REGULAR MEETING The Regular Meeting of the Town of Virgil Planning Board was called to order by then-acting Chairman Breed at 7 p.m. ORGANIZATIONAL MATTERS Selection of Planning Board Chairman A motion was made by Member Dale Taylor that the Town of Virgil Planning Board selects Jeffrey Breed as Planning Board Chairman for 2020. The motion was seconded by Member Carole Lathrop, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #1 of 2020. Selection of Planning Board Secretary A motion was made by Member Mark Baranello that the Town of Virgil Planning Board recommends to the Virgil Town Board that they select Joan Fitch as Planning Board Secretary for 2020. The motion was seconded by Member Taylor, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #2 of 2020. DRAFT (T) Virgil Planning Board –Minutes of Regular Meeting 24 February 2020 Page 2 of 3 Selection of Planning Board Meeting Day/Time A motion was made by Member Lathrop that the Town of Virgil Planning Board will hold their regular meeting on the fourth Monday of each month at 7 p.m. in 2020, as needed. The motion was seconded by Alternate Member Denise Schulze, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #3 of 2020. NEW BUSINESS Janet Shaw, Trustee, Applicant/Gerald Willis, Sr. & Amie Willis Trust, Reputed Owner – Edsall Road – TM #115.00-05-06.000 – Minor Subdivision of Land Chairman Breed recognized the applicant who explained that their mother, who had set up the subject Trust, passed away in November and she was, as Trustee, carrying out the specifics of the Trust, which set forth the division of this property: 79± acres divided into three lots of 16.9± A., 10.26± A., and 53.5± A., as shown on the survey map prepared by Reagan Land Surveying, December 2019, which accompanied; the application. Member Taylor commented that it was very nice to see the 11 February 2020 letter from the Town to each of the nearby neighbors, advising them of this application. He also asked the applicant what the depth of one of the lots was, and she replied 1000 feet. It is also noted that the applicant affirmed that there were no plans to build anything on any of the lots. Chairman Breed acknowledged receipt of a memo, dated 12 February 2020, from Kevin J. Pagini, Planner, Cortland County Planning Department, which found the request technically adequate and returned it to this Board for determination. At the request of the Chairman, the Board Secretary read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Taylor that the action, based on the information submitted, will not cause any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Lathrop, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #4 of 2020. The motion was seconded by Member Baranello, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #5 of 2019. APPROVAL OF MINUTES – 28 OCTOBER 2019 A motion was made by Alternate Member Schulze to approve the (T) Virgil Planning Board Minutes of 28 October 2019, as submitted. The motion was seconded by Member Lathrop, with the vote recorded as follows: Ayes: Chair Breed Nays: None Member Baranello Member Lathrop Member Taylor Absent: Member Howe Alternate Member Schulze Motion carried. This becomes Action #6 of 2020. OTHER MATTER A gentleman in the audience raised his hand and was recognized by Chairman Breed. The man stated his name, Richard Beebe, and reported that he had been told his application for a Special Permit to keep animals on a his property was supposed to be on this Agenda. Chairman Breed apologized to Mr. Beebe, adding that he was not aware of this, nor was it on the Agenda. He assured Mr. Beebe that someone would check on this and straighten out any confusion. ADJOURNMENT At 7:20 p.m., a motion was made by Member Taylor, seconded by Member Baranello, to adjourn the meeting. All Board members present voted in the affirmative. Joan E.
