Minutes
Town of Danby Planning Board
June 16, 1982 8:00 p.m.
Members present: Donald Graham, Gary Leonhardt, Walt Sczepanski,
Carol Benjamin.
Others present: Pam Clermont, John Olszewski; Mr. and Mrs. Jim
Burgess, Tom Holtham, Mark and Ann Lee, Rick and
Mickey Parsons, Fred Soyring, Ed Shipman, Donna
Collins, Donna Jackson, Craig Jackson, George Van -
de Mark, Jim Henion.
Privilege of the Floor: Mr. Jim Burgess, Jersey Hill Road West, op-
posed, Three gas lines in area with helicopter patroling.
Tom Holtham: Reserved decision.
Mark and Ann Lee, King Road: another landing strip in area not nec-
essary. There are three landing strips in Danby.
John Olszewski, Jersey Hill Road West: a new landing strip not needed.
It is too dangerous.
Mickey Parsons: very low flying private planes already over her home.
FAA can do nothing as long as they don't take off•and land at Tomp-
kins County Airport.
Rick Parsons: Mr. Henions flights will have to cross the Van de Mark.

George Van de Mark: very dangerous if he takes off or lands in his
pattern. He served a paper on Town of Danby, if any accidents occur,

TT Danby will be held responsible. He maintains Danby is zoned and attracts
people because of it. They should be able to live with -in zoning reg-
ulations. Danby is taking good care of Blakesly Hill Road. Mr. VandeMark
has a registered commercial landing strip.
Jim Henion: he likes Danby for peace and quiet, that is why he moved here.
He is trying to abide by the rules, and has followed all regulations
required.
Pam Clermont: advised that proper proceedure must be followed. Mr.
Henion must submit an application with an environmental impact state-
ment to the Planning Board for consideration.- The Planning Board will
make a recommendation to the Town Board. The Town Board, if in agree-
ment, will have a public hearing ten days after a notice has been placed
in the paper. After the public hearing, the Town Board may make the
final decision. Mr. Henion has already been to the Board of Zoning
Appeals. An ad appeared in the Ithaca Journal on Saturday, June 5, 19829
the B.Z.A. held a public hearing on June 10, 1982.
Walt Sczepanski stated he has only known about the situation since
June 14, 1982. With only two days to review the situation he did not feel
ready to make a decision.
The Minutes of the May 19 minutes were read and passed with one cor-
rection, on Chuck Bruce's P.U..D* to read, the motion was passed with
Jim Hovanec abstaining.
It was decided that the minutes for the Planning Board meetings, after
the chairperson has seen them, be,givin to the town supervisor as

Pam Clermont discussed the revision of PUD section with us. We will meet
on June 289 1982 at 8 :00 to review and discuss.
After a discussion by the Planning Board, it was decidedthat due to im-
proper proceedure used in handling Mr. Henions special permit applica-
tion., the Planning Board authorized the Planning Board chairperson to
call a meeting with the Town Supervisor, the B.Z.A. chairperson, the
zoning officer, and the town lawyer to decide how to proceed from this
point.
The meeting was adjourned at 10:45 p.m..
The next meeting will be Sept. 15, 1982 8:00 p.m. Danby Town Hall.
