PUBLIC HEARING ON BUDGETING
OF
REVENUE SHARING FUNDS
October 12, 1981
A public hearing was held by the Town Board of the Town
the Danby Elementary School, 72 Gunderman Road, Ithaca,
October 12, 1981, as duly advertised in the October 8,
the Ithaca Journal. The purpose of this public hearing

The clerk provided the board with proof of advertising. Supervisor
Miller gave each board member a written copy of the proposed budget
for Revenue Sharing Funds for the year October 1, 1981 through
September 30, 1982. For the benefit of the public, she then read
the proposed budget which is as follows:
Town Hall Renovation - paving, landscaping
Highway housing
Surface treating roads
Senior Citizens
Youth programs ( 2 for Danby, 2 for West Danby)
Office equipment
Transfer to other funds as needed

Everyone wishing to be heard having been heard, the public hearing
was declared adjourned at 7:55 P.M.

October 12, 1981
The regular meeting of the Danby Town Board was called to order at
8:05 P.M. at the Danby Elementary School, Gunderman Road, Town of
Danby, Tompkins County, New York,-on October 12; 19818
Board members present:
Councilperson Sylvia -Hiney
Councilman Ted Merritt
Councilperson Dorothy Roberts
Councilman Robert Snedden
Supervisor Mildred Miller
Others present: Beverly Dawson, Florence Starr, Woy Casterline,
Donald Wright, Gary Huddle,�Pam Clermont, Gary Leonhardt. Roy
Hornbrook
It was noted that Her ert Engman's name was misspelled in the
September minutes of the board meeting. The name is spelled
En man not Ingman and will be corrected to reflect this. Also,
in Resolution #26 the title of the resolution will be corrected'
in part to read budget error instead of bookkeeping error.
Councilman Ted Merritt made the motion to approve the minutes of
the September -14; 1981 meeting of the board with the above corr-
ections. The motion was seconded by Councilperson Sylvia Hiney
and carried by a vote of five ayes and nonnoes.
COMMUNICATIONS:
1. A letter to Mrs. Sylvia Hiney from W. Barlow Ware in the
United Way Office asking for the name of the Town of
Danby Representative who will serve on the United Way
Board in 1982 and 1983.
2. Summary of the Tompkins County Reapportionment Committee's
meeting of August 25, 1981.
3. Tompkins County Transportation Update - September 10, 19810
4. A letter to the Danby Town Board from Louis and Lucile
Macera concerning their neighbor who they say is doing
body work at his home next door to them in violation
of the DZO.
PRIVILEGE OF THE FLOOR:
Councilperson Sylvia Hiney wanted everyone to be aware that there i::
wIL11be voting at the fire station October 13, 1981 from 7.00 P.M.
until 10:00.P.M. The vote is for or against a new roof for the
fire station and also for or against a proposition for monies to
be kept in a fund for future use. If.approved this will increase
taxes. She encouraged everyone to vote.
Mary Oltz, Town Clerk reported that Judy Willis has completed the
dog enumeration for the town. She has enumerated 700 dogs. She
has submitted her*bill for this enumeration. The Clerk also noted
that the SPCA will be drawing up their new contract with the towns.
She asked if the board had any advise to give her to take to the
metting held October 14, 1981 to discuss this contract.
Councilman Ted Merritt has been asked by the school district to
work on a committee that will be working on the sale of the empty
schools in the district. If other people are interested in being
a part of this committee, please call Ted.

Privilege of the Floor continued:
Gary Leonhardt reported that the Planning Board has discussed.the
matter of.Planned.Unit.Dev,elopments and are now ready t,o go,over
this matter with the Town Board. Their next meeting will be held
October 21, 1981 at 8 :00 P.M. The Town Board will try to meet
with them.
Donald Wright wanted to know what has been found out about T.V.
Cable Service for West Danby. Councilman Ted Merritt reported that
he is working on this. At $123.11 there is no contract with the
cable companyt• The price will probably be higher. Even after all
problems have been settled it will be six.to. ten months before
installation can be completed.
Roy Casterline reported that Wednesday the 14th the_Health.Depart-
ment will make -their yearly inspection of the water district.,
COMMITTEE REPORTS:
Highway.Superintendent I s report - Roy Hornbrook reported that the
road crew has.been grading and repairing whereeneede.d.
Community Council Report - Councilperson Sylvia Hiney said that
there will be a Halloween party held in the gym at -the school,
on October 30, 1981 at 7 :00 P.M.
Zoning Report.- Frank Haskins reported that he has had seven
applications,for permits in October,so far. Two were for new
homes and the others for additions to existing structures. Junk
car violations are being taken care of. A written report was
submitted.
Cemetaries - Councilperson Dorothy Roberts reported that all are
closed for the winter.
NEW BUSINESS.
Supervisor Mildred Miller noted that the next Tompkins County
Municipal Officials meeting will be held October -29, 1981 at
the Holiday Inn at 7:00 P.M.
Councilperson Dorothy Roberts moved a resolution to adopt the
proposed budget for Revenue Sharing Funds as the official town is
budget for Revenue Sharing Funds for the year beginning October
1, 1981 and ending September 30, 1982. The motion -was seconded
by Councilman Robert Snedden.

There will be a bid opening on November 9, 1981 immediately preceding
the regular meeting of the town board. This is for the sale of a
1973 Ford 4X4 4 ton truck by the highway department. The clerk
will advertise this.
There will be a budget meeting to complete the preliminary budget
on October 26th at 7:30 P.M. at the Danby Elementary School.

was approved to be paid. The motion was made by Councilman Ted
Merritt and seconded by Councilperson Dorothy Roberts and
carried by a vote of five ayes and n6 noes.
The Supervisor's reports were approved as presented. The motion
was made by Councilperson Dorothy Roberts and seconded by Council-
man Ted Merritt and carried by a vote of four ayes and no noes.
Councilman Ted Merritt made the motion to adjourn the meeting.
Councilperson Sylvia Hiney seconded the motion which was carried
by a vote of five ayes and no noes. The time was 9 :15 P.M.
