The meeting was called to order at 7;45 pm.
Search for new Conservation Board members
An article was run in the Ithaca Journal stating that we are searching for new members. There
has been a good response with SL x (C) people asking for applications. hour of them are present.
Introductions
Potential Cariservatiou Board members were in attendance to get a sense of what a meeting is
like. People introduced themselves amd told What their role i s and why the potential members sae
interested and/or gUa]i.ried to join the Co nservanion Board.
Agenda items for next meeting
At the next meeting, the Conservation Board wjII need to set a Schedule for the next years work_
There is no quoruan present tonight, The Conservation Board w ll necd to review applications
and make a recommendation to the Town Board regarding applicants_
Potential Local Laws to be addressed in the upeorning year
]D Kwasnowski went over the I st of Local Laws that should be addressed this next }year_ All of
these things are interrelated acid might be better drafted by the same group.

3. Riparian Buffer

The proposal made to the Town Board its that the Town form a conimission to ,work with the
consultant hired from the RFP that was shown to Boards Iast month. This commission Wo Uld be

the Town and be chaired by the Town Supervisor. This group would review material that a,5
worked on in between meetings by Dan Kw a mowski and the Consultant_
in between ominission meetings, various boards would be working with individual boards on
specific pieces. The C011SUltant would make the changes, using the Commission to nuke
decisions i f situations come up where a mediation of sorts i s needed to resole c any issues.
The report with S tonnwater and Zoning Updates need to be done by the crud of 2.007. The
legislation doesn't need to he passed in that time. We have to have the report pub IIShed and

ready .for pubiic comment in a year- Supervisor Trumbull isn't going to run again. There are
other positions that are up for election on the Town Board in a year. In order to keep momentum
going, we need to get it done in a year- It has to be in scine format to he handed off to the next
Town Supervisor and/or new Board members to be eIocted in a little over a year. Public input
should be signi fi�ant up to this point. Deb Gross is back in town and is interested in possibly
working Part -Time for the Town over the next year,
It is important for the Stonlawater Ordinance to be adopted by January or February 2 00 8, The
Town's Zoning process needs to have it included by building season 2008. This is a state
requirement-
Discussion regarding how these topics overlap and work that has a] ready been done to date,
Fingerlakes Land 'Trust Strategic Management Plan
FLT is donating some land to the Town and in exchange the Highway Department will build
them a parking lot at the Ellis hollow'/Mature Proscrve- ft's a 54 -acre 1 -vood lot Oil the hillside in
Marna on ')66 near BelIi sari os- it's a beautiful forest. One of the things in the contract is that,
within 6 iinonths, D Kwasno %vski is to develop a Strategic Management Plan far the property. He
u ill be looking to the public and the o„servation Board for input and assistance in wfi ing this
plan,
Master Plan for Town Hall property
D Kwasnowski has made progress on the plan for the existing Townn Hall property. The
construction out Fi-011t right 110w is to njn sewer lines to (lie new Town Ha 11. There is an access
road footprint that the Town Board needs to decide on. There was a hiodi versity study done. Did
the person doing that ever give the Town a copy of that'? Not that anyone was aware of The Fire
Department has some wetland that borders the town's wetland that they would like to do
sornething with. They would like to %vork w1th the town on a project. Comment was made that all
of these properties that the Town owns are within the Village of Dryden. Same ideas were adult
recreation opportunities, a community garden, an educational wetland area and a hauling
development,
