Phe meeting was called to order at ?#35P M.
Minutes for the March and April meetings were approved with no amend-
ments.
Privilege of the loors Joel passed around a copy of a letter he had
written to Gary Stillman of Cryodata, Inc., whose offices are located
on Maple Avenue in West Danby, Concern was expressed that this exceeded
the charge Joel had been given at the previous meeting to talk to Gary,
especially since he signed it "for the Planning Board ". Joel explained
that he had written the lettter so Gary would have something he could
refs" to outlining his options, but conceded that he should not have
signed it on behalf of the Board without the Board's authorization.
(The Chair of the Board did see the letter before Joel gave it to Gary).
We agreed that in the future we should work with and through Judd Leonard,
the Zoning Officer, in pursuing these matters.

Several meetings ago Joel inquired about construction in the West Danby
Trailer Park, wondering if a building permit had ever been issued. In
talking to Judd Leo hard about it, he was told that structures with no
permanent foundation were exempt from the requirement for a building;
permit. Since these, buildings were to be set on blocks, the owner had
been told no permit was required. There is no support for the distiction
between buildings with and without foundations in the, Zoning Ordinance,
but this distinction has been made by several zoning officers Joel
Suggested that this situation should be reviewed.
Jim wanted to know why revision of the fee schedule for building permits
was not on the agenda, since all members now had copies of the several
options available, and it was old business. Don said he had doubted
that there would be time to address it , given the need to tackle the
local laws on construction in flood hazard areas and resrulating junk.
The Board agreed with Jim that the matter should not be deferred.
Rather, we decided to meet again on May 21 to finish what could not be
accomplished at this meeting.
Regular Agendas The Board took up the matter of National Flood Insurance
and the local law necessary to qualify for it. Don had with him a copy
of the maps showing the flood hazard areas within the Town. Walt ques-
tioned their accuracy. There was general agreement that we needed to

Action on the Junk Ordinance was deferred to the 21st as well.
Judd Leo hard having arrived, he was asked about the trailer on Comfort
Road. That violation of the Zoning Ordinance is being pursued in the
courts.
When asked about enforcement of the State's Uniform Fire and Building
Code, Judd said it was his understanding that the Town had passed that
responsibility on to the County. We told him that we had been told by
Town Supervisor Mildred Miller that he would be enforcing it. Judd said
there was no way he could be prevailed upon to do that, and that that
was definitely not his understanding.
The Board then considered the schedule of fees for building permits.
There was some considerable discussion of the merits of having no fee
for construction under $500. In the end this was tentatively incorporated
into the fee schedule which we recommended to the Town Board. Jim moved
and Carol seconded approval of the following schedule of fees:
.41 - $500 $0
$500 - $5000 $5
$5000 - $25000 $5 + $1 per $1000 over $5000
$25000 - $100000 $25 + $.50 per $1000 over $25000
x,100000 - '250000 62.50 + $.25 per $1000 over $1000001.
y250000 and up ;1100 + $.10 per $1000 over$250000
The vote was 5 in favor, 1 opposed.
Meeting was adjourned at 10:10 P.M., to be reconvened May 21.

Members Present: Nancy Weitzel, Carol Benjamin, Don Graham, Joel Gagnon,
Walt Sczepanski.
The meeting was called to order at 7 :45 P.M.

The first agenda item,.the local law regulating construction in flood
hazard areas, needed in order for residents in the Town (whether in
flood hazard areas or not) to qualify for low -cost national flood insu-
rance. Don presented the updated flood hazard boundary maps. Areas
alongside the creek by E. and W. Miller roads at the 96B crossing were
included, and Walt challenged the inclusion of part of this area. He
and Don eventually agreed on where the hazard really existed in the area,
and the map was to be revised accordingly before being sent to the Town
Board. An area in West 1..anby along the creek off Valley View road
just before the Route 96 crossing was to be added as well, since this
area flooded in 1972 during Hurricane Agnes. Carol felt strongly the

need for one lame map of the entire to Um which would snow all the �"! ood
hazard areas instead of the small maps provided by the federal Emergenc,r

agreed that such a map could be generated with a little citting and
pasting, and probably should be 'before a public hearing is held or, tL:e
local law. Joel moved and Carol seconded a motion to send to the Town
Board the draft of the local law entitled "Flood Damage Prevention Local
Law", with the associated Flood Hazard Boundary Maps, for their consi-
deration , and with our recommendation for passage. This motion was
unanimously approved.
We next addressed a proposal for a local law regulating the storage and
distribution of junk in Danby, drafted by Joel and Don at the request
of the Tovm Board. Discussion centered on whether it should be the
or whether enforcement
should be only in response to complaints. It was agreed that where junk
is visible, from the road, the Town, via its zoning officer, should pursue
enforcement on its own. This would be in addition to, and not instead of,
enforcement initiated by complaint. Several minor changes in the text
were made. Joel moved that the amended text be "run by" the Town At to. ney,
and, if no major changes found to be necessary, passed on to the Town
Board for action. This was seconded by Nancy and unanimously approved,
