Conservation Board Meeting March 11, 2008

Members present: Nancy Munkenbeck, Charles Smith, Milo Richmond, Bard Prentiss,
Stan Marcus.
Members excused: Craig Schutt
Members absent: Steven Bissen, Bob Beck (Bob emailed a week later)
Others present: Dan Kwasnowski, Dave. Makar, Mary Ann Sumner, .Toy Foster.
Meeting started at 7:40
Attendance
Stan gives EMC report- mostly Ash 'frees, not much else going on.
Dan- Has the big binder for the Cornell Pipeline project f anyone is interested in looking at it.
Dan - We have an open sent on the C13 flue to Tim Wood'v leaving. Joy will past an ad in the
paper, the have had one inquiry, and if',you know anyone pass the word. Joy will make nevi
attendance with each member's term expiration date and will email date to each.

Dave -talks about Sustainable Communities- is this something the CB ►aunts to tackle through-
out the year, %r the next couple q% years or ►could the totian be better .served by having a second
committee that just handles these subjects by meeting every month or every tivo months faith a
business meeting one month anti a working session the other month, to figure out how we
categorize them holy do tive break them down into pieces so we can get things done? I think the
CB should get first dib.s on doing anything of we ivanted to but don't want to.force anv work on
the CB if this is something you don't vvant to do. rktaybe you tivill vaunt to do a combined
committee where you can be on both? Its open to discuss there is no deadline.

CB- discusses awhile, to see whatever will work best.
Dan- Farmland Protection Program Update, Dan .shows a reap where the Stuttle Farm is and
tin update on what's been going on. Dan talks about what the map shows and what each color
.stands for, the whole ideal is that the Fed. Program concentrates on soils, the .State program

existing forever, there f xiis is keeping the farm going. Talks about the parcels pointing things
out on map. Here is how it works you buy the cevelopment rights you have this conservation
easement, another thing that is part of this easement is the riparian area (called the resource
protection area) this restricts buildings being built or.for gelling ripped for fanning. One of
the things you do is yo it have the conservation easement document that describes restrictions
and where the resource protection area is and the language. It also establishes these farmstead
areas and these ivill be surveyed. Within the farmstead areas. the farmers can do whatever they
want for /arm purposes. Outside that area, they are limited to 2% impermeable surfaces. So
then, these fcinmsteads become are future farms as well. So if they sell out part of the farm they
can. There are two farms in the Town of Dryden that wile would be interested in. Also the
Ad'arquis farm in Freeville.
Mary Ann Sumner, her main concern is the protection ofagricultural soils and if we have a
plan?
40 Board discusses the percentage. Former gets 75% minus 25% of the administrative cost of
surveying and appraisal, deed legal fees. So they get 75 % of'the appraised value. Out of that
they have to pay a % to pay f rr the assessing it. How do ,you establish development rights?
They look at other comparable properties and what have people paid to develop property.

Dan shoWN official map of the Town of Dryden and points out the places on the mcrp. C8 looks
over map and has generally discussion on wrap. Talks about the barn on the map, some want a
newer barn that is in Dryden. Darr spends some tune pointing out where and what is on the
Trail.
CB talks about plan to make tunnel and bridge along trail.
Dan hands out handouts for 4Big Box. Development Strategy Proposal.
Asps CB to read and look over will talk more at another time.
Discussion of the Riparian Buffer Ordinance and an update of zoning project by Planning
Board, Commercial and Residential Guidelines.
