording of well data , which could be used as a model for
Tompkins County .
After the initial drafting of this letter, I received information that the State of New York
® may already require some data from drilled wells but that these data do not arrive at the

County level ire a timely manner. It would seem to be a simple procedure on the County
level to require to a copy of the form submitted to the state also be submitted to the
county,
