TOWN OF DANBY
TOWN BOARD MEETING MINUTES
April 14, 1980
The regular meeting of the Danby Town Board was called to order at
8:10 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby,
County of Tompkins and State of New York on April 14, 1980.

Councilperson Dorothy Roberts made the motion to approve the minutes
of the last regular meeting of the board held March 10, 1980 and
special meeting held March 19, 1980. The motion was seconded by
Councilman Ted Merritt and carried by a vote of five ayes and no noes.
COMMUNICATIONS.
1. An announcement that Senator Jacob Javits will honor us
with his presence on April 26, 1980 at the Sheraton Inn.
2. A letter from the New York State Energy Research and Develop-
ment Authority concerning grants available to promote new
ideas for energy conservation.
PRIVILIGEAOF THE FLOOR.
Moses Peter requested the Town Board consider inviting a rep-
resentative from the assessment department to attend a meeting of
the town board to answer any questions that Danby people may have
concerning the reevaluation of their property. He feels that many
people have questions and that some assessments are unjust.
Jim Hovanec stated that there is not much that we can do about taxes
on a national level but locally the people should have some voice in
the decisions that are made.

Jimmie Miller agreed with Moses Peter that we do have tax problems.

West Danby Water District - The Tompkins County Health Department
has reported that the sample test they took of the water supply

Committee Reports continued.
Insurance - Councilman Robert Snedden is still investigating the
disability insurance for the town highway employees. The matter
was discussed.
Youth Program - Councilperson Dorothy Roberts reported that'the
contract with the state parks for the use of Danby Pond for a
summer swimming program is being worked on and will soon be
signed. Life guards are being hired now. West Danby Park will
be finished in August and will need equipment.

OLD BUSINESS
Councilman Bradley Corbitt said that he has nothing to report on
the West Danby Cable T.V. Plan. Attorney Pamela Clearmont might
check into this. The matter was discussed at length.
Planning Board Chairman - Donald Graham reported that the Planning
Board and Town Board met to discuss the proposed changes in the
Danby Zoning Ordinance. The County Planning Board meeting was held
April 9th and transporting of neculear wastes through Tompkins
County was discussed.

Councilman Bradley Corbitt said that he would like to see some sort
of deadline set so that the proposed Zoning Ordinance submitted by
the Planning Board can either be accepted or rejected. He then made
the motion that the board come to the May meeting prepared to discuss •
the proposed ordinance and decide whether to accept or reject it. The
motion was seconded by Councilperson Dorothy Roberts and carried by
a vote of five ayes and no noes.
The Maycumber law suit was discussed. This has been in litigation •
for five years. Supervisor Mildred Miller has asked the boards
approval to withdraw-.--the Maycumber case from the Thaler file for
review by Mrs. Clearmont. She will do this as soon as possible.
Councilman Ted Merritt discussed permits to take wood,from State
land in the Town of Danby. He feels that Danby people should be given
first priorty to take wood in the Town of Danby. The matter was
discussed.
Supervisor Mildred L. Miller said that there will be a "Town Meeting"
held in the Danby Town Hall Friday, April 18, 1980 at 8:00 P.M.

NEW BUSINESS:
The matter of the real property tax exemption for the elderly was
discussed. Councilman Bradley Corbitt made the motion to increase
the annual income limit for eligible persons be increased from $83000.
to $8,800 to receive the 50% real property tax exemption. The motion
was seconded by Councilman Ted Merritt.

General Fund Warrant #4 in the amount of $3,616.03 was approved to be
paid. The motion was made by Councilperson Dorothy Roberts and seconded
by Councilman Robert Snedden and carried by a vote of five ayes and no
noes.
Highway Fund Warrant #4 in the amount of $10,301.99 was approved to be
paid. The motion was made by Councilperson Dorothy Roberts and seconded
by Councilman Ted Merritt and carried by a vote of five ayes and no noes.
West Danby Water District Warrant #3 in the amount of $218.11 was approved
to be paid. The motion was made by Councilman Robert Snedden and seconded
by Councilman Ted Merritt and carried by a vote of five ayes and no noes.
Councilman Robert Snedden made the motion to accept the Supervisor's
reports as presented. The motion was seconded by Councilman Ted
Merritt and carried by a vote of four ayes and no noes.
As there was no more business to come before the board, Councilman
Robert Snedden made the motion that the meeting be adjourned. The
motion was seconded by Councilman Ted Merritt and carried by a vote
of five ayes and no noes. The time was 9:40 P.M.

RESOLUTION #18 INCREASE THE ANNUAL INCOME LIMIT FOR
ELIGIBLE PERSONS (65) SIXTY -FIVE OR
OLDER FROM $81000 TO $82800 TO RECEIVE
50% REAL PROPERTY TAX EXEMPTION
WHEREAS, the Town .Board of the Town of Danby, Tompkins County, New
York, held their regular meeting April 14, 1980, at the Danby Town
Hall, 1830 Danby Road, and
WHEREAS, The New ,York State income limit for 50% real property tax
exemption has been increased from $8,000 to $8,800 for eligible
persons (65) sixty -five years of age or older, and
WHEREAS, the increase in Social Security payments in July of 1980
may raise the income of some of those over 65 so that they would
find the change from $8,000 income limit, which is the present
exemption for people in the Town of Danby, to $8,800 income limit
