HomeMy WebLinkAbout1986-07-14• • 201 TOWN OF DANBY TOWN BOARD MEETING MINUTES July 14, 1986 The regular meeting of the Danby Town Board was called to order at 8:07 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins, New York July 14, 1986. The pledge of allegiance was led by Supervisor Burdick. Board members present: Councilman Ric Dietrich Councilperson Julia Tagliavento Councilperson Dorothy Roberts Supervisor Donald Burdick Board member absent: Councilman Edward Shay Others present: Pam Clermont, Roy & Mary Casterline, Fred Pampuch, Pete Coddington, Don Graham Edward Roberts, Joel Gagnon, Frank Proto, Rick Dobson. [June 9 Public Hearing Minutes] Councilman Dietrich moved to accept the minutes with the correction of omission of the "out" in the June 9 public hearing minutes, 8th paragraph., seconded by Councilperson Tagliavento, carried. Supervisor Burdick requested the June 9 regular meeting minutes be corrected to add the name of Rick Dobson to the list of others present, Councilman Dietrich moved to accept the minutes as corrected, seconded by Councilperson Tagliavento, carried, Councilperson Tagliavento moved to approved the June 16 special meeting minutes as presented, seconded by Councilman Dietrich , carried. COMMUNICATIONS: 1. From Tompkins County Health Department. Testing of water samples were taken from the pumphouse and 29 Station Road on June 16 and analyzed. The results showed there is iron and manganese in the water which would account for staining in laundrying of clothes. However, no action by the water district is required. 2. From Cooperative Extension. Requesting the town board cooperate in designation the week of July 13 - 19 as 4 -H Acres Youth Fair Week, PRIVILEGE OF THE FLOOR: The town clerk has requested permission from the board to attend court clerk school July 23, 24 in Canton (St Lawrence University), New York. Justice Wright will also be attending the school. Supervisor Burdick moved to authorize the town clerk attend the school, seconded by Councilperson Roberts, carried. Councilperson Roberts reported she visited the sewage treatment plant in Oswego when it was visited by the board of reps, and was impressed by the facility. Frank Proto gave a report from the county board of reps: The reps visited the Oswego county landfill site, the county reps voted approval of the three year youth services program budget. The board of reps approved the Arson Control Grant. The reps also approved a traffic light pattern to the entrance to the Tompkins Community Hospital, Fred Pampuch who resides on Comfort Road Extension requested his road be improved /widened in order for the school bus to travel the road to pick his children up. He has made the request previously to the school board to no satisfaction. 202 page 2 Privilege of the floor, cont'd. Town Board Meeting: July 14, 1986 Rick Dobson expressed dissatisfaction over the town authorizing the state to come into Danby to inspect used car businesses. Mr. Dobson feels the town does not plan far enough ahead to work on improving the town's tax base. Mrs. Pat Jones voiced dissatisfaction over the handling of noisy tenants living in Ernie Harts' home on Danby Road. The tenants are musicians who play their instruments late in the evening. She has phona9the Sheriff's Department, but the noise continues. Supervisor Burdick suggested she file a complaint with the Sheriff's department for court action. COMMITTEE REPORTS: • Community Council: Clm. Tagliavento reported the summer recreation program has commenced and there are approximately 52 children in the program. The kids are bussed to Buttermilk Park two days a week for swimming. Highway: Pete reported work is progressing on the creek cleanup from the Jennings Pond flooding. Miller Road, East is being prepared for paving. Pete questioned if the youth council can assist the highway department in cleaning up the creek. Clm. Dietrich explained the grant for this type of work can be done however, tranportation to the site is not included. Also the grant also states eight weeks work has to be guaranteed. Pete also reported he has applied for a permit from DEC to haul gravel from Sanford Miller's property. Planning Board: Don Graham reported the board received a petition from area ,residents opposing the development of "Fitness Land" in the Lickbrook Area off Sandbank Road.The petition and correspondence was left with town clerk. Don reported the planning board will be meeting July 16 and County Attorney Williamson will be attendance. Don requests as many from the town board as possible to attend this meeting, also. BZA: Ed Roberts reported they held an appeals case for Fred Moore regarding road frontage. The variance was granted. Ed also requested a letter be sent to the Sheriff's department for their assistance in patrolling Bald Hill Road up to Jennings Pond. There is a speed limit in that area and there are violators who travel the road regularly. Fire District: Clm. Dietrich reported the Danby Fair Days went well considering the bad weather. County Youth: Still working on the three year budget and finding fund; for the various programs. Highway Housing: Due to the absence of Clm. Shay, Supervisor Burdick reported Mr. Shay's committee are working with realtors for various sites for the new highway housing. NEW BUSINESS: • RESOLUTION 25 AUTHORIZE SUPERVISOR TO SIGN APPLICATIONS FOR STATE AID FOR YOUTH PROGRAMS IN THE AMOUNT OF $1600.00. A LEIN HAS BEEN PLACED AGAINST HER PROPERTY, Councilman Dietrich moved to approve payment of the General Fund Warrant #7 in the amount of $4823.72, seconded by Councilperson Tagliavento, carried unanimously. Councilperson Roberts moved to approve payment of the Highway Fund Warrant #7 in the amount of $5717.53, seconded by Councilperson Tagliavento, carried unanimously. Councilman Dietrich moved to approve payment of the West Danby Water District Warrant #7 in the amount of $243.85, seconded by Councilperson Tagliavento, carried unanimously. Councilman Dietrich moved to approve the Supervisor's reports as presented, seconded by Councilperson Roberts, carried unanimously.
