PUBLIC HEARING ON BUDGETING
OF
REVENUE SHARING FUNDS
October 9 , 1978
A public hearing was held by the Danby Town Board of the Town of
Danby , County of Tompkins and State of New York at the Danby Town
Hall , 1830 Danby Road at 7 : 30 P . M . on October 9 , 1978 as duly
advertised in the Ithaca Journal in the October 5 , 1978 issue . The
purpose of the hearing was to consider budgeting of the Federal Revenue
Sharing Funds .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Dorothy Roberts
Councilman Robert Snedden
Justice Milton Todd
Others present : Rhoda Larson , Mary Smith , Paul Smith , Marvel Hatfield ,
Harry Hatfield , Mr . and Mrs . Fred Thayer and Edward Slights .
The hearing was called to order by the supervisor and he stated that
there are $ 18 , 613 . 00 to be budgeted . He then read a letter from the
Danby Senior Citizens asking that $ 1 , 200 . 00 of the Revenue Sharing
Funds be budgeted for the senior citizens to be used for educational
and recreational activities of that group . He then asked the people
for any other suggested uses for these funds . The senior citizens
presented the board with a copy of their proposed budget for 1978 - 79 .
The supervisor read over last years budget of revenue sharing funds
and the report of how they were used . Discussion followed .
All persons wishing to be heard , having been heard , the hearing was
adjourned at 8 : 45 P . M .

October 9 , 1978
The regular meeting of the Danby Town Board was called to order at
8 : 00 P . M . at the Danby Town Hall , 1830 Danby Road , Town of Danby ,
County of Tompkins and State of New York on October 9 , 1978 .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Dorothy Roberts
• Councilman Robert Snedden
Justice Milton Todd
• Others present : Rhoda Larson , Mary Smith , Paul Smith , Marvel Hatfield ,
Harry Hatfield , Mr . & Mrs . Fred Thayer , Edward Slights , Mr . & Mrs .
Musgrave , Roy Casterline , Roy Hornbrook , Mrs . Carrier , Ida Hulbert
and Jimmie Miller , Sam MacNeil , Ernest Cole and John Gains .
Justice Milton Todd made the motion to approve the minutes of the
September 11 , 1978 meeting of the board as presented . The motion
was seconded by Councilman Robert Snedden and carried by a vote of
five ayes and no noes .
COMMUNICATIONS :
1 . A letter from Mrs Frederic Boyd who lives in Owasco , New
York . She complimented Ed Slights for the good job he does
keeping the cemetaries mowed and free of weeds .
2 . A letter from the Department of Transportation of the State
New York stating that the request for a study of Route 34 / 96
in the Hamlet of West Danby has been completed . It was
found that there has been little increase in the development
in that area since the last study was made in 1972 . Therefore ,
the request for a reduced speed zone is denied .
3 . A notice of public hearing for the purpose of undertaking a
comprehensive study of the real property tax system in New
York State by the State of New York Temporary State Comm -
ission on the Real Property Tax to be held October 19 , 1978
in Binghamton , New York .
4 . A letter from the New York State Commission on Cable Television
inviting municipal officials to attend a day long seminar
concerning cable television franchising .
5 . A letter from Mrs . " Birdie " Beach , UCY leader , asking that the
youth be permitted to use the town hall for dances .
6 . A letter from Thaler and Thaler asking if any one from the
town will attend the public hearing in Binghamton on the Real
Property Tax or if the town would like him to attend as its
representative .
7 . Agenda of the Tompkins County Board of Representatives Monday
September 25 , 1978 meeting .
PRIVILEGE OF THE FLOOR :
The town clerk asked the board to consider appointing Joan Barber
as dog enumerator for the Town of Danby as the SPCA is unable to do
this .

Privilege of the Floor Continued :
Mrs . Carrier stated that there is a problem of cars parked in the
yard accross the road from her . Some unlicense , some partially
torn down . There are at least twelve of them at the time being .
The place is a real mess . Garbage blows across the road into her
yard and also into the yard of her neighbor .
Paul Smith noted that the town no longer has a constable . The matter
was discussed .
Sam MacNeil , Chairman of the Tompkins County Board of Representatives
discussed the proposed county budget . He used chartes to show more
clearly the percentage of tax money spent for each allocation . The
budget was discussed and questions asked .
Frank Musgrave a member of the Tompkins County Hospital Board of
Directors and a Danby resident discussed a county operated hospital
versus a new not - for - profit hospital corporation .
Eva Mae Musgrave introduced John Gaines who is director of the County
Wide Youth Bureau . He discussed his job and who is involved in the
County Wide Youth Bureau .
The clerk presented the board with copies of the tenative town budget
for 1979 .
COMMITTEE REPORTS :
Highway Committee - Councilman Ralph Wilbur reported that the two
roads that were repaired under the Donovan Plan are now completed and
ready for inspection . The new truck is a week to ten days from
dilivery to the town . Repairing one of the trucks will cost $ 1912 . 00
for the work . The radios are installed and working . West Jersey Hill
Road will soon be completed and ready for inspection .
Insurance - A bill for additional insurance has been received .
Refuse Collection and Disposal - No report .
Youth - Councilman Robert Snedden visited West Danby . The ball field
is coming along but does need some more work . Some more planning is
necessary . A meeting was suggested .
Zoning & Planning - Councilman Robert Snedden reported that he has •
two people interested in the job of Zoning Officer . He felt that
more publicity is needed . •
Fire - The fire district budget has been received . Expenses have
increased . Councilman Ralph Wilbur asked that the clerk send a
letter to the fire commissioners asking them to present the budget
at the budget hearing .
The date for the meeting to set up the preliminary budget is October
16 , 1978 at the home of the supervisor . The time is 7 : 30 P . M .
As the request for a speed zone in West Danby was denied by the New
York State Department of transportation there is no further action to
be taken accept that no ice will be given to the news media .

