TOWN OF DANBY
PUBLIC HEARING ON PRELIMINARY BUDGET
November 10, 1980
The Town Board of the Town of Danby held a public hearing November
10, 1980 at 7:30 P.M. at the Danby Town Hall, 1830 Danby Road, Town
of Danby, Tompkins County and State of New York. The purpose of
the hearing was to review the preliminary budget and give any person
or persons desiring to be heard an opportunity to be heard in favor
or against the preliminary budget as compiled or for or against
any item therein contained.

Councilman Robert Snedden
Supervisor Mildred L. Miller
Others present: Roy Hornbrook, Pam Clermont, Edward Slights, Gordon
Roberts, Ralph Wilbur, Frank Haskins, Donald Wright, Jimmie Miller,
Roy Casterline, Herbert Ingman, Carol & Walter Sczepanski.
The meeting was called to order and the Clerk presented the board
with proof of posting and advertising which was read by the Supervisor.
Several copies of the proposed budget were available for people to
look at. The Supervisor Mildred Miller stated that revenue sharing
funds may not be available in 1981. The tax rate will increase.
The increase in the overall budget is due primarily to increase in
utilities, insurance, Social Security on employees. Gasoline and
oil for highway equipment has almost doubled. The increase will be
$1.13 per thousand of assessed valuation. If revenue sharing funds
are not available, the increase will be $1.23 per thousand of assessed
valuation. The budget was discussed.
All persons wishing to be heard having been heard, the public hearing
was declared adjourned. The time was 8 :20 P.M.

TOWN BOARD MEETING MINUTES
November 10, 1980
The regular meeting of the Danby Town Board was called to order at
8:20 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby,
County of Tompkins and State of New York on November 10, 1980.
Board members present: Councilperson Sylvia Hiney
Councilman Ted Merritt
Councilperson Dorothy Roberts
Councilman Robert Snedden
Supervisor Mildred Miller
Others present; Roy Hornbrook, WTKO reported, Pam Clermont, Edward
Slights, Gordon Roberts, Ralph Wilbur, Frank Haskins, Donald Wright,
Jimmie Miller, Roy Casterline, Herbert Ingman, Carol & Walter
Sczepanski, Donald Graham.
Councilperson Dorothy Roberts made the motion to accept the minutes
of the October 13, 1980 regular meeting of the board. The motion was
seconded by Councilman Robert Snedden and carried by a vote of five
ayes and no noes.
COMMIUNICATIONS
1. A letter from the Tompkins County Environmental Management
Council concerning their support as the town seeks pro-
tection for its unique areas.
2. A letter from the City of Ithaca concerning the future of
Youth Bureau Programs as they relate to the Town of Danby
3. A letter from the Association of Towns thanking the Town
of Danby for paying their dues and a notice of the annual
meeting of the association of towns to be held February
15,16,17 & 18 in New York City.
4. Note from the Department of Transportation concerning
highway improvement programs.
5. Agenda of the Tompkins County Planning Board meeting to
be held November 12, 1980.
6. A letter from the Human Services Coalition thanking the
town for its support and asking for Danby's support in
1981 in the amount of $146.300
PRIVILEGE OF THE FLOOR:
Councilman Robert Snedden asked about the clearing of brush being
done by the Mobil Pipe Line in the Lick Brook area, which is one of
the unique areas in the Town of Danby. Herbert Ingman said that he has
talked with the people involved and it doesn't look like there will
be any major problems.

Privilege of the Floor continued:
The County is now in the process of transferring the County
Hospital to a Community Hospital. He commented on the problem with
Danby and the SPCA. The town does not feel that they have the
cooperation of the SPCA. The matter was discussed at length.
Walter sczepanski asked if the Olsefski Road is a county road or a
town road. He was told that it is a town road.
OLD BUSINESS:
Committee Reports:
EMC Committee Report - Mr. Ingman reported that the council is
running well. They are presently studying toxix dump sites. An
inventory of the Wet Lands in the county is being done. He has
been appointed as a member of the executive committee.
Fire Department - No report.
Cemetaries - No problems.
Highway Committee - Work is presently being done on Michigan Hollow
Road. The land owned by the Town on Deputron Hollow Road was
discussed.
Youth program - Dorothy Roberts reported that there will -be a meeting:
of people interested in the pre - school program. They want to see this
program continued and are looking for a new location for the program.
This meeting will be held November 13, 1980 at the Town Hall. Also,
a secretary is needed to take the minutes,of the Community Council
meetings. Councilperson Sylvia Hiney was asked to work with the
town clerk on the necessary forms that need to be submitted to the
State in order to get state aid reimbursement for the youth program.
ND4 BUSINESS
Councilman Robert Snedden moved a resolution to add unpaid water
bills in the amount of $2,236.44 to the tax roll. The motion was
seconded by Councilperson Dorothy Roberts.

The Supervisr stated that it is necessary to transfer $5,168.69
from the General Fund Account A2770 to Highway Fund Account DS1001.
This*is a sales tax adjustement that was received and put in the
General Fund but should have been put in the Highway Fund as it is
a part of the highway tax. Councilperson Dorothy Roberts moved a
resolution that this transfer of funds be made. The motion was
seconded by Councilman Ted Merritt.

The Human Services Coalition is seeking support from the Town of
Danby for their program. Last year the Town Board voted to support
this program put the money was not budgeted. Because the money
was not budgeted $139.34 must be transferred from A1990.4 to A8040.4
to make the necessary funds available to pay the Human Services
Coalition as the the town voted to do. Councilman Robert Snedden
moved a resolution to transfer the funds and pay the Human Services
Coalition. Councilperson Sylvia Hiney seconded the motion.

After discussion by the Town Board, Councilman Robert Snedden made the
motion that the Town of Danby support the Human Services Coalition
of Tompkins County in the amount of $146.30 for 1981. The motion was
seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
General Fund Warrant #11 in the amount of $1552.11 was approved to
be paid. The motion was made by Councilman Ted Merritt and seconded
by Councilperson Dorothy Roberts and carried by a vote of five ayes
and no noes.
Highway Fund !arrant #11 in the amount of $13,389.68 was approved
to be paide he motion was made by Councilman Robert Snedden and
seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
West Danby Water District Warrant #9 in the amount of $188.30 was
approved to be paid. The motion was made by Councilperson Dorothy
Roberts and seconded by Supervisor Mildred Miller and carried by a
vote of five ayes and no noes.
The Supervisor's reports were approved to be paid-as presented. The
motion was made by Councilperson Dorothy Roberts and seconded by
Councilman Ted Merritt and carried by a vote of four ayes and no
noes.
The possibility of using the Danby School for all Town functions was
discussed. The cost of using the Town Hall versus the cost of using
the school must be studied. We must let the School-District know how
much of the school the town is interested in using. The use of the
Town Hall is limited. If the Town Hall is not used it will still
require a minimum of heating and maintenance. The Town Board
should get together as a group and.visit the school. More study
should be given this matter.
Supervisor Mildred Miller stated that a special meeting of the board
will be held on Tuesday November 25, 1980 at the Town gall at 8:00 P.M.
The purpose of this meeting is to open bids for oil for the highway
department.

New Business continued;
Mr. Graham asked that a date be set for the Town Board and the
Planning Board to meet and discuss the proposed revised aoning
ordinance. The board members need time to read this. It was
noted that a member is needed on the planning board. Possibly
meeting can be held in January.
The meeting was declared adjourned at 9;40 P.M.
