WMI TOWN OF DANBY PUBLIC HEARING ON PRELIMINARY BUDGET FOR 1985 FEDERAL REVENUE SHARING BUDGET November 12, 1984 A public hearing was held November 12, 1984, 7:30 PM at the Danby Town Hall, 1830 Danby, Town of Danby, Tompkins County, New York. The purpose of the hearing was to hear all interested persons for or against the budget for 1985. The meeting was called to order at 7:35 PM. Supervisor Miller opened the meeting and the notice of public hearing as advertised in the Ithaca Journal was read by the Town Clerk. Supervisor Miller explained in for 1985 there is an unexpended be receiving $17,943 for 1985. The budgeted total of $63,039 f follows: Town Hall /Parking lot (repair /remodel) the Federal Revenue Sharing Budget balance of $44,376. The town will The interest will be $720.. or 1984 -85 will be appropriated as $6000. Surface Treat (Highway) $50000 Youth Recreation: West Danby $1000. Danby $10000 Senior Citizens $15000 Debt Service (Highway Equip) Principal: $15,656. Interest $ 2,757. Reservice for Highway $283500. (Land & Housing) Transfer to other funds $1626o as needed TOTAL $63,039. Monica Parson questioned why there is $6,000 appropriated for Town Hall & Parking Lot when the Town Hall has recently been renovated. Supervisor explained some of the money will be used to make the building accessible to the handicapped as required by State. With no further discussions on the Federal Revenue Sharing Budget, Supervisor Miller closed the hearing to the above and opened the hearing to the town budget. Susan Hautala asked if the board had compared other town salaries with our salaries. Councilperson Roberts explained there was a comparison chart done. W Town Board, Public Hearing - Budget, Nov. 12, 1984 Page 2 Mr. Terpening questioned if there is any percentage used in coming up with the salary increases. Supervisor Miller explained a percentage was not done this year; but did explain raises were made based on increase in duties and work load among some of the Town officials. Rick Dobson asked why residents would be getting a 24% tax increase this year. Councilman Dietrich explained a large part of the tax increase is a result of a $30,000 increase in the fire budget. Judd Leonard explained to the public why this increase in the fire budget is necessary. There are two pieces of equipment in West Danby that need replacing due to age of equipment. Also, money was put into new equipment reserve fund for apparatus that needs to be . replaced very soon. According to the State, apparatus (tankers, pumper, etc) have to be replaced every 20 years or brought up to the NFPA standards. Lengthy discussion followed on the details of the fire budget. At 9:05 pm, Supervisor Miller closed the public hearing and explained the board will re- evaluate the budget before adopting it. Communications: 1. Letter from Tompkins Community Hospital requesting support from the town regarding the proposed Route 96 Bypass as well as an alternate route which would pass through the hospital's main parking lot. The hospital does not approve of this route and would like the town's support in ensuring that the Route 96 Bypass is located as far from the hospital as possible. 2. Letter from Ithaca Agency, Inc. The town received a check in the amount of.$219.00 for .dividends for the worker's compensation policy period for 1983, due to reflection of good management and careful employees. 3. Letter from Danby Bears 4 -H Club, leader, Gloria Benson requesting use of town hall for the community Christmas party to be held December 15, 1984 from 7:00 to 8:30 PM. 4. Tompkins County Muni be held November 28, will be at 7:00 PM. Director, University cipal Officers Association next meeting will 1984 at the Valley House at 6 :30, dinner They will have guest speaker, Tom Mailey, Research Park. Councilperson Dorothy Roberts said Resolution #39 in the October 8 minutes should be corrected to add at end of sentence, "and Places of Public Assembly ". With above correction, Councilperson Roberts moved to approve the minutes, seconded by Councilperson Oltz, carried unanimously. The Town Clerk reported she attended a meeting in West Danby on • September 27 between residents and American Cable Vision, manager Georgia Griffith and attorney John Grow. The purpose of the meeting was to explain to the residents if the cable commission received aid in construction fee of $32.71 per household from 105 residents, they will be able to receive cable service. Mr. John Grow notified the town clerk on November 2 that all monies had been received by the West Danby residents and cable service should be completed within six months. Privilege of the floor: County Representative, Florence Starr reported the county will hold a public hearing, Tuesday, November 20 on the county budget. She explained briefly