3. Riparian Buffer Management Law
Dan Kwasnowski presented slides of photos and maps of locations in the
town showing examples of the types and quality of buffers found in the town.
The photos show that the existing buffers are generally adequate in the
headwater areas of the town, and the width of the buffers are relatively small,
15 feet or less, but are often sufficient for water quality purposes.

The discussion led to the general conclusion that if a wider buffer is existing, it
would be desirable to keep it, but that the ideal buffer type of studies point to
likely unobtainable sizes in practicality. It also led to the realization that not
everything can be achieved by passing a law and that the town may have a
better chance of achieving wider buffers through incentive programs and even
easements rather than regulation. These pragmatic realizations will have to
be tempered with the ability to prevent impacts to good habitat.
It was also requested that diagrams be included in the law to help try and ex-
plain some of the concepts. Dan agreed, and reported that he planned on
doing so.
4. Open Space Planning
Dan Kwasnowski reported that he is on target with filling the project assistant
position with an intern from Cornell's Masters in Regional Planning program.
The intern should start in mid -May and will work with the board in preparing
an open space plan for the town, building upon the Open Space Inventory
prepared by the CB previously.
5. Zoning Ordinance Status
Dan Kwasnowski reported that the zoning ordinance is finally taking some
shape, and should be ready for public consumption in the near future.
Dan also noted that the CB should pay special attention to the conservation
subdivision section as it deals with set asides of conservation areas and the
selection of such areas.
6. Recreation Plan Status
Dan Kwasnowski reported that he and Melissa Bianconi, the Rec. Department
Director, are working toward developing a Recreation Master Plan, and that
because of the increasingly obvious relationship to open space and the man-
agement of such, the Open Space Planner internship ( #4 above) will have to
consider how the two plans will work together, or even be joined into one
plan.
7. Announcements
Thursday night there will be a public gathering of former Town Supervisors
and other staff to look at how town government has changed over the years.
The gathering is sponsored by the Dryden Historical Society, and the Town of
Dryden.
