NOTICE OF PUBLIC HEARING OF THE VIRGIL PLANNING BOARD
The Town of Virgil Planning Board will hold a Public Hearing on Monday June 1 st at 7:00 PM. There
several items on the agenda. Mr. Robinson is applying for a site plan review for a minor
subdivision of property located at 1655-659 O’Dell Road, tax Map #137.00-01-15.000. Mr. Beebe
is applying for a conditional use permit to allow livestock within the town limits at 1229 Route
392 tax Map# 126.14-01-35.210. Mr. Larkin is applying to add 12.44 acres to an existing 6.56 plot
and Greek Peak Holdings is applying for a conditional use permit to install a drive-in movie screen.
The Public Hearing will be held on June 1th 2020 at 7:00 PM at the Virgil Town Hall 1176 Church
Street, Virgil, NY 13045. Any member of the public maybe heard for or against these projects. To

REGULAR MEETING
The Regular Meeting of the Town of Virgil Planning Board was called to order by then-acting
Chairman Breed at 7 p.m.
ORGANIZATIONAL MATTERS
Selection of Planning Board Chairman
A motion was made by Member Dale Taylor that the Town of Virgil Planning Board selects
Jeffrey Breed as Planning Board Chairman for 2020. The motion was seconded by Member
Carole Lathrop, with the vote recorded as follows:

Selection of Planning Board Secretary
A motion was made by Member Mark Baranello that the Town of Virgil Planning Board
recommends to the Virgil Town Board that they select Joan Fitch as Planning Board
Secretary for 2020. The motion was seconded by Member Taylor, with the vote recorded as

A motion was made by Member Lathrop that the Town of Virgil Planning Board will hold
their regular meeting on the fourth Monday of each month at 7 p.m. in 2020, as needed.
The motion was seconded by Alternate Member Denise Schulze, with the vote recorded as

NEW BUSINESS
Janet Shaw, Trustee, Applicant/Gerald Willis, Sr. & Amie Willis Trust, Reputed Owner –
Edsall Road – TM #115.00-05-06.000 – Minor Subdivision of Land
Chairman Breed recognized the applicant who explained that their mother, who had set up the
subject Trust, passed away in November and she was, as Trustee, carrying out the specifics of the
Trust, which set forth the division of this property: 79± acres divided into three lots of 16.9± A.,
10.26± A., and 53.5± A., as shown on the survey map prepared by Reagan Land Surveying,
December 2019, which accompanied; the application.
Member Taylor commented that it was very nice to see the 11 February 2020 letter from the Town
to each of the nearby neighbors, advising them of this application. He also asked the applicant
what the depth of one of the lots was, and she replied 1000 feet. It is also noted that the applicant
affirmed that there were no plans to build anything on any of the lots.
Chairman Breed acknowledged receipt of a memo, dated 12 February 2020, from Kevin J. Pagini,
Planner, Cortland County Planning Department, which found the request technically adequate and
returned it to this Board for determination.
At the request of the Chairman, the Board Secretary read aloud Part II of the Short Environmental
Assessment Form. Negative responses were obtained to all questions in Part II. A motion was
then made by Member Taylor that the action, based on the information submitted, will not
cause any significant adverse environmental impact, resulting in a Negative Declaration.

OTHER MATTER
A gentleman in the audience raised his hand and was recognized by Chairman Breed. The man
stated his name, Richard Beebe, and reported that he had been told his application for a Special
Permit to keep animals on a his property was supposed to be on this Agenda. Chairman Breed
apologized to Mr. Beebe, adding that he was not aware of this, nor was it on the Agenda. He
assured Mr. Beebe that someone would check on this and straighten out any confusion.