the various costs of the county. iU Town Board Meeting Minutes, November 12, 1984 Page 2 Privilege of the floor - continued Carl Ballo suggested the town board consider purchasing a microphone so those in attendance at meetings can hear what the board members are saying. Lorraine Bard, dog warden, reported she has built two additional dog runs. She also mentioned a large dog cage was stolen from her vehicle while in Ithaca. Councilperson Mary Oltz moved to approve the use of the Town Hall December 15 for the Christmas party, seconded by Councilperson Roberts, carried unanimously. Committee Reports: Youth: Joan Bord.enet, secretary for Community Council reported there next meeting will be November 14 and extended an invitation to anyone interested to please come to the meeting. Highway: Pete Coddington reported they replaced a pipe on West Jersey Hill Road. The crew has been busy patching and getting cinders for the upcoming snow season. Mr. Coddington asked if the board would like a road tour and if so this should be done as soon as possible. . The board agreed they will do the tour November 16, at 2:30 PM. Senior Citizens: Mary Smith gave a brief report of the trips the group has taken this past year. Zoning: Mr. Leonard reported he as received a request from a resident in West Danby if the highway department could plow snow on Spur Road. Mr. Leonard has turned this matter over to Mr. Coddington. Planning Board: Mr. Graham reported they have been working on revising the zoning ordinance. following the Their hearing on next meeting will be held November 28. Water District: Mr. Casterline reported the rods were finally put in the water tank. He also reported George Armstrong attended Water District School in Sayre, Pa. Custodian, Edward Roberts, reported the door at the front of the town hall has been completed for handicapped accessibility. Supervisor said a resolution is needed to add unpaid water bills to the tax roll. RESOLUTION # 42 ADD UNPAID WATER BILLS TO TAX ROLL, TOTALING $2,754.39 FOR 1985. Moved by Supervisor Miller, seconded by Councilperson Oltz. Roll Call Vote: Dietrich - aye Oltz - aye Roberts - aye Miller - aye Supervisor Miller said she would like to have a special meeting after the November 20 public hearing to discuss issues pertaining to the veteran's exemption. She feels the board will need to have a public hearing sometime in December to hear from interested veterans and get their input. She also said the Town Board will need to adopt the budget on November 20 following the public hearing on the Junk Law. Warrants: General Fund 411 in the amount of $1448.31 was.approved to be paid. Moved by Councilman Dietrich, seconded by Councilperson Roberts, carried unanimously. Supervisor Miller said there was a bill in the amount of $10.00 for annual dues to the Tompkins County Municipals Officers Association that did not get on the warrant and would like board approval to pay this bill. Highway Fund #11 in the amount of $18,859.34 was approved to be paid. Moved by Councilperson Roberts, seconded by Supervisor Miller, carried unanimously. West Danby Water District in the amount of $572.57 was approved to be paid. Moved by Councilperson Oltz, seconded by Councilperson Roberts, carried unanimously. Highway Chips Fund #11 in the amount of $3178.80 was approved to be paid. Moved by Supervisor Miller, seconded by Councilman Dietrich. Carried unanimously. Federal Revenue Sharing #11 in the amount of $1507.87 was approved to be paid. Moved by Supervisor Miller, seconded by Councilman Dietrich, carried unanimously. Councilperson Roberts moved to accept the Supervisor's reports as presented, seconded by Councilman Dietrich, carried unanimously. Supervisor Miller said there will be a budget workshop on November 14, 1984, 7:30 PM to work on the budget before final adoption on November 20. Councilman Dietrich moved to authorize town clerk to advertise for public hearing for the Real Property Maintenance Law for November 20, 1984, 7:30 PM, and to adopt the preliminary budget after the public hearing, seconded by Councilperson Oltz, carried unanimously. Supervisor Miller said the towns need to make a decision on veteran's exemption by the end of January of 1985. The law provides a 10 year real property tax exemption; 15% of the assessed value, not to exceed $12,000 for veterans who served during war time. There is additional 10% not to exceed $8,000 to veterans who served in a combat zone, also for 10 years. Additional exemption for disabled veterans equalling 50% of their disability rating not to exceed $40,000 and this has no 10 year limit. The board agreed to discuss this matter further at their December meeting. At 10 :15 PM, Councilman Dietrich moved to adjourn the meeting, seconded by Councilperson Oltz, carried unanimously.
