TOWN BOARD MEETING MINUTES
October 13, 1980
The regular meeting of the Danby Town Board was called to order at
8 :05 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby
County of Tompkins and State of New York on October 13, 19800

Councilperson Dorothy Roberts made the motion to accept as presented
the minutes of the regular meeting of the Danby Town Board held
September 8, 1980. The motion was seconded by Councilman Ted Merritt
and carried by a vote of five ayes and no noes.

Committee Reports continued.
Highway Committee - Councilman Ted Merritt reported that.Muzzy Road
has been almost completed. Bruce Hill Road has been worked on and
is in much better shape. Thanks to Roy Hornbrook.
After discussion by the Town Board, Councilperson Dorothy Roberts
moved a resolution that Community Council be authorized to file
an application for youth project funds for 1981 and authorize the
supervisor to sign the application.

THE SUPERVISOR TO SIGN THIS APPLICATION.

Zoning - Frank Haskins reported that he has had only one application
for a permit to build an addition. A written report was submitted.
He is working on violations.
Planning Board Chairman:,- The revision of the Zoning Ordinance has
been completed and will be turned over to the Town Board. The
Planning Board is willing to meet with the Town Board to go over the
proposed zoning ordinance. Also, another board member is needed on
the planning board.
NEW BUSINESS:

Beverly Stone representing the senior citizens, asked that the Danby
Town Board allocate $2000 for the senior citizens in their 1981 budget.
$1000 will be returned by the state. Councilman Ted Merritt moved a
resolution that the Town Board include $2000 in the 1981 budget under
Senior Citizens Activities in anticipation of being reimbursed $1000
by the state. Also, authorize the supervisor to sign the necessary
contract.

New Business Continued:
Eva Mae Musgrave is a member of the Tompkins County Youth Board
and her term will expire December 31, 1980. After discussion by
the board, Councilman Robert Snedden made the motion that Eva Mae
Musgrave be recommended to the Tompkins County Board of Representatives
as the representative from the Town of Danby to serve on the Tompkins
County Youth Board. The motion was seconded by Councilman Ted Merritt
and carried by a vote of five ayes and no noes.
• Supervisor Mildred Miller said that a resolution is needed to create
the position of Assistant Zoning Officer retroactive to January 1,
1980. Another resolution is needed to create the position for a
second part -time typist in the Town Clerk's Office retroactive to
April of 1980. She stated that she would like some help with book-
keeping and would like to create a position of bookkeeper. After
discussion, Councilperson Dorothy Roberts made the motion to create
the position of "Assistant Zoning Officer" retroactive to January 1,
1980. The motion was seconded by Councilman Ted Merritt.

Supervisor Mildred Miller moved a resolution to create the position

The Town Board discussed the possibility of the Town using the Danby
School. A resolution of intent must be sent to the Superintendent of
Schools before he can approach the School Board with a plan of use.
Councilman Ted Merritt moved a resolution that the Town of Danby
would like to use a part of the school now for recreational purposes
with the possibility of expanding the use later if it is at all
within our realm financially and physically. The resolution was
seconded by Councilperson Sylvia Hiney.
RESOLUTION #38 THE TOWN OF DANBY WOULD LIKE TO USE A
PART OF THE DANBY ELEMENTARY SCHOOL FOR
RECREATIONAL PURPOSES AT THE PRESENT TIME
WITH THE POSSIBILITY OF EXPANDING THE USE
SOMETIME IN THE FUTURE,

Supervisor Miller stated that someone is needed to work with Eva •
Mae Musgrave. Eva Mae would keep them advised of the funds
available for youth projects in the town and advise them of the
proceudure of applying for them. Councilperson Sylvia Hiney was
appointed to work with Eva Mae Musgrave.

Highway Fund Warrant #10 in the amount of $8953.35 was approved to
be paid. The motion was made by Councilperson Sylvia Hiney and
seconded by Councilman Ted Merritt and carried by a vote of five
ayes and no noes.
West Danby Water District Warrant #8 in the amount of $86.60 was
approved to be paid. The motion was made by Councilman Ted Merritt
and seconded by Supervisor Mildred Miller and carried by a vote of
five ayes and no noes.

New Business Continued:
There will be a budget meeting at the home of Supervisor Mildred
Miller on October 27, 1980 at 7:30 P.M.
Councilman Ted Merritt made the motion that the Supervisor's reports
be accepted as presented. The motion was seconded by Councilperson
Dorothy Roberts and carried by a vote of four ayes and no noes.
The meeting was adjourned at 9:10P.M.. The motion was made by
Councilman Robert Snedden and seconded by Councilman Ted Merritt
and carried by.a vote of five ayes and no noes.

ADDENDUM - The Town of Danby is in need of an alternate election
inspector for the Democratic Party by election day. As Bill Genter
the Democratic Chairman for the Democratic Party in the Town of
Danby had not submitted a name by the date of the regular meeting
of the board, the Town Board could take no action. On October 21,
1980 Mr. Genter submitted the name of Pat Addey and the Clerk polled
the Town Board members and found them all in favor of appointing
Pat Addey as alternate election inspector.
