HomeMy WebLinkAbout1980-12-08TOWN OF DANBY TOWN BOARD MEETING MINUTES December 8, 1980 The regular meeting of the Danby Town Board was called to order at 8 :00 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins and State of New York on December 8, 1980. Board members present: Councilperson Sylvia Riney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor I47ildred Miller iOthers present: Connie Merritt, Mary Smith, Milton Todd, Rhoda Larson, Rick Dobson, Paul Smith, Fred Thayer, Lucy Hogben, Donald Wright, Gay Huddle, Frank Haskins, Pam Clermont, Moses Peter, Ed Roberts, • Poy Casterline, Mary Casterline, Herbert Ingman, Sanford Miller, Vickie Parsons, Dean L'Amoreaux, Jimmie Miller. Councilperson Dorothy Roberts made the motion to accept the minutes of the November 10, 1980 regular meeting of the board. The motion was seconded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. It was noted that minutes of the October regular meeting of the board under warrants needed to be corrected. The toal of the General Fund Warrant was in the amount of $1980.12 but should be $1910.33. Highway Fund Warrant in the amount of $8953.35 should be changed to read $9021.54. This change is due to the fact that a voucher included in the general fund warrant was a highway fund bill. Councilman Ted Merritt made the motion that this correction be made. The motion was seconded by Councilperson Sylvia Riney and carried by a vote of five ayes and no noes. COMMUNICATIONS: 1. A letter from Diana Van de Bogart advising the town of her resignation as Town Historian for the Town of Danby. 2. Resolutions numbered 281, 283 and 307 from the Tompkins County Board of Representatives. 3. Minutes of the meeting of the West Danby Water Commissioners held December 3, 1980. 4. Minutes of the Planning Board Meetings held August 20, 1980, September 3 and 17, 1980. The clerk announced that the Games of Chance Law of the Town of Danby which was approved by majority of the Danby people voting in the last regular election has been filed with the Secretary of State of the State of New pork and his office informed the clerk, by written notice, that this local law has been filed in his office and is officially Local Law #1 of 1980 of the Town of Danby. PRIVILEGE OF THE FLOOR: ® Mary Smith notifed the Town Board that State funds received as matching funds used for senior citizens cannot be used for overnight trips. The matter was discussed at length. Justice Milton Todd stated that he recently attended Justice School. He has found that more work is being delegated to the Town Justices. Donald Wright stated that he would children in West Danby restricting in the late evening hours. One way to accomplish this would be to reduce services to the townspeople. Edward Roberts said that he thinks the idea of using the Danby Elementary School for community functions is a good ides:. Gay Huddle spole in support of the town using the Danby Elementary School for town funtions. Dean L'Amoreaux told the board about the proposed pre - school program O for the next year. He asked if the board would support this program in their budget. The school district will not help. Jimmie Miller stated that the licensing of vendors in Tompkins County was one of the subjects discussed at the Tompkins County Board of Representatives last meeitn. He read some of the County budget figures for the benefit of the people present. He stated also that the Federal Revenue Sharing Funds will be continued for 1981 and 1982. It is still uncertain whether State Revenue Sharing Funds will be reinstated. Supervisor Mildred Miller stated that there will be a second old fashioned town meeting held December 12, 1980 at the Town Hall and also there will be a Community Council Xmas party held December 13th at the Town Hall. She stated that the Fire District is holding an election. Voters will be voting for one fire commissioner and for secretary- treasurer of the Fire District, COMMITTEE REPORTS: Zoning Report - Frank Haskins submitted a written report. West Danby Plater District - Roy Casterline reported that the annual inspection of the water district by the health department will be made on December 9, 1980. Planning Board Chairman - Donald Graham stated that Gary Leonhardt has been appointed vice - chairman of the board and Payne Rial has been appointed secretary. The Planning 'Board is looking forward to meeting with the Town Board. MEW BUSINESS: Supervisor Mildred Miller said that a resolution of appreciation is in order for Diana Van de Bogarts for her services to the town as Town Historian. Councilman Robert Snedden moved the resolution which was seconded by Councilman Ted Merritt. Supervisor Mildred Miller reported that the annual meeting of the Association of Towns will be held in New'York City February 15 -18, 1981. Town Board members may attend. Town Board Meeting Minutes - December 8, 1980 Page 3 New Business continued: Councilman Ted Merritt told the Town Board of the proposal for the use of the Danby Elementary School by the Town of Danby that has been worked out with the school district. At first we would be conservative in our use of the school. The Town would pay the school district $100.00 per month for the use of the school. We would use the gym and some rooms for office space. The Town will keep the drive- way clear of snow in the wintertime and the lawns mowed in the summer. The school district will pay all utilities, and fire and liability insurance on the building. The Town will carry their own liability • insurance for meeting etc. The Town will be responsible for cleaning the building up so that it can be used and for cleaning the areas they use. The building must be checked once a day as a security measure and also to make -sure the boilers are working as they should. The • School District will give the Town 90 days notice to move if they no longer want them to use the building. The school is accessible to the handicapped where as the town hall is not. Advertising of.the move from the town hall to the school will be needed. Councilman Ted Merritt would like to see this move take place by January 1, 1980. It was also mentioned that the Danby Elementary School must be offered to the Town of Danby for sale before it can be offered to any other buyer. Justice Milton Todd stated that the notice of moving the justices' office must be posted at least a month in advance. The clerk said that it would be impossible to move her office by the first of January. Tax notices have already been printed with the town hall address and the legal notice posted. The matter was discussed at length. Money will be saved by closing the town hall entirely and moving all town offices to the school. The Town Board will make the decision to use or not to use the school... Supervisor Mildred Miller said that their are many facets that need to be discussed before the final decision is made. Possibly there will be some opposition to closing down the town hall. Councilman Ted Merritt was asked to continue the negotiations with the school district for the use of the Danby Elemen- tary School by the Town of Danby. Supervisor Mildred Miller discussed the current balances in the various town budget accounts that is available to pay the end of the year bills. Some funds can be transferred to other accounts to make the necessary funds available to pay the bills. Anticipated revenues to be received were budgeted for a greater amount than that which was actually received. General Fund Warrant #12 in the amount of $726.91 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Supervisor Mildred Miller and carried by a vote of five ayes and no noes. Highway Fund Warrant - #12 in the amount of $2,025.81 was approved to be paid. The motion was made by Councilman Robert Snedden and seconded by • Councilman Ted Merritt and carried by a vote of five ayes and no.noes. West Danby Water District Warrant #10 in the amount of $92.65 was approved to be paid. The motion was made by Councilman Ted Merritt • and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Councilperson Dorothy Roberts made the motion that the Supervisor's reports ve accepted as presented. The motion was seconded by Councilperson Sylvia Hiney and carried by a vote of four ayes and no noes. The meeting was adjourned at 9 :45 P.M.