Committee Reports continued :
Mrs . Beach ' s request for the use of the Town Hall for youth group
dances was discussed . Supervisor A . Francis Wright made the motion
that the youth group use the Town Hall for a dance , if everything.
works out satisfactorily , they can apply to use the Town Hall for
future dates . They should know that Ed Slights has charge of the hall
as custodian and should be reimbursed by the youth group for his
services . The group should be supervised . The dances must be opened
to the community . Justice Milton Todd seconded the motion which was
carried by a vote of five ayes and no noes .
West Danby Water District - Roy Casterline reported that the annual
inspection will be made of the water district by the Environmental
Inspection Agency .
The inventory of the town fixed assets has been completed . The
Supervisor asked for volunteers to put the whole thing together and
get a system set up . The board as a whole agreed to help out . They
will have a meeting Monday , October 23 , 1978 at the Town Hall at 7 : 30
P . M .
OLD BUSINESS :
Highway Superintendents report - Roy Hornbrook • stated that the radios
have been installed and are working well .
Appeals Board Chairman - Absent no report .
Planning Board Chairman - Ernie Cole reported that the board is
continuing to work with the ordinance . Need better legal help .
Zoning Officer - Written report submitted .

Supervisor A . Francis - Wright asked that Resolution : #38 of 1978 entitled
" The Position of Deputy Town Clerk for the Purpose , of .Collecting Water
Bills for the Town Clerk be Created " be recinded as the Tompkins County
Personnel Office said that this resolution was not acceptable .
Councilman Ralph Wilbur made the motion to recind Resolution #38 . The
motion was seconded by Justice Milton Todd .

Rules for the use of the Town Hall need to be set up .
Councilman Ralph Wilbur made the motion that the appointment of the
SPCA as dog enumerator for the . Town of Danby be recinded and
J oan Barber be appointed as enumerator . Councilman Dorothy Roberts
seconded the motion which was carried by a vote of five ayes and
no noes .
Councilman Ralph Wilbur moved a resolution to transfer funds from
the contingency account to the election inspectors contractural
account to make funds available to pay the election inspectors
salaries . Councilman Dorothy Roberts seconded the motion .

NEW BUSINESS :
Councilman Robert Snedden made the motion that Councilman Dorothy
Roberts be appointed as Danby ' s representative on the County T . V .
Commission as Paul Smith will no longer be available to do this .
The motion was seconded by Justice Milton Todd and carried by a vote
of five ayes and no noes . There will be a meeting of the commission
and Councilman Dorothy Roberts was asked to attend . The meeting will
be held October 19 , 1978 at the Ithaca Town Hall .
Justice Milton Todd reported that a street light would be helpful on
the corner of Station Road and Brown Road . At the present time people
are using skate boards in that area and because of the curve in the
road drivers don ' t get much warning of what is going on . After
discussion this matter was deferred until the budget hearing .
G eneral Fund Warrant # 10 in the amount of $ 1818 . 85 was approved to
be paid . The motion was made by Councilman Dorothy Roberts and
seconded by Councilman Ralph Wilbur and carried by a vote of five
ayes and no noes .
Highway Fund Warrant # 10 in the amount of $ 8838 . 46 was approved to be
paid . The motion was made by Councilman Ralph Wilbur and seconded
by Justice Milton Todd and carried by a vote of five ayes and no noes
West Danby Water District Warrant # 10 in the amount of $ 53 . 93 was
approved to be paid . Justice Milton Todd made the motion which was
seconded by Councilman Ralph Wilbur and carried by a vote of five
ayes and no noes .
The Supervisor ' s reports were approved as submitted . The motion was
made by Councilman Ralph Wilbur and seconded by Justice Milton Todd
and carried by a vote of four ayes and no noes .
As there was no more business to be brought before the board , the
meeting was declared adjourned at 11 : 00 P . M .
