HomeMy WebLinkAbout1981-06-08TOWN OF DANBY TOWN BOARD MEETING MINUTES June 8, 1981 The regular meeting of the Danby Town Board was called to order at 8:15 P.M. at the Danby G'�'lementary School, Gunderman Road, Town of Danby, Tompkins County, New York on June 8, 1981. Board members present: Councilperson Sylvia Hiney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred Miller • Others present: Donald Graham, Florence Starr, Frank Haskins, Donald Wright, Edward Slights, Bill Genter. Councilman Ted Merritt made the motion that the minutes of the May 11, 1981 meeting of the town board be approved as presented. The motion was seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. COMMUNICATIONS: 1. Minutes of the hearing of the Board of Zoning Appeals held May 14, 1980. PRIVILEGE OF THE FLOOR: Councilman Ted Merritt suggested to the town board look for volunteer help to cut the grass in the school yard. Edward Slights asked if the senior citizen exemption from property tax would be raised this year. Supervisor Mildred Miller said that nothing will be done this year as the town increased the annual income limit for eligible persons (65) sixty -five or older from $8,000 to $8,800 to receive 509 real property tax exemption in April of 1980. This exemption is higher than that of any of the other towns in the county. Florence Starr visiting from the Town of Caroline said that it is very interesting to attend a meeting and be sitting on the other side of the table. COMMITTEE REPORTS: Highway report - Sylvia Hiney reported for Roy Hornbrook who is attending school at Cornell. Roy has a major job to do on Nelson Road. He has repaired Michigan Hollow Road and done work on Makarainen Road. He will be working on the Gunderman Road Bridge. Cemetaries - Ed Slights is keeping the grass mowed Councilman Ted Merritt suggested the possibility of purchasing a copying machine,for the town. He knows of one for sale for 2400 dollars. He feels that we should know how much is spent in the town for copies before ® making a decision to buy a machine. Cable T.V. for West Danby - A prommissonary note has been signed for cable service in Test Danby. Since that time there are several people on Hillview Road that would like cable service. Councilperson Dorothy Roberts asked if the other board members felt that it was feasible for the Town of Danby to belong to the Tompkins County Cable Commission. It costs the town for the dues to belong. The meetings are just routine and they have been no help to the town. The matter was discussed. No decision was made. West Danby Water District - Councilman Robert Snedden reported that there is nothing new. One new hook up is being installed. Danby Community Council - The pond program will be opening June 20th. There will be 2 full time life guards on duty for 8 hours per day for five days a week. Town Board Meeting Minutes - June 8, 1981 Committee Reports continued: Zoning Report was Frank Haskins reported that there are 3 appeals pending that will be heard before the board on June 11, 1981. In May permits were issued for building in the amount of $162,000. NEI BUSINESS After discussion, Councilperson Dorothy Roberts made the motion that Bruce Rightmyer be appointed as a member of the Town of Danby Board of Zoning Appeals. He will be filling the unexpired term of Robert Helgesen who has moved out of the town. The motion was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. The clerk submitted a list of the election inspectors to be appointed for a one year term beginning July 15, 1980 and ending July 14, 1981. The names are as follows: Republicans some District I Donna Smith Rhoda B. Larson Charlotte Hautala Peggy La Point - Alternate Democrats - District I Beverly Dawson Evelyn Eisenberg Linda Howe Pat Addy - Alternate Republicans - District II Irene Cortright Mary Casterline Frank Haskins - Alternate Democrats - District II Irene Cortright Frances Jackson Jean Nowack - Alternate Councilman Ted Merritt made the motion that these people be appointed to serve as election inspectors for the town for a one year term. The motion was seconded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. Supervisor Mildred Miller stated that due to the fact that Cornell donated through the work study program to the salaries for the lifeguards hired through the Danby Youth Recreation program and due to the fact that this money was not received until the end of 1980, this money was not encumbered but was rather invested with other monies in a Certificate of Deposit that has now come due. A resolution of the board is needed to put this money back in the youth account. Councilperson Sylvia Hiney moved a resolution to increase Account 960 for appropriations and decrease appropriated fund balance Account 599, subsidiary Account of 960, being Account A7310.1. The motion was seconded by Councilperson Dorothy Roberts. RESOLUTION #20 INCREASE ACCOUNT 960 FOR APPROPRIATIONS BY $500 AND DECREASE APPROPRIATED FUND BALANCE ACCOUNT '5,99 BY A LIKE AMOUNT O Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. After discussion by the board, Councilperson Dorothy Roberts moved a resolution to authorize the Supervisor to sign the application for state aid by the Danby Community Council for the Danby Youth Recreation Program. Councilperson Sylvia Hiney seconded the motion. RESOLUTION #22 AUTHORIZE THE SUPERVISOR TO SIGN THE APPLICATION OF THE DANBY COMMUNITY COUNCIL FOR STATE AID FOR THE DANBY YOUTH RECREATION PROGRAM, Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. Problems with the SPCA concerning the way they are handling the dog situation in the town were discussed.at length. After discussion the town board directed the clerk to write a letter to the S.P.C.A. advising them to come into the town only when called in case of an emergency or compalint not for general patrol. The matter of hiring an enumerator to take the dog census in the Town of Danby and what it would cost the town was discussed. The town board will make a decision as to the amount of dog fees to be kept in the town to pay an enumerator when they hire someone to do the job and a fee is decided on. Supervisor Mildred Miller read a letter fron the Ithaca City School District which contained the notation that the rent paid by the town will be increased from $100.00 per month to $110.00 per month. She then asked for authorization to sign the letter which contracts for another year of use of the school building by the town. Councilman Ted Merritt made the motion to sign the contract with the school district for the use of the school building. Councilperson Dorothy Roberts seconded the motion which was carried by a vote of five ayes and no noes. Last year a hearing was held on the use of the Revenue Sharing money. At that time it was decided that the town would spend up to $10,000 of these monies to pave the driveway and parking area at the town hall. The revenue sharing funds allocated to the Town of Danby have been reduced. In view of the fact that the town will be using the school for another year, possibly the paving could be postponed. After ,discussion, Councilperson Sylvia Hiney made the motion that the work of paving at the town hall be postponed. The motion was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. General Fund Warrant #6 in the amount of $1991.20 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. Highway Fund Warrant #6 in the amount of $6,472.49 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. Town Board Meeting Minutes - June 8, 1981 New Business continued: Page 4 West Danby Water 4Uistrict Warrant #6 in the amount of $369.37 was approved to be paid. The motion was made by Supervisor Mildred Miller and seconded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. The board denied the request of a couple wishing to hold their wedding ceremony in the old town hall. Supervisor Mildred Miller said that the senior citizens want to use a room in the school for their activities. The matter was discussed. The senior citizens will have to deal with the school officials themselves. The motion to adjourn the meeting was made by Supervisor Mildred Miller and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. The time was 9:35 P.M.
