TOWN BOARD MEETING MINUTES
August 13, 1984
The regular meeting of the Danby Town Board was called to order at
8:10 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins
County, New York, August 13, 19840
Board Members present: Councilperson Dorothy Roberts
Councilperson Mary Oltz
Councilman Edward Shay
Councilman Ric Dietrich
Supervisor Miller
Others present: Kenneth Coddington, Judd Leonard, Florence Starr, Janet
DeWitt, Herb Engman, Joan Barber, Michael Loehr, Susan Begg, Carolyn
McMaster, Joel Gagnon, Walter and Carol Sczepanski, Pamela Clermont,
Edward Roberts (Bald Hill Rd.)
Communications:
1. Letter from Commissioner of Elections concerning accessibility
for the physically handicapped of Tompkins County polling places. Finding
of a survey of polling sites showed Danby Town Hall needs a curb cut
or ramp; in West Danby, accessibility is possible only through bay, but
a four foot ramp would permit entrance through side door.
2. Letter from Roy Casterline stating his decision to retire from
Ithaca Highway Department, effective September 1, 1984. He must submit
his resignation from his appointment as Water Plant Operator for West
Danby as of September 1, 1984. Mr. Casterline must be off the town
of Danby payroll one day to qualify for the New York State Retirement
system. It is his hopes the board will re- appoint him effective
September 2, 1984.

Tompkins County
Municipal Officers Association has announced their
next
meeting /dinner.
The
meeting place is the Holiday Inn, September
26,
1984 at 6:30 PM.

Mr. Don Walsh, Executive Director New York
State
Conference of
Mayors
will speak.
Supervisor Miller asked the July 9 minutes be corrected; last paragraph,
to de]Ete Francis Wright's name from the sentence and add "the town
board ".
Councilperson Roberts moved to approve the minutes as corrected, seconded
by Councilperson Oltz, carried unanimously.
The July 24 public hearing and special meeting minutes were not approved
at this time.
Privilege of the floor:
Joel Gagnon said the first page of the proposed revised junk law needs
clarifying. The planning board hopes to set a public hearing in September
on the junk law.
Michael Loehr representing Salem Children's Trust International spoke
regarding putting a group home at 1820 Danby Road. They have put a
purchase offer on the house and 90 acres. The group home is a child
care facility to house children ranginsin age from 8 to 18 who are
emotionally disturbed. Mr. Loehr is requesting a zoning variance.
The group hopes to build two more homes on this location.
Susan Begg asked if the minutes could be published for residents to
view and also if it would be possible to view the agenda.
Supervisor Miller explained the minutes are on record for viewing at
the Town Clerk's office.
She also explained it would be too difficult in trying to do an agenda
ahead of time for viewing.
Carol Sczepanski explained the cheese distribution will take place at
the Danby Fire Station sometime in September.

Privilege of the floor - continued
Joan Barber presented a cost guide to the board for the cost of printing an
updated Danby Directory. The cost to be 1500 copies, $2,250.00. The
board will review this at budget time.
Committee Reports:
Environmental Management Council: Herb Engman reported there will be a
pesticide clean up day September 27 at Tompkins County Airport. Pesticides
can be taken to this location where it will be professionally disposed of.
This program is co- sponsored by Tompkins County Environmental Management
Council and Cooperative Extension Service.
Mr. Engman would like to know of deer damage problems in this area to help
determine the deer population.

Cemeteries: Ed Roberts reported he has been busy mowing.
Zoning: Judd Leonard reported effective January 1, 1985 fire places and
new structures need to be inspected by the zoning officer.
Mr. Leonard asked if the board will be appointing an assistant zoning officer.
Supervisor Miller asked Mr. Leonard to meet with the town attorney to
discuss procedures on Mr. Loehr's interest in putting a group home at
1.820 Danby Road.
Youth: Councilman Dietrich requested the application for New York State
Division for Youth Funds be approved by the Board, totaling $3000.
($1600 for recreation /$1400 for youth services) for 1985.
Supervisor Miller reported Georgia Coffin will be at the Town Hall,
August 15 from 1 to 5 PM to accept applications for home weatherization
and energy conservation improvements.
Herb Engman heard from the people who are repairing the dam at Danby Pond.
The only thing holding up the work is the evacuation list that has not been
completed by the fire dept..
Councilperson Oltz suggested the town take this matter into their own hands.
She said she would like to work.on this committee, which consists of
compiling a list of families who reside along the creek from Danby Pond
to the town line.
New Business:
Supervisor Miller said a resolution is needed. to accept Roy Casterline's
resignation.

ACCEPT RESIGNATION OF ROY CASTERLINE AS
WATER PLANT OPERATOR FOR WEST DANBY,
EFFECTIVE SEPTEMBER 1, 1984.
Moved by Councilman Dietrich, seconded by Councilperson Oltz

Supervisor Miller said a resolution is needed to set public hearing date
for the revised dog law.

Supervisor Miller said a resolution is needed to authorize her to sign
the application for youth funds for 1985.

FOR YOUTH FUNDS TOTALING $3,000 for 1985.

Supervisor Miller said a resolution is needed to establish local share
in impact of flooding program.
RESOLUTION #35 1984 PROJECT TO REDUCE IMPACT OF
FLOODING. TOWN BOARD ESTABLISHES
LOCAL SHARE OF PROJECTED COSTS TOTAL-
ING $220029 WITH EXPECTATION OF BEING
REIMBURSED FROM TOMPKINS COUNTY 50%
OF ACTUAL COST WITH A MAXIMUM OF $19000.

Councilman Dietrich reported the summer recreation program was.a huge
success. Approximately 30 to 40 kids participated. The program gave
local kids a chance to earn money. Councilman Dietrich was disappointed
the children from West Danby did not participate as well as kids at the
trailer park on South Danby Road.
Warrants:
Highway Fund #8: Councilman Dietrich requested the town not pay voucher
#124, University Sand and Gravel in the amount of $905.50. The County
bid for sand was for $3.50, when the bill was received, it was for $6.00
and then lowered to $5.00. Highway Fund #8 in the amount of $12,344.22
was approved to be paid with exclusion of voucher #124, moved by
Councilman Dietrich, seconded by Councilman Shay, carried unanimously.
General Fund #8 in the amount of $1,028.43 was approved to be paid.
Moved by Councilperson Oltz, seconded by Councilperson Roberts, carried
unanimously.
Federal Revenue Sharing #8 in the amount of $190.00 was approved to be
paid. Moved by Councilman Shay, seconded by Councilperson Roberts,
carried unanimously.
West Danby Water District #8 in the amount of $100.90 was approved to
be paid. Moved by Councilman Dietrich, seconded by Councilman Shay,
carried unanimously.

Councilperson Roberts moved to accept the Supervisor's report as presented,
seconded by Councilman Dietrich, carried unanimously.
The Zoning report was presented.
At 9:50 PM, Councilman Dietrich moved to adjourn the meeting, seconded
by Supervisor Miller.
