Dryden Recreation Commission
(DRC) Monthly Meeting Minutes
Wednesday, May 26, 2010, 7:00 pm; Dryden Community Cafe

Business Meeting called to order at 7:00 pm.
I. Reading of the Commission's Meeting Minutes:
A motion to approve the minutes of the last regular meeting of 4/28110 was made by Eric Hicks and
seconded by Monica Knight. The motion passed.
2. Adoption of agenda:
Accepted with addition of Community Fireworks and Minutes procedure discussion
3. Recognition of guests and community communications:
DRC contact list:
A list Don put together was passed around and everyone was asked to make any necessary changes
Minutes discussion: Procedure had been discussed earlier in the year. Patty has been sharing them
with Sharon first to be reviewed. She will begin sending them to the entire DRC for this initial review.
Once the minutes are approved, Monica will share them with the community centers and Don will
distribute them to everyone else in the community that they need to be shared with such as the school
district.
Reminders of membership protocol:
The membership protocol was handed out again. It is not always easy to voice your opinion as a
taxpayer and Town Resident at functions such as a school board meeting while serving on committees
andlor boards like the Dryden Recreation Commission. The line is not necessarily clear. Some
guidance or clarification is needed. There was a discussion regarding a specific instance that came up
recently and how it was handled and whether it could or should have been handled differently.
While there are times where roles can be blurred, as long as members are not representing
themselves as speaking for the DRC when an issue has not come before the DRC or that is not the
opinion of the DRC, this is what the guidelines are speaking to. There have been situations that have
come up that have caused problems and 1 or uncomfortable situations for the Dryden Recreation
Department and DRC members in general.
What is the method for removing someone from the Board? The Local Law has a procedure for
removal and it has to be done by the Town Board. We have membership protocols that everyone has
agreed to, but there don't seem to be any repercussions. There need to be repercussions. There could
be levels of warning just like an employer: verbal warning, written warning, recommendation to the
Town Board for removal, and the rest of the procedure is in the Local Law,
Billie Downs made a motion to include in our membership protocol consequences for violation of the
® membership protocols. The first violation would result in a verbal warning (recorded in the minutes),
the second a, written warning (recorded in the minutes), the third a call to vote for a recommendation to
the town board for official removal of the party (recorded in the minutes). Violations are for a term.
Sharon Todd seconded the motion. All voted in favor with one abstention (E Gutchess).

4. Recreation Department's monthly update — M. Blancon1
Brought a ma with Dryden Recreation Partnership numbers. We are the P highest in terms
of who uses the Rec Partnership. The numbers are from 2007. The person who is in charge of this
data is out of the country and these were the most recent numbers until she return s_
Spring programs are going realty well
Adult softball started last night_ Saturday league has enough teams but not afl teams can get
enough women to follow the co-ed rules.
Working on an under 98 women's league for the summer.
Surrmer and fall brochure will be ready in another week or so.
we 'Will be doing movie in the park for the first time in August. It will be the week after Musir; in
ttie Park ends, "How to Train a Dragon" is scheduled.
Hadl a meeting with Chris Applegate from Virgil. She runs the Saturday market in Virgil. We will
be partnering with them and Sharing vendors between the Music in the Park farmer's market and the
Saturday Vigil farmers market_
Sharon and Melissa went to a Conservation Board meeting last night. It turned in to a
discussiori of the Recreation Department and the Recreation Commission and what their role fs in the
Town. It was a good discussion and helped members see where these groups meet and overlap.
S. Town Board monthly update � J, Leiter
Approved the MQLis with the VjIlage for Montgomery Parkk and Wall Street Ball Field, Melissa
reported that the Village has asked for some changes. It is scheduled to be on the Village agenda
again in June_
B. Dryden Central School District Liaison monthly update — B. Downs
August 28: Search Institute Youth Development Summit — waiting for more information.
A website has been put up for team schedules, etc. Lacrosse goals — looking for a place to
store them. May put them all together including the ones that belong to the Town_
If youth football wants to do more night garner, let Ralph know_
Softball Fields 1, 3 and 5 are in pretty bad shape_ Looking for passible community help to
restore these fields, May be able to have adult softball league assist with this.
Halftime show ideas for basketball or football would be appreciated.
iPooliwiII not be available for use this summer
Batting cages will be taken down at DES for the summer_ High school one will remain up,
If there is standing water on the fields, please do not push it in to the grass, Push it around the
field_ This moves some gravel off the field and in to the grass.
WiII be reviewing and updating the wellness policy for the school, This is required every 3
years.
Will be reviewing booster clubs as well this summer,
Note: E Downs term is up in June. Todd asked if she was willing to fill another term and she is. All
present were in favor of asking the Town Board to reappoint B Dawns to another term,
7. Commu lity Centers monthly update — M. Knight
Steve and Lisa Stelick were the recipients of the Dryden Grange Annual Community Service Award
this year. The' Stelicks divided the monetary award they received ($1,200) and distributed it among the
Montgorrieryl Park Restoration Fund, Dryden Community CenterCaf6, Ellis Hollow Community Center,
Etna Community Center, Varna Community Center, and the Southworth Library
Monica gave a rundown of upcoming events at the Community Cafe,
Ellis Hallow will be holding a pool grand opening.

