PUBLIC HEARING ON PRELIMINARY BUDGET
FEDERAL REVENUE SHARING
November 14, 1983
The Town Board of the Town of Danby held a public hearing
November 14, 1983 at 7:35 P.M. athe the Danby Town Hall, 1830
Danby Road, Town of Danby, Tompkins County and State of New
York. The purpose of the hearing was to review the prelimin-
ary budget and the proposed Federal Revenue Sharing Budget and
give any person or persons desiring to be heard an opportunity
to be heard in favor of or against the preliminary budget as
compiled or, for or against any item therin contained.

Others present: Florence Starr, Edward Shay, Highway Super-
intendent Roger Hite, Edward M. Roberts, Frank Haskins, Roy
Casterline, Joan Barber, Rick Dietrich, Susan Begg, John and
Carol Benjamin, Dich and Joan Bordenet, Charlene Testut,
Supervisor Miller opened the meeting and discussion followed
on proposed Federal Revenue Sharing budget. The anticipated
Federal Revenue Sharing amount from September 30, 1983 to
September 30, 1984 is $14,200. On hand is $321201.20. The
total to appropriate is $47,046, includes $645 estimated in-
terest.

Councilperson Sylvia Hiney, seconded by Councilperson Dorothy
Roberts to adopt the 1983/84 Federal Revenue Sharing Budget as
presented. Carried by unanimous vote.
The meeting opened to discussion of preliminary budget for 1984
at 8 :45 P.M.
Florence Starr reported the proposed 1984 tax rate for county
is .516% per thousand as compared to .095% per thousand in
1983• Town will be paying $19,490.53 over what is collected
by sales tax. Social Services is 39% of the County Budget,
Airpost /Highway is 13 %, Health Services is 11 %, all other
County - services 37 %. The total proposed 1984 budget (County)
is $3394819743. Supervisor Miller reported appropriations are
up 11% from last year, but with money left over from last year
will only give the town a 4% tax increase.
Joan Barber questioned if there was any money budgeted for
a new Danby Directory. Supervisor Miller explained no money
can be budgeted for this thru the town. Mrs. Barber feels a
new directory should be printed, whe would like to do this
but would like to be paid for this. Total cost for printing
and salary would extimate at $3,000. The board members agreed
Fire Department and Community Council could equally budget for
this project for 1985. One resident suggested charging for
copy of the Directory to help compensate for costs in addition
to advertisements. The decision was left this project will
have to be planned for 1985.

John Benjamin presented a petition signed by residents in Danby
requesting town board increase Highway Superintendent salary to
$18,000 from the budgeted amount of $16,660. Councilman Ted Merritt
pointed out the roads have improved a great deal and with Mr. Hile's
experience and responsibility he should be given the salary increase.
Roy Casterline feels town should pay the increase salary to keep an
experienced person servicing the roads.
Councilperson Mary Oltz said Mr. Hile has not been employed long
enough to be given the increase.
Supervisor Miller closed the public hearing at 8.22 P.M.

The regular meeting of the Danby Town Board was called to order at
8:23 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby,
Tompkins County, New York, November 14, 19830
Board Members Present: Councilperson Mary Oltz

Councilperson Ted Merritt

Others present: Florence Starr, Edward Shay, Highway Superintendent
Roger Hile, Edward M. Roberts, Frank Haskins, Roy Casterline, Joan
Barber, Ric Dietrich, Susan Begg, John and Carol Benjamin, Dick and
Joan Bordenet, Charlene Testut.
Communications:
Letter from Department of State regarding New York State Fire Reporting
System. The letter stressed how important it is to report the number
and causes of fires to the State.
Supervisor Miller requested the Resolution #28 on October 10 minutes
be reworded to, "Transfer,$99.79 from General Fund Contingent Account
to Engineering Account A1440.4 to pay Ithaca Journal Advertisement
for Bids.: With no further corrections, motion made by Councilperson
Dorothy Roberts, seconded by Councilperson Mary Oltz and unanimously
voted to accept the October 10 minutes as corrected.

Florence Starr reported County Board of Representatives are hoping the
old hospital sale will go thru soon. She is also voting for the
Tompkins County jail new location be at the airport site. She also
feels the airport site will not be chosen.
Edward M. Roberts would like to compare heating bills starting with
November of last year to compare with this year's bills. He has
been adjusting heaters in the meeting room to see if any difference
is cost for heat. Mr. Roberts also agrees Highway Superintendent should
be given a raise.
Ric Dietrich, Roy Casterline, John & Carol Benjamin, Joan & Dick Bordenet
all spoke in favor of Mr. Hile getting a salary increase.

