TOWN BOARD MEETING MINUTES
DECEMBER 13, 1982
The regular meeting of the Danby Town Board was called to order at
8 :06 PM, at the Danby Town Hall, 1830 Danby Road, Town of Danby,
County of Tompkins and State of New York on December 13, 19820
Board members present: Councilperson Sylvia Hiney
Councilman Ted Merritt
Councilperson Mary Oltz
Councilperson Dorothy Roberts
Supervisor Mildred Miller
Others present: Ed Roberts (Bald Hill Rd.), Roy Hornbrook, Roy and
Mary Casterline, Frank Haskins, Charlene Testut, Ed Slights, Herb
Engman, Ed Inman.
Communications:
10 Letter read from Municipal Police Services re: Mandatory train -
ing notice for constables.
2. Dept. of Health. Letter from John Anderson, Direstor. RE: In-
spection of West Danby Water System. The system remains satis-
factorily run and no violations were noted for 1982.
3. Letter from Transportation Department. RE: resurfacing of Rte.
96B.
4. Report on Danby Community Council Halloween Party was presented
and read. Report from Donna Collins.
5. Minutes of Water Commissioners meeting held December 7 was pre-
sented.
6. Letter from Edward M. Roberts, Bald Hill Rd. RE: applying for
custodial position at Danby Town Hall beginning January 1, 1983
Minutes of November 8th meeting were approved after following_ corr-
ections. New Truck recently purchased by highway department be
changed to used truck. Change Ed Inman Bill to Bid, page 3 of min-
utes. Motion made by Councilman Ted Merr7 and seconded by Council-
person Dorothy Roberts and carried by a vote of five ayes and no noes.
Privilege of the Floor:
Supervisor Miller reported for Florence Starr as she was unable to
attend the meeting. Latest happening in the County, Jim Ray had
tried to get assessed valuation back to 100 %. But vote wasn't
carried.
Herb engman commented he is in favor of SPCA working with town of
Danby again.
Councilperson Mary Oltz made the motion that the UCY group be allowed
to use Town Hall for their Christmas Party on December 17. Motion
• seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.

Committee Reports:
Environmental Management: Herb Engman reported dumping of sewage
on Hill Road is still approved by Health Department. Reason dump-
ing of sewage there is because no plan around area will accept the
sewage. In August of 1983 treatment of lamprey in Cayuga Lake will
begin. The goal is 85% kill off of lamprey.
Highway Department: Roy Hornbrook reported crew has been cutting
brush on Beach Hill Rd. Worked on Miller Rd., E. Curtis Rd., Updike
Rd. Been working on readying equipment for snow. He also commented
on how nice the lights at town hall (dusk to dawn lights) light up
the building. Rov suggested installing thooe lights at Town High-
way Barns t help control vandalism. There are two extra lights
that could e set up at highway barns. Supervisor Miller asked
Ed Inman to check into doing this installation. Roy also reported
the crew ar on their winter hours, 6 :00 - 2:30 PM.
Community Council; Charlene Testut reported they will be selling

reflective house numbers this year. It was suggested these be sold
at town hall during tax time.
Roy Casterline reported that logging done last summer has not been
cleaned up of the debris left from logging.
Zoning: Frank Haskins submitted his monthly report.
Dog Warden: Ted Merritt reported Lorraine Bard is interested in
position of Dog Control Office for Danby.
Supervisor Miller appointed Joel Gagnon and Rick Dietrick to plann-
ing Board. Mr. Gagnon is replacing Gary Leonhardt whose term ex-
pires June 1989, and Mr. Dietrich is replacing Elmer French whose
term expires June 1987. Councilperson Mary Oltz made the motion
and seconded by Councilperson Dorothv Roberts and carried by a vote
• of five ayes and no noes. Town Clerk will send letters to each
announcing appointment.
• Supervisor Miller reported all applications received for Town Cus-
todian have been withdrawn and application received this evening
from Ed Roberts as caretaker was approved by Supervisor Miller and
seconded by Councilman Ted Merritt and carried by a vote of five ayes
and no noes.
New Business:
Supervisor Miller has asked Councilperson Dorothy Roberts to send
letter to Regional Planning Office at Cornell to study whether Town
should remodel town barns or move to new location.
Supervisor Miller reported Town Board is in sympathy with. Community
Council, but feels we can do nothing for them at the present level
of funding. A recreation commission should be set up to promote
ideas and activities.
Supervisor Miller asked the board to give permission for Town Clerk
to attend Association of Town Meeting in New York in February. Mo-
tion for approval made by Councilperson Mary Oltz and seconded by
Councilperson Dorothy Roberts and carried by a vote of five ayes and
no noes.
Warrants:
Highway Fund #12 in the amount of $8T)rS. ' was approved to be paid.
Motion made by Councilperson Dorothy Roberts and seconded by Council.

General Fund Warrant #12 in the amount of $2495.59 was approved to
be paid. Motion made by Councilperson Dorothy Roberts and secon-
ded by Councilman Ted Merritt and carried by a vote of five ayes
and no noes.
West Danby Water District #12 in the amount of X222.28 was approved
to be paid. Motion made by Councilman Ted Merritt and seconded by
Councilperson Mary Oltz and carried by a vote of five ayes and no
noes.
Councilman Ted Merritt made the motion to accept the Supervisors
Reports as presented and seconded by Councilperson Dorothy Roberts
and carried by a vote of five ayes and no noes.
Supervisor Miller asked the board to approve the reappointment of
Paul Smith to the Hospital Board of Directors as representative
from Danby. Motion made by Councilperson Dorothy Roberts and sec-
onded by Councilperson Mary Oltz and carried by a vote of five ayes
and no noes.
Supervisor Miller asked way the planning board and board of zoning
appeals could not combine their members to fill both positions as
it has been difficult to find people to fill vacant positions when
they arise. General discussion followed.
Councilman Ted Merritt made the motion to adjourn the meeting at
9:08 PI`•'I and seconded by Councilperson Mary Oltz and carried by a
vote of five ayes and no noes.
