TOWN OF DANBY
TOWN BOARD MEETING MINUTES
October 8, 1984
The regular meeting of the Danby Town Board was called to order at 8:04 PM
at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins County,
New York, October 8, 19840
Board Members present: Councilman Ric Dietrich
Councilperson Dorothy Roberts
Councilperson Mary Oltz
Councilman Edward Shay
Supervisor Mildred Miller
Others present: Judd Leonard, Edward Roberts, Florence Starr, Roy
Casterline, Kenneth Coddington, Joel Gagnon, Donald Graham.
Communications: None
Councilperson Roberts moved to approve the September 10 Public Hearing
and September 10 Regular Meeting Minutes as presented, seconded by
Councilperson Oltz, carried unanimously.
Privilege of the Floor:
Town Clerk said she hopes to have a dog census done this fall.
County Representative, Florence Starr reported the County is working on
the budget. The County is hoping to have the new jail site located in Lansing.
Edward Roberts reported on an
Energy Audit report that was done on
the Town
Hall in August. Edward Pelto

suggested

planned unit developments and if these particular places are still PUD or
if they were ever actually PUD's. Councilman Deitrich said the Hill
Trailer Park area was never designated as a PUD. The Board is still
working on the PUD's.

Supervisor Miller said Councilman Dietrich had requested to the board at
the September meeting use of the town hall for community events
sponsored by the Community Council.

Supervisor Miller said a resolution is needed to pay for costs
to have a dog census done for 1984.

Youth: Councilman Dietrich reported community council has applied
for $1500. to be used for programs that will be held sometime
after January 1.
Highway: Mr. Coddington reported the men have been busy patching
area roads, they have resurfaced several roads.
He attended the highway superintendent's school at Swan Lake in
September. He preferred the school held at Cornell University held
in June.

said applications
for building permits have
slowed down for the year.
He completed
final inspection at Woody's
Tavern on
Danby Road,
formerly known as
Lindy's. He asked if the
board has
okayed the
approval to have occupancy signs printed as
he needs
to place one
at this business.
Town Clerk reported the
cost for
250 signs is
$98.00.

Mr. Leonard reported he has given Margaret Adams until May 31, 1985.
to either board up her house in West Danby or have the building
torn down and cleaned up.
Planning Board: Don Graham reported the Planning Board has reviewed
Michael Loehr's plans for placing a group home at 1820 Miller Road.
Mr. Graham said all seemed in order except a needs assessment
should be done for the area. This is being done by Human Services
Coalition.
Mr. Leonard said he received a complaint on an electrical problem
on Dobson Road. He checked with the electrical inspector, Floyd
Ferris. The only way he can enforce it is by a town ordinance
naming the electrical inspector as the enforcing agent.
The Town Board decided against doing this until more information
is collected.
Water District: Roy Casterline reported he received a call from
Pamela Clermont regarding a.request from Leslie Reizes for an
easement to cross the water district property. Mr. Reizes is
planning to put out to bid to sell off his wood. Mr. Reizes would
like to use the ponding area also. Mr. Casterline met with the
water commissioners and they agreed to the easement but did not
agree to use of the ponding area.

as used in his logging operation two years ago and to give a time
limit of one year.
RESOLUTION # 40 AUTHORIZE SUPERVISOR MILLER TO SIGN
CONTRACT BETWEEN LESLIE REIZES AND
WEST DANBY WATER DISTRICT FOR ONE
YEAR EASEMENT TO CROSS WATER DISTRICT
PROPERTY.

Mr. Casterline reported they cleaned the hydrant that had froze up
last winter.
Supervisor Miller said she has received a proposal from Hovanec Builders
to make the town hall accessible to the handicapped. The cost is $722
for installation of door closures and wire glass in the two doors at
left side of town hall as well as installing two delayed action door
closures, and two coats of touch up paint.
Supervisor Miller would like board approval to go ahead with the
remodeling of the town hall.
RESOLUTION # 41 ACCEPT HOVANEC BUILDERS PROPOSAL FOR
$722 PLUS $22 PER HOUR FOR ANY ADDITIONAL
WORK NEEDED AND 27% MARK UP FOR
ADDITIONAL MATERIALS TO MAKE TOWN HALL
ACCESSIBLE TO THE HANDICAPPED BY
REPLACING THE TWO DOORS AT LEFT OF TOWN
HALL, INSTALLATION OF DELAYED ACTION
DOOR CLOSURES AND WIRE GLASS IN DOORS.

Supervisor Miller said the next budget meeting will be held October 18
at 4:00 pm.
At 9:00 PM, Supervisor Miller moved to adjourn the meeting, seconded
