TOWN BOARD MEETING MINUTES
OCTOBER 119 1982
The regular meeting of the Danby Town Board was called to order
at 8:01 PM at the Danby Town Hall, 1830 Danby Road, Town of
Danby, County of Tompkins and State of New York on October 11, 19820
Board members present: Councilman Ted Merritt, Councilperson Mary
Oltz, Councilperson Dorothy Roberts, Councilperson Sylvia Hiney,
and Supervisor Mildred Miller.
• Others present: Florence Starr, Frank Haskins, Roy & Mary Cas-
terline, Roy Hornbrook, Charlene Testut, Donald Wright, Lorene
Jump, Jim Hovanec, Herb Engman, Judy & Ed Roberts, Pamela Cler-
• mont, Ralph Wilbur, Pete Goodman, Joe Grover, Rick Dedrick, John &
Linda Schmonsees.
Communications:
Letter read from Community Council
voicing
concern
about
use of
the Town Hall for community events.
In
the past,
a lease
had
been drawn up between Community
Council
and Town Board.
The
Community states they would like
to enter
into this
lease
again.
Community Council would like use
of Town
Hall for
Halloween,
Christmas, and Spring Happening
parties.
Privilege of the floor:
Councilperson Mary Oltz mentioned the Town Board should set up
rules regarding the use of the Town -Tall.
Councilman Ted Merritt felt Town Hall should be used for events
for the Community.
Councilperson Sylvia Hiney felt the Town Hall should be used for
community events.
County Board of Representative, Florence Starr said the County
is still working on budgets. Feasibility and cost study is being
done regarding health insurance plan with County and Highway.
There is a possibility Towns may come into this bid.
Herb Engman asked if anything will be done on controlling of
speed on South Danby Road.
Jim Hovanec asked the town Board if they heard any rumors of
Hoover Home on outh Danby Road being sold to Trailer Park. Is
this zoned to trailers? Councilperson Mary Oltz mentioned with
this being a separate parcel of land it is not zoned for trailers.
Frank Haskins stated that according to the zoning permit issued
• in 1975, and okayed by the town lawyer, that whoever sold Mr.
Hoover the land it-%,was.- .with the idea it was under the planned unit
development. Councilperson Oltz mentioned if no action was made
• on the zoning permit there isn't a planned unit development. The
Zoning permit application so states that the Town Board has to
approve another phase or construction each time prior to construc-
tion.
Mr. Joseph Grover, 85 Hornbrook Rd., spoke that he is against hav-
ing trailers in Danby.
Mr. & Mrs. John Schmonsees, South Danby Road, spoke against hav-
ing trai ers in Danby.

Rick -D � voiced concern on allowing trailers in Danby. He
questioned what it does to property sale.
Pete Goodman, president for Community Council, voiced concern
over Community Council being allowed to use Town Hall for comm-
unity events.
Pamela Clermont, attorney, mentioned there was a leass drawn up
between Community Council and Town Board regarding use of Town

Hall. She has this lease on file in her office.
Judy Roberts voiced in favor of Community Council using Town Hall,
as did her husband Ed.
Ed Roberts also suggested putting a questionaire in Danby Area
Neves regarding allowing trailers in Danby.
Committee Reports
Water District: Roy Casterline mentioned they had their annual
inspection from the Health Department.
• Environmental Management Council: Herb Engman voiced concern
about land owners should think twice before logging operations
are done. He says this area is a favorite nesting place for Herons
and because of the logging going on it is ruining the habitat for
herons.

Highway: Roy reported getting trucks ready for snow season. He
enjoyed going with the Town Board on road tour which was held
September 26. He felt there should be another road tour soon.
Dog Control Officer: Mentioned tags should remain on your dog at
all times. Owners can be located quickly with the ID numbers on
the tags.
Planning Board: Jim Hovanec reported their meeting in September
mainly stemmed around discussion of trailers in Danby. Dis-
cussion on Town going by State fire and building codes. Supervisor
Miller stated by March of 1983 towns will have to abide by state
building codes.
New Business:
Supervisor Miller stated a resolution is needed to approve Fe4-
eral Revenue Sharing Funds as the official town budget for the
year beginning October 1, 1983. The motion was made by Council-
person Mary Oltz and seconded by Councilperson Dorothy Roberts.

Carried by a vote of five ayes and no noes.
Councilperson Dorothy Roberts made the motion to approve the
September 13, 1982 minutes as presented. The motion was seconded
by Councilperson Mary Oltz. And carried by a vote of five ayes
and no noes.
Supervisor Miller mentioned that a resolution is needed to give to
County Highway Superintendent before any action can be taken on
controlling of speed limit on Bald Hill Rd. Motion made by Council-
person Mary Oltz and seconded by Councilperson Doroth;T Roberts.

Roll call vote: Hiney - yes
Merritt - yes

Miller - yes
Carried by a vote of five ayes and no noes.
Supervisor Miller also mentioned board should authorize Roy Horn -
brook to post suggestive speed limits on Gunderman Road and on
• curved sections of Comfort Road. New signs will have to be pur-
chased.
Supervisor Miller stated the town board should set up rules for
• use of Town Hall by community. Pete Goodman mentioned community
council should meet with the town board on setting up these rules.
Councilman Ted Merritt made the motion to allow Community
Council to have use of the Town Hall for their Halloween Party to
be held October 29, 1982 from 7:00 -8:30 PM. Seconded by Council-
person Sylvia Hiney and carried by a vote of five ayes and no noes.
Supervisor Miller mentioned that she has heard no further news on
the sale of the school.
Warrants:
General Fund Warrant #10
to be paid. Motion made
by Councilperson Dorothy

in the amount of $5023.83 was approved
by Councilman Ted Merritt and seconded
Roberts and carried by a vote of �i -.Vi
West Danby Water District 110 in the amount of $349.55 was app-
roved to be paid. Motion made by Councilperson Dorothy Roberts
and seconded by Councilperson Mary Oltz and carried by a vote of
five ayes and no noes.
Councilman Ted Merritt made the motion to accept the Supervisor's
reports as submitted. Seconded by Councilperson Dorothy Roberts
and carried by a vote of five ayes and no noes.
Supervisor Miller mentioned there will be an informal meeting on
October 14 at 7:30 PM to discuss the budget for 1983. There will
be a public hearing on October 25 at 7:30 on preliminary budget.
Supervisor Miller mentioned might want to consider incorporating
some of the BZA board into the planning board.
• The motion to adjourn the meeting was made by Councilman Ted
Merritt and seconded by Councilperson Sylvia Hiney and carried by
a vote of five ayes and no noes. The time was 9:07 P.M.