Committee Reports:
Supervisor Miller reported for Herb Engman, Environmental Management
Council, who could not attend the meeting. The water level has been
increased at the Danby Pond to support wild life. Mr. Engman suggested
a board of three people be appointed to keep action going on completion
of dam repair at Danby Pond. Herb Engman, Edward W. Roberts and
Terry Wildey would like to serve on this committee.
Economic Opportunity Committee: Councilperson Sylvia Hiney felt an
announcement should go in the Danby Area News regarding free food
distribution available to area residents. Danby receives the least
in the County. Councilperson Hiney feels very few people are aware
of this program. The food distribution is done every other month.

Supervisor Miller reported Community Council is requesting use of the
Town Hall for their Annual Christmas.Party on December 17, 7 to.9 P.M.
Margie VanDe Mark Will be in charge of the program. Motion made by
Councilperson Dorothy Roberts, seconded by Councilperson Mary Oltz
and unanimously carried. Charlene Testut reported the community council
are seeking new officers for 1984.
Senior Citizens: no report
Cemeteries: no report
Water District: no report
Highway. Roger Hile has requested a notice be put in Danby Area News
warning residents to keep vehicles parked in their driveways during
winter months. If Vehicles are left along roads, they will be ticketed
by Sheriff's Department and towed away at the owner's expense. When
roads are being cleared from excess snow, vehicles parked along roads
hamper the highway crew.
Mr. Hile also said he will resign as highway superintendent effective
December 31. Supervisor Miller said she will consider his resignation
when it is received in writing.
Mr. Hile also reported the new mower has been received.
Zoning: Written report was presented. Mr. Haskins reported 3 build-
ing permits have been issued, two new homes and 1 house being rebuilt
Planning Board: Donald Graham reported if public buildings do not
meet fire and building code requirements, municipalities will be fined.
There will be a hearing November 16 in Binghamton regarding fee schedule
to be charged for those doing inspections.
Mr. Graham reported the County Planning Board is presently reviewing
5 proposals for purchasing of Tompkins County Hospital.
The County Planning Department will be making a recommendation to
County Board of Representatives regarding Route 413 corridor, B1 or B2.
At last planning board meeting the members voiced concern of town boards'
feelings on the Zoning Ordinance. The ordinance is in need of upgrading
and better understanding as to what is enforceable. There was discussion
of fee schedule.
Supervisor Miller felt the planning board should invite Gary Evans to
their meeting to explain land use in regards to Zoning. A better under-
standing of this is needed.
Don Graham also voiced concern about the stream in his back yard,
which received damage in the flood of 1981. He has discussed problem
with Mr. Brian McKelvay from the County, who evaluates stream maintenance.
Mr. McKelvay agrees the stream is in need of repair. There is money
from the county to aid in the repair costs.
Mr. Graham reminded the board that planning board will be losing one
board member January 1, so replacement is needed. He questioned if
town board could appoint a board member as a liason to planning board.
Supervisor Miller needs board approval to re- appoint Herb Engman as
Town of Danby representative on the Environmental Management Council
for a term of two years to expire December 31, 1985. Motion made by
Councilperson Dorothy Roberts, seconded by Councilman Ted Merritt
and carried by unanimous vote.
Supervisor Miller reported Eva Musgrave is resigning as town of Danby
representative to Tompkins County Youth Board, so a replacement is .
needed. Board will look into a replacement.
Supervisor Miller said a resolution is needed to renew Mita Copier
contract for one year.

the federal revenue sharing fund and deposit to General Fund Account
A7620.4 to pay for Senior Citizen trip.

Supervisor Miller reported the town board agreed to the following re-
quests from the Highway Department for a new two year contract:
27(,� per hour increase in pay; uniforms (5 sets per man per week) at a
cost of $4.50 per week per man for 6 men. 1 week additional paid
vacation after 15 years of service. Highway department agreed to a
clause stating that all persons who sit on any trial jury will turn their
pay for such services.over to.the town. They will keep mileage and
meal allowances for themselves. The above to be effective January 1, 1984.
Effective January 1, 1985, all personnel will receive a 5% increase in
salary. The town reserves the right to hire an additional part time
man at any time as per existant contract.-

paid. Motion made by Councilperson Dorothy Roberts, seconded by

Councilperson Sylvia Hiney made the motion, seconded by Councilperson
Dorothy Roberts to accept the Supervisor's reports as presented.
Carried by unanimous vote.
Councilman Ted Merritt made the motion, seconded by Councilperson
Dorothy Roberts to adjourn the meeting at 9:40 P.M. and unanimously
carried.
