W5 a. CEAs - Progress and next steps

57 -- Munkenbeck suggests that those who cannot attend the special meetings can review revised
58 CEAs at the Planning Department Office or on the Town web site.
59 -- Sumner recommends consistently sending CEAs to the Town Board for review.

62 -- Kwasnowski reviews the timing in which the board will respond; schedule and progress by the
63 Planning Board.
64 -- Board consensus that not all board members can make it to all the special meetings, and all
65 members agree on the common, collective goal and trust the judgment of the Town Board and
66 Conservation Board to do the best job possible.
67 -- Kwasnowski confirms that all changes were made by J. Bogdan on the spot. Beck suggests that
68 any and all changes can be seen in Dropbox. Sumner noted that the Town Board made some
69 wording changes last month. Copies of revised CEA documentation, as they will be reviewed by
70 the Town Board, are on the Town web site.
71 -- Kwasnowski questioned the timing for adjournment of the last Special Meeting on 16 May;
72 Conservation Board members agreed to continue discussion until a later time in order to finish all
73 of the assigned LEA's at that meeting.

W8 a. Open Space Planning Process and Procedures - Dan Kwasnowski
. -- Kwasnowski provided an overview of the plan, where the Planning Department is at present, and
80 where the Department and Plan are going; the Open Space Plan (OSP) is derived from the Open
81 Space Inventory and is project oriented. The OSP will work in concert with the local laws that will
82 be adopted. The OSP will be a systematic approach that states what we want to do, how we will do
83 it, and the resources we have to do it. The plan is a strategic -type plan that includes agriculture,
84 conservation, and recreation.

86 -- Richmond and Prentiss prepared the recreation section in 2011.. with input from community
87 members, and that section provides a background for recreation and a list of needs. There was also
88 discussion of the agriculture section, although there remains a lack of input from the art Itoc
89 Agriculture Committee of the Conservation Board, because that Committee has not met since it
90 was formed in February 2012.

92 == Kwasnowski: The CFA's provided a critical background for the OSP. The plan itself should be
93 a plan and not the work itself. It should provide a list of plans and other projects and lay out the
94 foundation (strategic approach). This is an action plan where the CEA's will be well
95 accomplished; there is a model wetland law that can be incorporated. `fake the pieces that the
96 Conservation Board feels are important or identified in the conservation analysis and these are the
97 tools that can be used. The Conservation Board will need to evaluate to detennine if there are
98 policies, programs, outreach, etc. required. This will be in the plan and developed as action items.

100 -- Sumner states two Town Board priorities: 1) town acquisition of land, and 2) land donated to

1f6 -- Anderson states that small farms feel the most development pressure, and that there are other
104 mechanisms to help protect them. It's crucial that there is some protection for small farms.

P07 P 6 b. Charge to Ad Hoc Agriculture Committee for Open Space Plan (see attached)
..,Smith reviewed the ad {roc Agriculture Committee guidelines. The committee is a charge of this
108 board; consensus of the group was that ad hoc committee would have something prepared for the
109 Open Space Plan by the 31 July 2012 (changed front 26 June 2012), for discussion at the August
►►o Conservation Board meeting.