Community gardens (M, Knight) — finishing up the lease agreement, waiting on a final piece of
information from J Simmons. M Bianconi reported that once the lease agreement is finished, the Rec
Dept will act as a liaison to officials if necessary, but will be self- managed.
Community Fireworks (S Todd) — followed up with TC3. Their point is they don't want this to be a
TC3 event, they want it to be a Community event. They are just offering a location. Staff is not being
used to host the event. The next meeting is June 81h at 2 pm in the TC3 board room. Anyone is
welcome to attend these meetings. Discussion of money to be raised and where it should go. Agree
with the DCSD keeping part of the money for parking to cover costs but not all, If the fireworks happen
next year, regardless of where they happen, the money raised at the fireworks should go to the
fireworks wherever they happen to end up_ If the fireworks program dissolves, which has been
suggested by Fran as a possibility, then the money raised would stay with the Town and support a
local fireworks program, possibly the Dryden Lake Festival. Eric will attend the meeting and share the
DRC's perspective.
Dryden Lake Festival (M. Knight) — planning notes were handed out listing details and programs that have
been confirmed to date. Any questions, let Monica know. There was a question of it being a town owned event
vs. it being a town sponsored event, The committee would prefer it stay a town sponsored event. The biggest
concern was insurance. Bailey's has been very helpful in this regard. This allows the Village to participate as
well where it being town owned might hinder that relationship. The DRC agrees that town sponsored is the
better option. It's wonderful to see another instance of the Town and Village working together. We will likely be
meeting every two weeks for the time being. M Knight made a motion that the DRC recommend to the Town
Board that this be a town sponsored event, not a town owned event. S Todd second the motion. All in favor.
Motion passed.
9. Sub - committee Reports
Areas & Facilities (W. Martin) — working on scheduling going to the parks in the Town with Vicki and
Melissa
Montgomery Park update — moving along nicely. Showed sign at beginning of the meeting that will
be displayed. It is wonderful. D Cutter drew an entrance at the easement that was well received. Has
been asked to put information out for Dairy Days. Not sure we will be far enough along yet. Wendy has
a blog going with information. There are still important details to hammer out, but things are moving
along well,
Programs — will meet next month at 6:30 prior to the main meeting
Policies & Procedures (S. Todd) — there will be a meeting on June 2n° at 6 pm — a public meeting for
input on volunteer policies, S Todd gave Melissa some information she received regarding pricing.
10. New Business
Eric thanked. Melissa on behalf of the lacrosse program for purchasing the new goals.
