Supervisor Mildred Miller announced that due to improper advertising
the public hearing would be postponed until January 28, 1980. Mrs.
Miller stated that the board would accept anything in writing that
people had to submit. She then asked for a count of the people for

was discussed and the board listened to comments from the public.

RESOLUTION ##11 ABOLISH THE POSITION OF LABORER IN THE
TOWN OF DANBY CURRENTLY FILLED BY ALEX
SOULE AND CREATE THE POSITION OF MOTOR
EQUIPMENT OPERATOR III FOR THE TOWN OF
DANBY TO BE FILLED BY ALEX SOULE
EFFECTIVE JANUARY 18, 1980.
WHEREAS, a meeting of the Danby Town Board was held on January 14,
1980 at the Danby Town Hall, Town of Danby, County of Tompkins and
State of New York, and
WHEREAS, the highway superintendent of the Town of Danby proposed
that a new position of Motor Equipment Operator III for the Town
of Danby be created for Alex Soule and the position of laborer
currently held by Mr. Soule be abolished. It was noted that Mr.
Soule has the necessary class 1 New York State drivers license, and
WHEREAS, the proposal, including the statement of duties of the
position, has been referred to the Tompkins County Personnel Office
as required under Civil Service Law, Section 14 Subdivision 8 -a,
and
WHEREAS, the Tompkins County Personnel Department has furnished
a certificate stating that the appropriate civil service title
for the proposed position for Mr. Soule is Motor Equipment Operator
III for the Town of Danby, now therefore be it
RESOLVED, that a position entitled "Motor Equipment Operator for
the Town of Danby" be created and the position currently filled by
Alex Soule of "Laborer" be abolished.. so that he can fill the newly
created position of MEO III for the Town of Danby effective Januaary
18, 1980.

The regular meeting of the Danby Town Board was called to order at
8:10 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby,
County of Tompkins and State 'of New York on January 14, 19800

Councilman Dorothy Roberts made the motion that the minutes of the
December 10, 1979 regular meeting of the board and the December 26,
1979 special meeting of the board be accepted as presented. The
motion was seconded by Councilman Robert Snedden and carried by a
vote of five ayes and no noes.

an inventory of town equipment in the offices and also the highway
equipment be made public and that the board prepare a financial
statement.
Fran Wright replied to Moses Peter that an inventory of all equipment
owned by the town was taken last year and is on file in the Town Clerk's
office. A financial report is required by law and is filed yearly.
Karl Oltz asked that the UCY youth group be allowed to use the town
hall for a dance on Friday the 18th of January.

Van Dyke Billings stated that as zoning officer for 1979 his exper-
ience was that it was very difficult to contact the town attorneys.
Mr. Graham introduced Gary Evans of the Tompkins County Planning
Board who presented the town with a wall size town map. The map
was discussed. Also a mylar copy of the map was presented to the
town. Mr. Evans had it made at the expense of the town. He sug-
gested that another copy be made.the zoning districts.
Jim Hovanec discussed the inefficient heating method used to heat
the town hall. A priority of the board should be the consideration
of something more efficient. Fans to recirculate the air were
discussed and will be looked into. Councilman Snedden, Merritt will
work on this with Jim Hovanec.

NEW BUSINESS:
Supervisor Mildred L. Miller appointed Diana VandeBogart as Town
Historian, Roland Manley, Town Constable, Frank Haskins, Zoning
Officer, Donald Graham, Planning Board Chairman and representative
to the County Planning Board from the Town of Danby, Francis Wright
Transportation Committee Representative from Danby, Esther Depuy
will sit on the Assessment Board of Review. One more person is
needed on the Assessment Board of Review and there are other comm-
ittee positions open from time to time. The board would like vol-
unteers Mrs. Miller stated that the Roberts rules of order will
be followed except when special roll call votes are requested.
Voting will be in alphabetical order with the Supervisor voting
last. All regular board meetings will begin at 8P.M. and terminate
no later than 10P.M.,Method of claims for payment of bills from the
General Fund, Highway Fund and West Danby Water District will be by
voucher submitted to the Town Clerk or the the Supervisor no later
than the Friday preceding the regular Town Board meeting. The
Town Board in accordance with Town Law AT 103 will audit the bills.
RESOLUTION #1 SUPERVISOR BE AUTHORIZED AND DIRECTED TO
HAVE TOWN RECORDS AUDITED BY THE BOARD
AND FILE A REPORT IN ACCORDANCE WITH
TOWN LAW - 181 - (3).

