Town Board Meeting Minutes
January 9, 1984
The regular meeting of the Danby Town Board was called to
order at 8:15 P.M. at the Danby Town Hall, 1830 Danby Road,
Town of Danby, Tompkins County, New York, January 9, 1984.
Board Members present: Councilman Edward Shay
Councilman Ric Dietrich
Councilperson Mary Oltz
Councilperson Dorothy Roberts
Supervisor Mildred Miller
Others present: Frank Haskins, Jim Hovanec, Florence Starr,
Edward Roberts, Roy and Mary Casterline, Glen Casterline,
Kenneth Coddington, Roy Hornbrook, Helen Mundel, Ithaca Jour-
nal Reporter, Donald Graham.
Communications:
1. Letter from Department of Health, John Anderson. The
Annual Inspection of the West Danby Water District was
conducted on October 13, 1983. The system remains in good
shape and no violations were noted. One area the Town
Board should spend some effort on is an emergency plan
for the water system. The plan should cover a list of
people and agencies to call in the event of an emergen-
cy, and an assessment of the water system identifying
critical weak lines and suggesting actions to handle
emergencies occurring in those weal lines.
2. Letter from Association of Towns. The 1984 Annual meet-
ing and training session will be held February 19 -22, 1984
at the New York Hilton, New York City.
Councilperson Mary Oltz requested the December 26 Special Meet-
ing Minutes be corrected to read Mr. Kenneth. Coddington be
appointed as acting highway superintendent.
Supervisor Miller requested deletion of the sentence under
Privilege of the Floor, "Mrs. Starr said shlu needs names for
advisory council to board of representatives as representative
from Danby." in the December 12 minutes.
Councilperson Dorothy Roberts moved to approve the minutes of
December 12 and December 26 as corrected, seconded by Super-
visor Mildred Miller.
Privilege 6f the Floor:
Councilman Ric Dietrich would like more time to review the
annual reports of the Town Clerk books so he can have a better
understanding of the process.

Supervisor P•Ziller appointed Susan Hautala as Town Historian,
Donald Graham as chairman of the Planning Board until July 1, 1984,
Herb Engman to Environmental Management Council, Lorraine Bard
as Dog Warden, Sylvia Hiney to Economic Opportunity Council
until April of 1985. Roy and Peary Casterline will handle the
Water District with the slater Commissioners.
The appointment of Zoning Officer and Assistant Zoning Officer
will be announced at a later date.
Supervisor Miller made the following committee appointments of
the Town Board Members: Ric Dietrich to youth recreation,
Community Council. Supervisor Miller will attend Human Ser-
vices Coalition meetings when possible. Mary Oltz to Fire
District, Insurance and Elections. Dorothy Roberts to Water
District, Cemeteries and Senior Citizens. Edward Shay to
Highway. All Town Board Members will be working more closely
with Planning Board.
Supervisor Miller reported Roberts Rules of Order will be foll-
owed except when special roll call vote is necessary. Roll
call will be alphabetical with Supervisor voting last. All
meetings will begin at 8:00 PM and terminate no later than
10:00 PM. Method of claims for payment of all bills will
by by voucher. Vouchers must be submitted no later than
Thursday preceeding Town Board Meeting. Vouchers may be
submitted to the Supervisor or Town Clerk. The Town Board,
in accordance with Town Law AT103 will audit all bills. All
personnel matters will be discussed in executive sessions.
NEW BUSINESS
Committee Reports:
Planning Board, Donald Graham reported they met with the Town
Board on December 21. Gary Evans from County Planning Board
also attended this meeting. General discussion followed on
role and function 6f planning board to zoning. Mr. Graham
would like to invite the Town Board members to their January
meeting to discuss the board's role further. The decision on
Ithaca Theater Lighting purchasing Danby School has been put
off until 1985. In the meantime, Planning Board plans to meet
with President of the Compancy, Willie Pierce to discuss the
possibility of a planned unit development.

busy plowing and cindering. One of the trucks had a break down
last week.

Board of Zoning Appeals' Ed Roberts reported the BZA board will
need to make up a special permit regarding the hunting camp
that has been constructed on Hill Road.
Councilman Ric Dietrich reported he checked into why no monies
were received from the State for youth recreation in Danby. The
paperwork for 1981 was lost in the PCB contamination of the
Binghamton Building and we probally will not get this money.
We could possibly receive the 1982 money the initial reports
were filed, however, pay stubs, receipts and year end reports
are needed. The 1983 reported is started, but is only half
way completed. Councilman Kietrich will file there reports and
see that they are sent to Albany. He said we might be able to
receive $3,200 for the two years 1982 and 1983.
Supervisor Miller would like something done this year on find-
ing new highway housing.
Supervisor Miller reported there will be a presidential pri-
mary April 3.
Councilman Dietrich would like more time allowed for town books
to be audited by the board members.
A written annual report from the justices was presented.
WARRANTS:

General Fund Warrant #1 in the amount of $8,906.53 was appro-
ved to be maid. Motion made by Supervisor Miller and secon-
ded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
Highway Warrant #1 in the amount of $17,263.09 was approved
to be paid. Motion made by Councilperson Dorothy Roberts
and seconded by Supervisor Miller and carried by a vote of
five ayes and no noes.
West Danby Water District Warrant #1 in the amount of $555 82
was approved to be paid. Motion made by Councilperson
• Doroth�T Roberts and seconded by Councilperson Mary Oltz and
carried by a vote of five ayes and no noes.
Councilperson Dorothy Roberts moved to accept the Supervisor's
reports as presented, seconded by Councilperson Mary Oltz
and carried unanimously.
Supervisor Miller said there will be an executive session
January 30, 1984, 7 :30 PM. At this time, Councilman Ric
Dietrich can audit the town clerk's annual reports.
Supervisor Miller said board approval is necessary to appoint
Ric Dietrich to the County Youth Advisory Council as represen-
tative from Danby, term to expiee December 31, 1986. Motion
made by Councilperson Dorothy Roberts, seconded by Councilman
Edward Shay and carried unanimously.
At 9 :15 P.M. Councilperson Mary Oltz made the motion to asjmurn
the meeting, seconded by Councilperson'iDoroth� Roberts, carried
unanimously.
