Mr. Haynes stated that he is looking to add an exit driveway and have the service at the front of the building. He feels there will be less people crossing each other. There will be a drive through window on the east side of the building. Mark Baranello compared the original drawing to the new drawing and noticed that the parking spaces have been moved and that the parking spaces in the rear of the building are eliminated. Baranello stated that the parked vehicles on the East side will be backing up into incoming vehicles. Haynes said they will have too. Baranello also noticed that there is 90 feet to the center line of the driveway and by the Zoning Law there needs to be 100 feet. Haynes stated that he will move it over ten feet. There was some discussion regarding the placement of the septic tank and that the driveway will be over the septic. Haynes stated that the driveway will be over the septic line to the distribution box. He states that the Health Dept. has inspected it. The New driveway will be 18-20 feet wide. They will have signs on both signs of the driveway. Baranello questioned how far the parking spaces will be from the end of the building. Haynes said that on the back side of the building that was close. The parking lot will be paved and have lines. Taylor stated that the County Planning wanted an updated drawing showing where the storage bins for trash, sec. 608 of the zoning law. They also wanted to know if the driveways will be adequately illuminated, sec. 905 of the zoning law. They would like to be on a modified site plan. Taylor asked what the Department of Transportation thought about the second driveway. Haynes stated that they don’t have a major problem with it, they wanted to see what he planning board says about the site plan. Haynes is working on getting approval from the DOT. Taylor believes having a second driveway will be an improvement if the sightlines are ok. Baranello stated that he wanted to make a list of items that should be included on the site plan so that everyone is informed as to what Haynes is doing. Baranello stated that the distance between the driveways needs to be stated. He would also like to see the distance between the driveway edge and the property line. It was stated that it was 15 feet, Baranello stated this should be documented. Baranello would also like to see the width of the entry driveway and the distance between the demarcations of the parking spaces especially the handicap area on the far western side of the parking lot. Baranello believes this should all be documented. Baranello also wanted to know that dimension of the standard parking lot and if there will be wheel stops. Haynes said he will be placing in wheel stops. Baranello questioned the location of the sight lighting and building mounted lights. The original drawings had the location of the lights, and the new drawing didn’t that is why the county picked it up. Sara Hollenbeck stated that the Zoning Law states that for restaurants that you need to specify in your site plan the direction of the lighting and the level of illumination. In addition, the screened trash areas fencing needs to be specified. Haynes stated that the lights will be directed down. Signage and pavement striping needs to be specified. The ADA parking spaces should be labeled and specified on the plans. The dumpster will be in the same place, but it will be up a little higher from the road because of the parking changes. Baranello stated that what the board would like to see on the drawings is mostly dimensional: Distance between driveway to property line with the entry and exit driveways, the dimensions of the roadway around the building, the standard dimension of the parking spaces and curb stop bumpers, location light poles and building mounted lights, the signage and pavement striping. They like to see the labeled ADA parking spaces. They would like to see a sketching of where the septic field is and where the dumpster pad will be placed. Baranello feels this is important to have on the drawing, so you don't have to have the county coming back and asking where these items are. Haynes stated that he will be putting up a fence around the dumpster. RESOLUTION #22-029 APPROVAL OF A NEGATIVE DECLARATION ON THE AMENDED SITE PLAN FOR TAX MAP# 127.00-04-01.000 PROPOSED ICECREAM STORE: Member Dale Taylor made a motion to declare a negative declaration based on the information and supporting documentation that the proposed action will not result in any significant adverse environmental impacts. Member Mark Baranello seconded the motion. Vote: Ayes Baranello, Hollenbeck, Cook, Taylor and Lathrop Nays: None Motion Carried RESOLUTION #22-30 APPROVAL OF SITE PLAN AMENDMENT FOR TAX MAP# 127.00-04-01.000: Member Sara Hollenbeck made a motion to approve the amendments to the site plan for Tax Map# 127.00-04-01.000, pending that the aforementioned list of items are added to the drawings. These are to include the distance between the driveways, the distance from the driveways to the property line, the width of all driveways, the dimensions of the roadway around the building, the dimensions of parking spaces and curb bumpers, the location of light poles and building mounted lights, signage, and pavement striping, show all labeled ADA parking spaces, Virgil Planning Board Meeting November 28, 2022 2 | Page the location of the septic field and the location of the dumpster. The motion was seconded by Member Dale Taylor. Vote: Ayes Lathrop, Baranello, Hollenbeck Taylor & Cook. Nays: None Motion Carried DISCUSSION: Dale Taylor brought up a concern regarding a trailer from a tractor trailer at Greek Peak that is parked by the road with a large sign on it. It’s parked right across from the entrance to the lodge. He stated that it's approximately 50 feet long and 10 feet high. He is concerned because it’s way beyond the legal size of a sign according to the zoning law. He was hoping that the zoning officer could investigate the intent of the sign. Taylor also had another concern regarding the Blodgett Mills Gun Club he believes they are in violation of their conditional permit, as he heard shooting after dark from there. He would like to have either the zoning officer or the lawyer speak to the owners of the Gun Club alerting them to the fact that they are not to allow shooting after dark. RESOLUTION #22-31 PLANNING BOARD MINUTES FROM SEPTEMBER 26, 2022: Member Sara Hollenbeck made a motion to approve the Planning Board minutes from 09-26,2022. Member Mark Baranello seconded the motion. Vote: Ayes Baranello, Hollenbeck and Cook. Abstain: Taylor and Lathrop Nays: None Motion Carried With no further business to discuss, Chairman Baranello asked for a motion adjourn the meeting at 7: 45 PM.
