TOWN BOARD MEETING MINUTES
March 9, 1981
The regular meeting of the Danby Town Board was called to order at
7:30 P.M. at the West Danby Fire Station, West Danby, County of
Tompkins and State of New York on March 9, 1981.
Board members present: Councilperson Sylvia Hiney
Councilman Ted Merritt
Councilperson Dorothy Roberts,
Councilman Robert Snedden
Supervisor Mildred Miller.
Others present: Roy Hornbrook, Judson Leonard, Frank Haskins,
Jimmie & Gail Miller, Tom Crammer, Bill Goodman, Bill Shippos and
Mrs. Shippos, Lloyd French, Donald Graham, Brad Dusto, Ed Roberts,
Garry Huddle, Herbert Ingman, Ella Mae Swartwood, Dayton Lockwood,
Milton Todd, Edward Roberts, A number of West Danby people attended
who did not introduce themselves.
Councilperson Dorothy Roberts made the motion that the minutes of
the February 9, 1981 regular meeting of the board be approved as
presented. The motion was seconded by Councilman Ted Merritt and
carried by a vote of five ayes and no noes.

from the State of New York that the
alization for the Town of Danby is 105.44.
3. A letter from Tompkins Community Hospital concerning
some interested Danby person for consideration as a
member of the board of directors of the hospital board
of directors.
Dorothy Roberts introduced Brad Dusto, manager of Ceracche
Television, who was invited to attend the board meeting and
present his proposal for television cable extension to West
Danby. Mr. Dusto stated that the cable company is prepared to
install cable service in West Danby and can have the job completed
in six to eight nonths. A petition was circulated in West Danby
in order to find the number of interested people who would
subscribe to .the cable service. Seventy -two people have signed
this petition. The construction fee for this number of subscribers
will be $256.37 each. Each persons share will be lowered if more
people sign up. This was discussed at length. The next step to
be taken is for Mr. Dusto to write to the people who have signed
the petition, also the people in West Danby who did not sign the
petition, and ask them if they are interested in service at the
$256.37 per subscriber fee. When the T.V. Company compiles this
information they will inform the town board of the results. A
committee of Roger Casterline, G.urt Ostrander and Jud Leonard
was-.appointed to supply the T.V. Company with names of the West
Danby people.

NEW BUSINESS.
Herbert Ingman, EMC representative, reported that the air photos
that were taken some time ago and discussed at the last meeting
of the board, are used by planning departments and for other
things not mentioned at that time. Anyone wanting to look at
these photos are allowed to do so and, if they want copies of
the photoe, they are available also. In the next month or two
oil recycling and toxic waste sites will be publicized.
Jimmie Miller, Danby's representative on the Tompkins County
Board of Representatives commented on the problem of over-
crowding in the Tompkins County jail. New York State has
mandated contact visits which will require even more space and
Tompkins County must comply. The old hospital still has not
been sold. The county wants to sell as one complete unit if
possible. Tompkins County has decided to contract with the Spca
rather than contract with Mr. Kilker for service. The board is
trying to find an appropriate location for an elevator in the
court house,
Councilman Ted Merritt stated that the school is available for
use by any group in the town. All they need to do is call and
have a time set aside for them.
Gail Miller spoke to the Town Board aobut the closing of the
Town Hall. Many people were schocked that the Town Hall has been
closed and the town offices and functions moved to the Danby
Elementary School. They could not believe that the Town Board
would do this after just having restored the Town Hall for the
sum of $100,000. Her understanding, after talking to Supervisor
Mildred Miller is that this is not a permanent move. There is
a fairly extensive resistance to this move from people who do not
often come to the board meetings and express their opinions, if
the Town Board should plan to make this a permanent move. Two
leading contractors in the Ithaca area have told Mrs. Miller that
if the temperature in the Town Hall is reduced to less than 50
degrees, the pilings are not deep enough and the basic structure
of the building will be lost. She has checked to see if the
building is a historic landmark and found that it is not and can
be used as the Town Board sees fit.with no restrictions. If the
School should be returned to the tax rolls the assessment depart-
ment said that it would be in the 80 to 100 thousand dollar range
which would help with taxation in the Town of Danby. She mentioned
an article in the newspaper recently that states that the school
considers maintanence of the Danby Elementary School to be $10,000
per year if used by the town and $221000 if the town does not use
its Use of the school building by different groups as a place to
meet and for recreational purposes by the community is a goog
thing and for the price the school district charges, is well worth
its Supervisor Mildred Miller responded that after being in the
school, even if it was given to the town the town could not keep
it up. It is worth the $100.00 the town pays the school district
to be . f.m o use the school building for gymnastics, pre - school,
meetings, etc. If anything permanent comes up there will be public
hearings and public referendum. Mrs. Miller suggested that some-
thing should be done incorporating solar energy to make the Town
Hall more energy efficient. The matter was discussed at length.

New Business continued:
West Danby Water District - Councilman Robert Snedden stated that he
attended the last meeting of the water commissioners and the problem
of the use of the fire hydrants and the fee charged is being worked
on.
Donald Graham reported that the Town Planning Board has lost a
member. Wayne Rial has resigned. Last months meeting of the board
could not be held because of a lack of a quorm.
General Fund Warrant #3 in the amount of -$ -15 8- 03-was approved to be
paid. The motion was made by Councilman Ted Merritt and seconded by
Councilperson Sylvia Hiney and carried by a vote of five ayes and no
noes.
Highway Fund Warrant #3 in the amount of $8283.50 was approved to be
paid. The motion was made by Councilman Robert Snedden and seconded
by Councilperson Dorothy Roberts and carried by a vote of five ayes
and no noes.
West Danby Water District Warrant #3 in the amount of $257.89 was
approved to be paid. The motion was made by Supervisor Mildred
Miller and seconded by Councilman Ted Merritt and carried by a
vote of five ayes and no noes.
The supervisor's reports were approved as presented. The motion was
made by Councilman Robert Snedden and seconded by Councilman Ted
Merritt and carried by a vote of four ayes and no noes.
A meeting will be set up for the Town Board to meet with Bruce
Rightmyer and discuss the possibility of his being appointed to
serve as a member of the Danby Board of Zoning Appeals.
Gay Huddle using a room in the school for a shop was discussed.
After discussion Councilman Robert Snedden made the motion that
Supervisor Miller contact the town attorney for legal advise on
how this matter should be handled by the town. The motion was
seconded by Councilman Ted Merritt and carried by a vote of five
ayes and no noes.
Councilman Ted Merritt made the motion that the meeting be adjourned.
The motion was seconded by Councilperson Dorothy Roberts and carried
by a vote of five ayes and no noes. The time was 10 :00 P.M.