RESOLUTION #5 HIGHWAY SUPERINTENDENT AUTHORIZED TO PURCHASE
TOOLS, EQUIPMENT, SMALL IMPLEMENTS, TIRES, TUBES
IN THE AMOUNT OF $1500.00 WITHOUT PRIOR APPROVAL
OF THE TOWN BOARD, AT ANY GIVEN TIME.

RESOLUTION #6 AUTHORIZE THE SUPERVISOR TO MAKE APPLICATION TO
NEW YORK STATE PROGRAM FOR THE AGING FOR ITS
APPROVAL AND REIMBURSEMENT OF SAID PROJECTS FOR
1980 AND ALSO APPLICATION FOR THE DIVISION FOR
YOUTH PROJECT FUNDING.

AS PAYROLL IN ADVANCE OF AUDIT IN ORDER
TO KEEP AFFAIRS MOVING ON A TIMELY BASIS.

entire board.
Councilperson made the motion that the board approve the purchasing
of the necessary books mandated by the state for double entry
bookkeeping at a cost of approximatley $325.00. The motion was
seconded by Councilman Robert Snedden and carried by a vote of
five ayes and no noes.
Councilman Robert Snedden made the motion that the appointments of
the town officials be approved by the Town J�oard. The motion was
seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
The contract for dog control between the SPCA, Tompkins County and
the towns and villages of the county was discussed. After further
study of the contract Councilman Bradley Corbitt made the motion
made the motion that we accept the contract and authorize the
supervisor to sign it. Councilperson Dorothy Roberts seconded the
motion which was carried by a vote of five ayes and no noes.

The park and ride program being promoted by the county was discussed
Mr. Wright discussed possible parking areas that could be used
that are located in the Town of Danby.
The maps presented to the town that were made for the town at town
expense by the Tompkins County Planning Department were discussed.
The map is only of the roads in'the'town and does not show the
zoning or agriculture districts. Councilman Robert Snedden made the
motion that Gary Evans be asked to make a mylar which does show the
zoning and Agriculture districts the clerk to order 10 -15 copies
of this if they can be made at cost. The motion was seconded by
Councilman Bradley Corbitt and carried by a vote of five ayes and
no noes.

Supervisor Mildred Miller read the proposed agreement that the moneys
levied and collected for the repair and improvement of highways in the
amount of $62,600.00 be used for general repairs upon 72.72 miles
of town highways. Councilperson Dorothy Roberts moved a resolution
that this agreement be signed by the town board members as presented.
The motion was seconded by Councilman Bradley Corbitt.
RESOLUTION #12 AUTHORIZE THE TOWN BOARD TO SIGN AN AGREE-
MENT THAT THE MONEYS COLLECTED FOR THE REPAIRS
AND IMPROVEMENTS OF TOWN HIGHWAYS IN THE AMOUNT
OF $62,600.00 BE EXPENDED UPON 72.72 MILES OF

Zoning Report - Van Dyke Billings reported that no permits were
issued in December as indicated by the written report he submitted.
He thank the town for the cooperation he has had as zoning offiver.
He has turned over all zoning files to the new zoning officer Mr.
Haskins. Mr. Haskins stated that he has already started work and
will be availably to the public the second Tuesday of the month at
the Danby Town Hall from 2;00 P.M. until 6:00 P.M. as well as at
home by phone. He is a retired person.
Councilman Robert Snedden gave copies of the highway employees
contract to members of the town board. The disability insurance for
the highway employees will be looked into by Supervisor Miller.
It was noted that there will be a presidential primary March 25, 19800
Supervisor Mildred Miller stated that the new committee appointments
have not been made yet. She also reported that she plans to have an
old fashioned town board meeting late in March. No business will be
conducted at this meeting.

Old Business Continued:
It was noted that there is still a vacancy on the Town of Danby
Planning Board. People who are interested in serving on this
board should attend the January 16th meeting of the planning
board and make themselves known to the members of the planning
board who will then make recommendations to the town board for
the appointment. Walter Sczepanski was recommended by Mrs.
Miller for consideration as a planning board member.
Donald Graham reported that he attended the County Planning
Board meeting. He said that part of Connecticut Hill is being
considered for turning over to the federal government. There are
objections from local citzens who are afraid that the federal
government may use it as a storage dump for nuclear wastes.
General Fund Warrant #1 in the amount of $330.75 was approved to
be paid. The motion was made by Councilperson Dorothy Roberts
and seconded by Councilman Robert Snedden and carried by a vote
of five ayes and no noes.
Highway Fund Warrant #1 in the amount of $3,186.32 was approved
to be paid. The motion was made by Councilman Robert Snedden and
seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
